HomeMy WebLinkAbout1961-06-091342 MINUTES Council Chamber, City Hall Huntington Beach, California Friday, June 9th, 1961 The regular adjourned meeting of the City Council of the City of.Hunt-ington.Beach was called to order at 6:30 o'clock P.M. by Xayo:r._GisLer. This meeting was adjourned from the regular meeting of the City Council of the City of Huntington Beach held Monday evening, June 5th, 1961. The Fledge of Allegiance was given by all present in the Council Chamber. Councilmen Present: Wells, Lambert, Stewart, Waite, Gisler Councilmen Absent; None Mayor Gisler announced that applicants for the position of Planning Director for the City were in waiting, and would. be interviewed by the Council, with the ultimate purpose of selecting a new Planning Director. City Ac.min. The City Administrator introduced Mr. Paul Stephens of Santa Ana, who had been rated third in the screening of applicants by the California State Personnel Service. Mr. Stephens Mr. Stephens gave the Council an account of his educational background and qualifications; also information concerning his previous employment record. He informed the Council that he has held the position of Senior Planner with the City of Santa Ana for the past year. Members of the Council questioned Mr. Stephens at some length regarding various facets of his education and experience. City Ad -min.. Following the interview, Mr. Stephens retired from the Council Chamber, and the Administrator presented Mr. Willis C. Warner of Inglewood, who is presently employed by the City of Inglewood as Director of Planning, and who was rated number one among 3431 Pat-;~ #2 - 1-inut-s, Jung- `,th, 106t the applicants screened by the Personnel Board. ``r..Ylarner Mr. Warner also gave the Council a resume of his educational background and his vocational experience. He stated that he had grown up in Huntington Beach and had graduated from High School in the City. Members of the Council questioned Mr. Warner concerning his work experience, reasons for wanting to mice a change, and other aspects relating to the position applied for. Mr. Warner informed the Council that he would have to take a considerable salary decrease to accept the position in Huntington Beach, but that he felt it would be worth- while in the end. He stated that he could only consider the position, if accepted, in the C step of Range 44 prescribed for the position. .Mr. Kiernan Mr. Warner then retired from the Council Chamber, and the Administrator presented Mr. Lee Kiernan, pre- sently Senior Planner with the City of Riverside, who was rated fourth in the screenig by the State Personnel Board. Mr. Kiernan also gave the Council a resume of his educational background and experience in the field of planning. He informed the Council that if he were the successful applicant, he would request a start in Step B of Range 44 , Council members and the Administrator questioned Mr. Kiernan at some length regarding various phases of planning and his particular experience, after which he retired from the Council Chamber. Gunnarson, who had been rated second in the screening by the Personnel Board, He explained to the 344 Fa c #3 'Tung ' th, 1 161- Council that Mr. Gunnarson was presently Associate Planner with the State of Hawaii, and had flown here for the interview with the - State -Personnel Board, but was unable to remain for the Council interview. Mr. Miller gave the Council information regarding the educational background of Mr. Gunna rson, together with his employment record. He also informed the Council of the procedure used by the State Personnel Board in screening and rating applicants. Council Co»sic.ers Councilman Stewart stated that he felt that the logical choice, based on interview and rating of the Board, would be Mr. Warner. Councilman Waite said he had been attempting to rate the applicants from a standpoint of personality, and his choice lay between Mr. Warner and Mr. Stephens; and that he felt that Mr. Warner had the greater experience. The Council held some discussion on the drastic cut in salary which Mr. Warner would have to take if he were the successful applicant; but were assured. by Mr. Miller that the State Board had carefully considered this and had discussed it with Mr. Warner. He said Mr. Warner fully understood the situation, and was willing to accept the position under these conditions,,,if it were offered to him. Warner There being no further discussion by the EM-?ov't Council, a motion was made by Stewart, seconded by Waite, that Mr. Willis C. Warner be employed as City Planning Director in Range 44, Step C., effective July 5th, 1961. The motion was carried unanimously. S t _wart Councilman Stewart brought up the matter of Si. -us -et u.r,in, Lot signs at the entrance to the Municipal Parking Lot. Council discussed the possibility of getting a sign at no cost to the City, through an advertising medium. 345 Pa.,ci4 - llinu.tc= s, 3unc� 9 th, ? i6l Coinci1 Mar: Councilman Waite explained a pro- position for a sign to be furnished by the Rolley Corporation which would have 80% advertising space for the City and 207. for the advertiser. He informed the Council that the Rolley Corporation would furnish either a neon or electrically lighted sign to be erected and maintained by their Company with no charge against the City. City Aemin. On motion by Waite, seconded by Stewart, Authori zee to F?^o_titf' the City Administrator was authorized to investigate this proposition, and negotiate with the Rolley Corporation for a sign for the Municipal Parking Lot, subject to final approval by the Council. Motion carried. The City Administrator returned all applicants to the Council Chamber and informed them of the action of I the Council in employing Mr. Warner to fill the position of . Planning Director.
