COMMISSIONERS PRESENT: Welch, Letson, Bazil, Kaufman, Worthy,
Miller, Chairman Stang.
COMMISSIONERS ABSENT: None.
MINUTES: The adjourned -meeting of the City Planning
Commission was called to order at 7:30 o'
clock P.M. by Chairman Stang.
DISCUSSION: EXPANSION OF CONVALESCENT HOSPITAL
A discussion was held partaining to the
possibility of an expansion of the con-
valescent hospital to 96 beds. Mr. Zingrabe, partner in the
hospital, addressed the Commission and stated that he was faced
with a parking problem if the hospital is expanded at the rear of
the property, which is now paved for parking.
It was the concensus of the Commission
that some reduction in required parking is quite possible, since
the visiting hours are not specified. Mr. Zingrabe further
stated thatthere is never more than 25 cars parked at one time
in his present 54 parking spaces and that the parking area in the
rear has never been used for parking.
The general feeling of the Commission was
that expansion of the convalescent hospital is a good idea and
apparently one parking space per bed is not necessary for this
type operation.
The Chairman suggested to Mr. Zingrabe that
he work out a sketch of the proposed expansion with the parking
that could be provided and to submit it to the Commission for
further study.

Located south of Adams Avenue and
West of Bushard Street, and legally described as being a pro- "
posed subdivision of a portion of the N z of the NW 4 of Sec-
tion 7-6-10.
The Secretary read a •letter
submitted by the Health Department stating that said'Department
has received letters signed by J. F. Deane, representing the
tract developers, and H. Rodger Howell, representing the Talbert
Water District, stating that both parties agree to comply with
the operating standards as they affect Tract No. 4284, there-
fore, on the basis of such agreement to comply with their
operating standards, the Health Department has withdrawn their
previous unfavorable recommendation contained in their letter
to the Planning'Commission dated July 3rd, 1961, and recommends
that said Tract be approved.

The Subdivision Committee Report
Mr. Holtz, adjacent property owner,
addressed the Commission and stated that he farms the land
directly south of the proposed subdivision. He requested that
a solid fence be erected between the tract and his farm land.
James F. Deane, developer, addressed
the Commission and stated that the proposed subdivision will
probably be F.H.A. insured and that they usually require a
fence on the tract.
Commission discussion was held.
The Planning Director pointed out that the Commission could not
require a fence abutting an agriculture zone.

THE FOLLOWING CONDITIONS:
1. Condition No. 3 of the Tract Approval dated September 19, 1961,
is hereby deleted.
2... All other applicable conditions of the approval dated Septem-
ber 19, 1961, shall be complied with.

DISCUSSION: OFF-STREET PARKING
RE: PARKING LOT STANDARDS
The Planning Director presented
sketches showing proposed standards for off-street parking
lots based on average sizes of standard automobiles.
After discussion, the standards
were approved for use pending an amendment to the Ordinance
Code.
STUDY OF REZONING FOR 17th - 23rd STREETS AREA
Discussion was held regarding a
suggestion to rezone the area
.from 17th Street to 23rd Street and Palm Avenue to Ocean Avenue
to eliminate the existing M-2-0 Zone. The.Staff was instructed
to prepare a proposal for consideration by the Commission.
' STUDY OF REZONING AREA NORTH -OF QUINCY AVENUE
The Commission discussed a
suggestion to rezone the -area generally between,1Q1iincy grid Clay
Avenues and between the S.P.R.R. and Florida Street- This is
the only area remaining in M-2-0 and it is' -felt that'Some type
of residential zoning is more suitable -for future development.
The Staff was instructed to pre-
pare a plan for consideration by the Commission.
