MINUTES: On motion by Worthy and seconded by
Miller, the Minutes of the Huntington
Beach Planning Commission of December 19, 1961, were accepted
as transcribed and mailed by the Secretary.
CONDITIONAL EXCEPTION: UV #360 - Continued
,Applicant - Huntington Harbour Corp-.
To allow development of a Single
Family Residence Subdivision with lots
of minimum area of 5000 sq. ft. per lot and with reduction of
lot frontages and street widths as indicated on map of Tenta-
tive Tract No. 4499, Located in the Rl Single'Family Residence
District north of Pacific Coast Hwy. (U. S. 101 Alt.) and west
of Broadway Street (extended) in the Sunset Beach area, and
legally described as a portion of Section 19, T.5.S.3
Rancho La Bolsa Chica. Precise lebal description on file -in

The staff report was read by the
Secretary. The hearing wds-opened to the audience.
Walter Chaffee, attorney representing
the applicant, addressed the Commission and offered to answer
any questions. He stated that lots under 6000 sq. ft. all
have water frontage .

and pointed out the reasons for the narrow frontage on the
cul-de-sac corner lots, due to the size and shape of the

Mr. Lewis Douglas, president
of Huntington Harbour Corporation, addressed the Commission and
stated that until the map is acted upon the architects have
nothing to base their building design on.
There being no further com-
ment, the hearing was closed.
It was noted that the appli-
cation was filed, based on the or tentative map of Tract
No. 4499. Since that time, a revised tentative map has been
filed.
There are eight lots requested
for approval with Tess than 6000 sq. ft. and only one lot with
the minimum of 5000 sq. ft.. All of these lots have water
frontage. There are three non cul-de-sac lots which have
widths of 50 to 52 ft and there are 22 lots with frontages
ranging from 27 ft to 42 ft with the majority of these being
about 30 ft. All of these 22 cul-de-sac lots have frontage on
the waterways .ranging from 95 ft to 135 ft, ,
It was further noted that the
46 ft wide streets contained in the request are the five short
cul-de-sacs on the fingers of land projecting into the water-
ways. These fingers are surrounded on three sides by water.
The paving area between curbs' will meet City Standards of 36
ft., with the sidewalks proposed immediately behind the curb.
The modification in total right-of-way width involves elimina-
tion of the parkway area only.

Walter B. Chaffee, attorney at law,
addressed the Commission and questioned the requirement of
deeding fee title to waterways to the City and the establish-
ment of a Harbor Maintenance District.
Lewis Douglas, president of Huntington
Harbour Corp., stated that 75 ft of the main channel will be
deeded to the State of California;
City Administrator., Doyle Miller
stated that -the City was presently attempting to get approval
of the State Lands Commission to have the jurisdiction over
all State waterways.

DECEMBER 22, 1961, UPON THE FOLLOWING CONDITIONS:
1. The revised layout dated December 22, 1961, shall be the
approved map.
2. The approval of this map shall be sub ect to City Council
approval of Conditional Exception UV 860. Zf said Ex-
ception,is not approved, al-1 City Subdivision Standards
shall be complied with.
3.. All waterways shall be designated alphabetically as a
lot or lots on'the final map and shall be deeded in -fee

of 30 ft from bulkhead lines except at,the ends of basins

Highway by a public,street.
6. The property line radius of all cul-de-sacs shall be at
least 45 ft.
7. All applicable standard subdivision requirements shall be
complied with. ,

Tract, excepting the southwesterly 65 feet thereof.
The Planning Director
read a letter submitted by S. E. Ferguson, Assistant Director
of Building and Safety, stating the status of a building per-
mit issued on November 12, 1954, to James H. Hopkins for the
building now existing at the rear of the property.
The Secretary read the
history on the above stated property.
The hearing was opened

Ralph Jensen, applicant,
addressed the Commission and stated that there were five other
lots within 300 feet of his property with less than 5000 sq.
ft. being built on in the-Rl Zone.

Mr. L. M. Ravenscroft, 1009 Main
Street, Huntington Beach, addressed the Commission and stated
that he was protesting the proposed variance.
Mr. Raymond 1-7. Walker, 1015 Main
Street, Huntington Beach, addressed the Commission and stated
that he was the adjacent property owner and was very definitely
objecting to the proposed variance.
There being no further comment, the
hearing was closed. Commission discussion was held at length.
It was noted that the property is still an unlawfully created
parcel which cannot be used for a residence.

The Secretary read a letter sub-
mitted by John L. Henricksen, owner of the property involved,
stating that the owner signed a lease agreement for a period
of twelve months and that there was adequate room on the
property for the Commission to require the necessary setbacks.

being no comment, the hearing was closed. Commission dis-

It was noted that no
dimensions were given for the setback of the sign or i-ts
height above the. elevation of the intersection, therefore it
was recommended that -the sign be located with at least a 20
ft setback from each street and 10 feet from ground clearance.
A MOTION WAS MADE BY
-BAZIL AND SECONDED BY LETSON TO APPROVE USE PERMIT NO 144
WITH THE FOLLOWING CONDITIONS:
.1. There shall be posted a $250 performance bond guaranteeing
removal upon expiration of Use Permit No. 144.
2. A $250 bond for the requested sign shall be required to
be posted guaranteeing removal of the sign within one
year of the granting of this use permit, unless the Plan-
ning Commission at the end of one year agrees to extend
the time. In the event the specified sign.is not removed
in accordance with this use permit, the applicant shall
forfeit bond and permit the appointed agents of the City
to enter the property and remove all structures per-
mitted under this use permit.
3. There shall.be a 20 ft setback from Beach Blvd. and Quincy
Street.
4. There shall be required a 10 ft ground clearance.

It was pointed out that the original subdivision lots were ex-
tremely large and most have been re -divided into 48 ft and 50
ft lots.
The Planning Director pointed out
that in this particular case, a division is requested to
create two 50 ft x 198 ft lots. Adequate area is provided,
but the standard 60 ft width cannot be obtained.

along Beach Blvd. In this case, the pump islands, signs and

was .held at length. The Planning Director pointed out that the
property was zoned M1-X until about a month ago, which would
have allowed the proposed tesidential� use. - However * part of the
reason for rezoning this area to City MI was to discourage
further residential developmdnt.. In the immediate vicinity of
the property involved are several existing-dwell-ings, a tile
manufacturing plant, plumbing contractor, telephone equipment
building, churches and vacant land. To the south is a storage
yard for portable rest. rooms, a construction equipment yard
and an auto wrecking yard. ,
