HomeMy WebLinkAbout1961-06-23365 MINUTES Council Chamber, City Hall Huntington Beach, California Friday, June 23rd, 1961 In the absence of Mayor Gisler the regular adjourned meeting of the City Council of the City of Huntington Beach was called to order at 7:30 o'clock P.M. by City Clerk Paul Jones. This meeting adjourned from the regular meeting of the City Council of the City of Huntington Beach held Monday evening, June 19th, 1961. The Pledge of Allegiance was given by all present in the Council Chamber. Councilmen Present: Wells, Lambert, Stewart, Waite Councilmen Absent: Gisler S(­Iection of . The Clerk announced that the first order of ''avor Pro--tc:i business would be the selection of a Mayor pro-tem for the evening and entertained a motion to that effect. Councilman Lambert On motion by Stewart, seconded by Waite, "7avo r Pro- i em Councilman Lambert be appointed Mayor Pro-Tem. motion carried. tlearin� on Lit ¢r:t Mayor Lambert assumed the chair and informed the Council that the primary object of this meeting was to discuss and hold a hearing on the City's Budget for the Fiscal Year 1961-1962. Cit Aemin. City Administrator Miller explained those changes in the proposed budget which had been made since the discussion sessions held with the Council. He stated that the only items that had been changed were in the salary accounts in some departments to allow for certain increases in range classifi- cations for positions which appeared to be below the average of surrounding communities in their job classification. 6/23/61 366 Fage #2 - n°'`a_nutcs, une 23rc, 1961 1-iscussion Held The Council also held some discussions on matters of Capital Outlay which had been eliminated from the operating budget. The City Administrator called to the atten- tion of the Council, the fact that the new budget, if adopted., would set up a Reserve for Contingency Fund which could be expended by Resolution of the Council to cover unappropriated budget items including Capital Outlay items. The Administrator discussed with the Council the salary classifications which had been proposed. and allowed for in the new budget, together with range additions in the basic pay plan. On motion by Stewart, seconded by Waite, the Clerk was directed to read Ordinance No. 856. Motion carried. The Clerk gave Ordinance No. 856 a first First r�cr i reading in full, "AN ORDINANCE OF THE CITY OF HUNTINGTCN BEACH RELATING TO SALARY CLASSIFICATION; ADDING, MENDING, AID] REPEALING SECTIONS OF THE HUNTINGTON BEACH ORDINANCE XOTI Hunt, Lan"s The Clerk read a letter from Huntington Bt�sinvs Lanes, 19582 Beach Boulevard, City, stating that the Ouiko Corporation dba Huntington Lanes, requested permission to open a new business as a family recreation center, effective Saturday, July 1st, 1961; and submitting information for such permit in accordance with Huntington Beach Ordinance Code Section No. 5331. .j.SCu.ss-ion HC1-' I There was considerable discussion by the Council regarding the change in legislation which would be required in granting such permit, due to the fact that there would be billard tables, as well as the bowling lanes in the establishment.. 6/23/61 Im Pare 7#3 - "�intites, Jung., 23re., 1961 Chief: ref Police .4ri ht Chief of Police Wright informed the Council that an Ordinance had been prepared to snake the necessary changes in legisLation to cover this situation. No, 854 On motion by Stewart, seconded by Waite, First Reading the Clerk was directed to give Ordinance No. 854 a first reading in this matter. Motion carried. City Engineer Wheeler addressed the ';-jhee l er Council and informed then that he was in some doubt concerning an action of the Council at the regular meeting of June 19th,. when a property owner was granted permission to remove trees in front of his property at Orange and Tenth Street I in the City. Mr. Wheeler stated that he wished to be advised whether the City could accomplish such removal for the property owner and charge the property for the work done. The Council held considerable discussion on this matter. City Ent.r. On motion by Stewart, seconded by Wells, Fcrform ork the City Engineer be authorized to perform such work for property owners provided the City would furnish an estimate of the cost of the removal of trees based on time and equipment plus normal overhead, and give the property owner alternatives of getting private -bids, with a contractor 6/23/61 F368 Face 7#4 - '-?:ins tes , June 23rc' , 1961 posting bond for such work; also that if the City were to perform the work, payment therefor must be deposited before the work is done. Motion carried. A Eari.n�: L(-_rt ay c'_ On the advise of the City Attorney, the hearing on the 1961-1962 Budget which had been advertised in the local paper for July 23rd,-1961, at 7:30 o'clock P.M., was delayed by the Council until 8:00 P.M., becuase of a news item published in the local paper giving that time for the hearing. At the hour of 8:00 P.M., the only people in the audience were Mr. George Rohrig of Diehl, Evans and Company, the City's Contract Auditors, and Mr. Don Jones, son of the City Clerk. Hearing a-Incner'. The hearing on the proposed budget was opened to the public by Mayor Lambert at 8:05 P.M. There being no questions or protests from the audience concerning the budget, Mayor Lambert closed the hearing at 8:06 P.M. On motion by Stewart, seconded by Waite, the Clerk was directed to read Ordinance No. 853 as prepared from the proposed budget. Motion carried. rc. _Y:D. Wright was appointed Traffic Engineer, effective July 1st, 1961, at the hourly or flat rate as established by Ordinance not to exceed two hundred and. thirty six dollars per month ($236.00). The Clerk presented a communication from Use e of 1, an.c.� Standard Oil Company of California, Western Operations Incorporated, regarding the use of land at the corner of 23rd and Palm Street in the City of Huntington Beach for a period of three months beginning June 27th, 1961, as a baseball diamond for the Huntington Beach Recur ation Department. City Admin. The City Administrator informed the Council that this matter had been presented to him in the afternoon and he had contacted. the City's insurance carrier regarding the insurance required by Standard Oil Company in this matter and was informed by Mr. Jones, of Jones -Gillespie, that he was unable to reach his company representative to be -sure the insurance was available. The Administrator informed the Council that it was necessary to processthis request as soon as possible, as the field was needed by the Recreation Department. s rc�e7ents Following some discussion by the Council Executed upon the matter, a motion was made by Stewart, seconded by Waite, that the Mayor and City Clerk be authorized to execute the agreements with Standard Oil Company for the use of this property, provided the necessary insurance coverage could be obtained by the City. Motion carried. Rohri-Y Rohrig, the City's Contract -Audit Consultant, to the Council and extenr'ee to Mr. Rohrig some well merited"praise regarding his cooperation with the Administrator, Auditor and. Department Heads in the preparation of the 1961-1962 Budget. Cotinc ...loran Stewart Councilman Stewart, on behalf of the Council, extended his thanks and appreciation to all of the Department Heads of the City for their continuing effort in staying within the Budget for the Fiscal Year 1960-1961. Mr. Stewart stated that he felt they should be commended for the fine job and the fine effort which they put forth.
