The Pledge•of Allegiance was given by all present in the Council Chamber. Councilmen Present: Wells, Lambert, Waite, Gisler Councilmen Absent: Stewart Report of Police PwDt. On motion by Lambert, seconded by Waite, the report of the Police Department for the month of June, 1961, was received and ordered filed. Motion carried. The Clerk presented transmittal from the City Planning 'Director, submitting final form of Tract Map #3892 for adoption; Developer: Lisbon Company (George Sant), 6572 Bolsa Avenue, Huntington Beach, California; Engineer: Millett, King & Associates, Fullerton, California; Location: North of Sugar Avenue and West of Golden West Street, approximately 2000.00 feet South of Bolsa Avenue; Legal Description: Being a sub -division of a portion of the NE 'k of section 15-5-11, SVB & M; Number of Lots: 65; Total Acreage: 13.96; that the map had been certified by the City Engineer and the Planning Director to be true and correct in accordance with the approved tentative Tract Map and in accordance with provisions of the City Sub -Division Code. Change of Corporate On motion by Waite, seconded by Entity - Approved Lambert, Council approved the change of corporate entity on Tract #4139, #4140, #4141, #4142, #4143, #4144 and #4145, on which the final maps have been adopted by the Council at meeting of May 1, 1961, to the Van Nuys Savings and Loan Corporation. Motion carried. Services for The Clerk presented a report from Prisoners the Orange County League of Cities Executive Committee Re; The City -County proposal for services in the care of prisoners. He informed the Council that the League requested a member be appointed from the City of Huntington Beach to serve on a committee of Mayors And Councilmen, to meet with the Orange County Board of Supervisors to study this problem. Councilman Wells APPo inted attend meetings thereof. Mr. Ted Adams - Mr. Ted Adams, 17208 Beach Boulevard, Business License Fees City, addressed the Council and in- formed them that he was again requesting that they consider the lowering of Business License fees for the Business of Palmistry. T-.Io Tak�:n Mayor Gisler informed Mr. Adams that this matter had been referred to a committee for study and that -the committee was not ready to report at this time. Mr. Adams then requested that the Council consider setting the fee at $100.00 per day, in which case he would not pay it, and it would prevent any others from engaging in this occupation within the City. No action was taken on this matter. '-r. Larry err/Sanitation Mr. Larry Orr, 16531 Rhone Lane, City, District Agreement addressed the Council, and informed them that he had an agreement with the Sanitation District for a 30 foot easement along the West side of approximately 20 properties on the West end of the Sol Vista Tract. He stated that they had further agreed with the Sanitation District that the property owners would each deed 12 feet of their property to the City of Huntington Beach if they would make an alley at this place. Considerable discussion on the proposed development of this alley and the need therefore was held by the Council together with Mr. Orr. Notice Upon DeLivery On motion by Lambert, seconded by Waite, of Title the Clerk was instructed to notify Mr. Orr that the City would give written notice that upon delivery of title of the West 12 feet of above mentioned Westerly 30 feet by the property owners, the City would (1) maintain and abate weeds only, or (2) construct a 12 foot width plant mix surface, if the materials were furnished by others. Motion carried. During the discussion of this matter, it was agreed that this property would not become a public right-of- way, but that access would be provided to the properties abutting thereon. B. Sewers - Garfiela Wit, City Engineer Wheeler reported that plans for the construction of sewers on Garfield Street had been prepared, but he felt that they should be studied before Council acted on this matter. Action neferrec. On motion by Lambert, seconded by Waite, the presentation of the plans for construction of sewers on Garfield Street be deferred until the meeting of August 7, 1961. Motion carried. Motion carried. Fire Station Sit—"Sil—"L A communication from the Fire Chief, regarding Fire Station Site #9 in the Murdy Industrial Tract, was presented for Council consideration. Vir-- Station 'n Au-th. On motion by Lambert, seconded by Waite, the City Administrator was authorized to take immediate steps in the procurement of the site for Fire Station #9 in the City. Motion carried. Private: Patrol Applications of Clifton A. Powell and Percy J. Courmier for permits to operate private patrol services within the City, were presented for Council consideration. Permits Grantee'_ Following some discussion, a motion was made by Waite, seconded by Lambert, that the permits be granted to Mr. Powell and Mr. Courmier, subject to full compliance with the Ordinance covering Private Patrol Service; and designating that Mr. Courmier's territory would be from Talbert Avenue South to the Southerly City Limits, bounded on the East and. West by the Huntington Beach City Limits, and Mr. Powell's territory would be North of Talbert to the Northerly City Limits, bounded on the East and West by the Huntington Beach City Limits. Motion carried.
