COMMISSIONERS ABSENT: Letson. MINUTES: Adjourned meeting of the City. Planning Commission was called to order at 7:00 o'clock P.M., by Chairman Bazil. The Secretary announced that no public hearings were scheduled and presented suggested items for discussion. REVISION TO MASTER PLAN Commissioner Kaufman suggested that OF LAND USE the Commission discussed future zoning of Beach Blvd., (Highway #39) because the commercial zone is betting out of hand.' It was noted -that there are only a few short sections of frontage that are not now zoned for commercial use and rezonin; petitions would probably be filed in the near future. Commissioner Kaufman suggested that a definite zone be established for Beach Blvd. so that as the F areas are rezoned they would all be zoned the same. The Plannin Director presented a preliminary study on revision of Master Plan of Land Use (Study #1). Discussion was held. The Commission suggested that the Planning Department continue their,studies of the Master Plan and the Plannin- Commission would consider them for further discussion at future meetings REVISION TO MASTER PLAN Commission discussion was held OF STREETS AND HIGHWAYS regarding the traffic circulation within the proposed Huntington Harbour. 405 Page #2 Minutes - H. Planning Commission Tuesday, September 26th, 1961 The Planning Department reported that the staff would be making traffic studies to determine if additional arterials would be necessary for the traffic demands of the area. The Commission discussed possible revision necessary when the proposed freeway between Highway #39 and the Santa Ana River is built. It was noted that the Highway Plan'indicates Newland Street connecting to Coast Highway but plans for the freeway show no connection. 'It was also noted that a frontage road may be necessary along the freeway which would have an effect on the Plan. It was the concensus that no action should be taken until more definite plans of the freeway are known. ZONING FOR HUNTINGTON HARBOUR The Secretary presented copies of a proposed zoning ordinance which had been prepared several months ago for Marina Development. t' Various sections of the ordinance were studied by the Commission and it was sug;ested that the Commission review the proposed ordinance and submit there- sug;ested changes or revisions for consideration at a future meeting. ZONING ORDINANCE AMENDMENT OR REVISION The Planning Department pointed out that the existin- ordinance was adopted in 1945 and has had many amendments which has created many conflicting provisions. It was felt that the entire ordinance needed revising and bringing up to date. The Planning; Department suggested developin; a basic framework for or�ani- nation of the ordinance and then revising a few sections at a time as time permits. Planning Commission Tuesday, September 26th, 1961 ' develop a complete revision but some work could be accomplished a section at a time. The Commission concurred with this procedure. OFF STREET PARKING The Planning Department suggested that the Commission consider modification.•of this part of the zoning ordinance separate from other sections. It was ao-reed that the down town area has an urgent need for parking and that many other provisions are in need of revision. The Planning Department agreed that the staff would prepare and present a draft for consideration. SUBDIVISION ORDINANCE The Planning Director pointed out AMENDMENTS that many standard conditions apply to all submitted tentative maps and that such requirements should be written into the City Ordinance thereby reducing the chance of errors in tract requirements. The Commission agreed that the staff should prepare a definite proposal. COMMISSION BY-LAWS The Planning Director submitted copies of proposed by-laws and suggested that the Commission study the proposal for further consideration at the next meetin,. Also the Commission might wish to consider clarification of the ordinance establishing the Commission. The Secretary stated that the original by-laws were adopted in November 27th, 1939, and it was desirable to bring the by --laws up to date in conformity to the present function of the Planning Commission. BLOCK WALLS ON The Planning Department presented to ARTERIAL HIGHWAYS • the Commission suggestion for changes in the treatment of subdivisions along Arterial Highways. At present 6 ft. walls are required when lots side -on or back -on the" highways . It was suggested that where lots front on cul-de-sacs and side -on the arterials, that the block wall =3- 407 Page #4 Minutes - H. B. Planning Commission Tuesday, September 26th, 1961 only be required between the front of the house on one street to the front of the house on the next street.thereby leaving the front yards and cul-de-sacs open. In this way rear yards would be shielded from the highway and a better appearance would result for people traveling on the highway. Also police patrol would be facilitated as'the local streets could be checked from the arterial highway. The Commission suggested that the wall not be eliminated but agreed it could be reduced in height at the cul-de-sacs to about 2 ft. or 3 ft. The Planning Department agreed to work out the matter with the City Engineer. CIVIC CENTER LOCATION The Planning Department presented a drawing of a proposed civic center for the area extending from the present City Hall to Ocean Avenue, prepared by the Chamber of Commerce. The Planning Department then pointed out several factors for location to be considered and that several other agencies such as court facilities, main post office, central library, federal offices, etc should be taken into consideration. The Planning Department noted that mention of a new civic center is made more and more frequently from many sources. It was also noted that the present City Hall was built many years ago and is rapidly becoming inadequate for the needs of the growing City. It was generally agreed a decision will.probably have to be made in the near future on the expansion of the present building, new construction, or complete relocation and that the Commission will probably be asked for a recommendation by the Council. - 4- Page #5 Minutes - H. Planning Commission , Tuesday, September 26th, 1961 REQUEST FROM WESTMINSTER The Secretary read letter submitted SCHOOL DISTRICT FOR SCHOOL SITE APPROVAL _ by the Westminster Elementary School District requesting approval of relocation of school site within Tentative Tract No 3849. The proposed Jr. High School would contain 20 acres, and the proposed Elementary School containing 10 acres. Commission discussion was held. A MOTION WAS MADE BY STANG AND SEC014DED BY WORTHY TO APPROVE SCHOOL SITE SHOWN WITHIN TENTATIVE TRACT NO 3849. ROLL CALL VOTE: AYES: Welch, Miller, Worthy, Stang, Kaufman, Chairman Bazil.
