MINUTES: On motion by Letson and seconded by Stang, the Minutes of the Huntington Beach Planning Commission of November 7th, 1961, were accepted as transcribed and mailed by the Secretary. TENTATIVE TRACT MAP NO 4350 - REVISED No of Lots: 463 Subdivider: Macco Co. Total Acreage: 112± Engineer: Voorheis-Trindle- Nelson, Inc. Located at the northeast corner of Cannery Street and Adams Avenue and legally described as portion of the SW4 of Section 6-6-10, The Secretary read the report of the Subdivision Committee recommending conditions for-approva•1 of the revised portion of the tract. The Planning Director pointed out because the property is situated between other commercially • zoned land, it would appear reasonable to give the applicant the same opportunity for commercial development. RESOLUTION NO 217 A Resolution of.the City Planning Commission Making Recommendation of Approval of Zone.Case No 217 to City Council. A MOTION WAS MADE BY MILLER AND SECONDED BY LETSON TO RECOMMEND APPROVAL OF ZONE CASE NO 217 TO CITY COUNCIL FOR THE FOLLOWING REASONS: 1. The property is fronting on Beach Blvd., a Major Arterial Highway. 2. The property abutting the proposed change to°the north is zoned C-2 Community Business District.- 3. Planning Commission , Tuesday, November 21, 1961 - dale St.,Huntington.Beach, addressed the Commission and questioned if the proposed change of zone would affect his property. The Chairman pointed out that this proposal of zone change would not affect in any way the property situated north of the zone change. George Lanes, adjacent property owner, stated that he did not have objections to the proposed zone change... Mr. Cap Blackburn, Coast Realty agent, representing the applicant, stated that the zone change would serve as a buffer for the trailer park and proposed high school in the area. Mr. R. B. Call, 17172 Palm Avenue, Huntington Beach, addressed the Commission and stated that he was opposed to the zone change because he feels that this was a spot zoning and also that he is planning to develop his own property industrially. the hearing was closed. The Planning Director pointed out that the area was rezoned on November 6, 1961, from the County M1-X to the City M-1 by the City Council and will be effective on December 6, 1961. The Planning Director stated that -this was a general' rezoning to eliminate the Interim County zoning and is -not considered by the staff as necessarily the ultimate precise zoning for the community. It was pointed out that the site is on the edge of a very old and run down section of an oil field with many wells, tanks and miscellaneous rubble to the north. To the south.is pasture land of the H. B. Company and a few wells. The -Planning Director also pointed out that there are no homes or business anywhere in the vicinty other than oil activity. There is much more clean-up work to be done and it is quite obvious that it will be done now that the processlus been started. Commission discussion was held. The Planning Director pointed out that this case involves a total of 19 lots on the same side of the street in a new section of the Sol -Vista development. Al- though some of the proposed homes could provide a 20 ft set- back and still maintain the minimum rear yard, others could not, and the developer feels that a uniform front yard with adequate rear yard is better development in this case. Planning Commission Tuesday, November 21, 1961 It was pointed out that the staff report encompasses all six applications on the agenda because each application involves the continued use of a subdivision directional sign and only the locations are different. The Planning Director stated that in each case the signs were permitted for a one year period which has expired, and no provisions for an extension of time were included in the applications, therefore new applications and .. new hearings were required. The hearings were opened to the audience on each application; there being no comment, the hearings were closed. , A MOTION 14AS MADE BY STANG AND SECONDED BY LETSON TO APPROVE USE PERMITS NO 137 THRU 142 INCLUSIVE WITH THE FOLLOWING CONDITIONS: 1. There shall be posted a $250.00 performance bond guaran- teeing removal upon expiration of Use Permits No 137 thru _ 142 inclusive. 2. A,$250.00 bond for the requested signs shall be required to be posted guaranteeing removal of the sign within one year of the granting of these use permits, unless -the Planning Commission at the end of one year agrees to ex- tend the time. In the event.t,he specified sign is not removed in accordance with these use permits, the applicant shall forfeit bond and permit the appointed agents of the City to enter the property.and remove all structures permitted under thesause permits. 3. Planning Commission Tuesday, November 21, 1961 - a recommendation from the Huntington Beach Planning Commission on application for Use Variance UV #4873 for construction of a duplex with attached garage in the R-4 Suburban Residential District. Location being on the southwest side of South Paci- fic Avenue approximately 70 ft southeast.of 21st Street, in Sunset Beach. Commission discussion was held. It was noted that substandard front yard was provided. NOES: None. ABSENT: None. THE MOTION CARRIED. INDUSTRIAL ZONING STUDIES - SOUTHEAST SECTION The Planning Director pre- sented studies for rezoning a portion of the southeast section of the City. Two sketches were displayed showing possible areas for M-1 and MI -A zones. It was also noted that studies are being made for the possible routing of a freeway in this area which could make a logical divider between the industrial area and other uses. After considerable discus- sion by the Commission, it was decided to hold a public hear- ing on Study #1 on December 19, 1961, at 7:30 P.M. RESOLUTION OF INTENT NO 221 The motion of Kaufman and seconded by Welch'to adopt Resolution of Intent No 221 and to set the matter for hearing on December 19, 1961, at 7:30 P.M. was carried by the following ROLL CALL VOTE: 13 473 Page #14 Minutes - H.
