The regular meeting of the City Council of
the City of Huntington Peach was called to order at 7:30 o'clock P.M.
by .. Mayor Ernest H. Gisler.
The Pledge of Allegience was given by all
present in the Council Chamber.
The invocation was given.by Reverend G. Rus-
sell Shaw of the First Methodist Church of Huntington Beach.

the Santiago Girl Scout Council., and the American Red Cross were
authorized to conduct their various solicitations for funds, with
the condition that all representatives register with the Police
Department. Motion carried.
H.B. ("ity7 Emp. Credit On motion by Wells, seconded by Stewart,

Grantee a request,from the Huntington Beach City
Employees' Credit Union for permission to use Memorial Hall on
January 19th, 1962, with fees waived, for the purpose of holding
their annual meeting, was granted. Motion carried.
J.B. Barracks #2360 - On motion by Lambert, seconded by Wells,
Use of Mem. Hall
Grantee a request from the H.B. Barracks #2360,
Veterans of World War 1, requesting use of Memorial Hall on Sunday,
January 21st, 1962, with fees waived, for the purpose of holding
their installation of officers, was granted. Motion carried.

hearing before the Council on the revocation of his Certificate of
Need and Necessity, was presented for Council consideration.

Council ordered a public hearing for Mon-
day, February 5th, 1962, at 8:00 o'clock F.M., on the revocation of
the Certificate of Need and Necessity of the C.A.P. Private Police,
in compliance with Section 2322.2 of the Huntington Beach Ordinance
Code. Motion carried.

regarding enforcement of the Green River Ordinance.

the communication from Mrs. Bryant was
received and ordered filed. Motion carried.
','r. Alvin Quesnel_ Under Oral Communications, Mr. Alvin
Protest Green =liver CrC.
Quesnel, 8172 Kiner Street, City, addressed
the Council regarding the arrest and fining of a person under the
Green River Ordinance and protested the application of the same. Mr.
Quesnel informed the Council that he understood the arrested person
had not been given the right to procure legal counsel.
�'h,_-ef of Police :4'r7_c,ht Chief of Police Wright replied to Mr. Quesnel
and informed him that this person had been given the right to make a
phone call as per the requirements of the law and that this person
had pleaded guilty to the charge and had therefore been fined by the
Judge.

addressed the Council and requested a white
line be put-on Heil Avenue and Newland Street between Warner and
Heil Avenue. Mr. Oldman also protested the obstructions on Heil
Avenue where existing properties reduce the right-of-way by half.
He also requested that Council authorize the Engineering Department
to take action to procure traffic signals at Heil Avenue and Beach
Boulevard.
Ci -y Ens. '.11.1f eler City Engineer Wheeler informed the Council
and Mr. Oldman that traffic signals were under the jurisdiction of
the State Highway Department and`the City was without authority to
proceed in such installations.

Chief of Police Wright informed the Councill
and Mr. Oldman that a letter had already been sent by his Depart-
ment to the Highway Engineer regarding the possible location of
traffic lights at this intersection.
City AVInin. Nille.r City Administrator Miller informed Mr.
Oldman he was sure this matter could be worked out to the satis-
faction of all concerned.
Mr. Edwar_c R. HayTies - Mr. Edward R. Haynes, 16772 Ralph Lane,

City, addressed the Council regarding the
need for traffic lights at Heil Avenue and Beach Boulevard and
made a plea to the Council that an effort be made to have these
installed.

Lane, City, addressed the Council, speak-
ing for representatives of the World Book and other periodicals,
and protested the application of the Green River Ordinance to
people working in the field in the sale of periodicals. Mrs.
Southworth stated that people were denied the right to earn a liv-
ing by being deprived of permission to solicit door to door.

and Childcraft periodicals, addressed the Council and requested a
special permit to call on people in the community to sell them

Y addressed the Council at length, to in-
quire why charitable organizations should be permitted to solicit
from the people in the community, and salesmen be denied the right
of free enterprise insuch solicitations.

addressed the Council and informed them of the
condition which had existed around his home in the Goldenwest Estates,
caused by an accumulation of,tumbleweeds blowing over on his property.
Mr. Bibb informed the Council that it had been necessary for him to
contact the City to have these removed during the past week, and that
they had hauled away 40 or 50 truckloads. He stated that the coop-
eraton of the City and the Fire Department had been very good, and
that the Assistant Fire Chief had stood by during the time that these
tumbleweeds were piled up around the house. He requested Council to
take some action to have the weeds destroyer' on the property in which
they grow.

Nr, R . Hayncs Mr. Edward R. Haynes again addressed the
Cattic Nuisance
Council to inquire about a cattle nuisance
in a Commercial Zone in the vicinity of Heil Avenue and Newland
Street. Mr. Haynes stated that he felt the City should be in a
position to take some steps to eliminate the keeping of cattle with-
in the City.
F•lanninr Director Planning Director Warner informed Mr. Haynes

and the Council that the property where
cattle were being kept in this area was a non -conforming use, and had
been there prior to the change of zone to the present zoning. He
stated that legally there was nothing that could be done about it.

this was the day and hour set for cont-
inuation of a hearing on an appeal. from Robert H. Grant & Company
to a denial by the City Planning Commission of UV #356, and in-
formed the audience that the hearing was open.
Mr. John Prins
Mr. John Prins, agent for R. H. Grant Co.,
addressed the Council and presented plans and elevations of the
proposed medical center which they were attempting to build, and
for which they wished to provide parking. These plans were studied
at some length by the Council.

by the Council to the Robert H. Grant Company, subject to the
following conditions:
1. Approval of the Engineer, Planning Director and City Administra-I

2. Erection of a wall on the west side of Bolsa Street.
3. Removal of a six (6) foot wall on Bolsa Street, and use of
existing driveways shown on plot plan.

Company addressed the Council to protest that the Hough Machine
which Council had. authorized for purchase, did not meet the specific-
ations which had been presented.
