Gisler. The Pledge of Allegiance was given by all present in the Council Chamber. The invocation was offered by Richard E. LeGros, Minister of the First Church of Christ, Huntington Beach. Councilmen Present: Wells, Lambert, Stewart, Waite, Gisler. Councilmen Absent: None. Jay, et al. inhabited territory to the City in accord- ance with Section 35305 of the Government Code, signed by Alvin A. Jay, Charlie A. Jay and Victor A. Jay, was presented by the Clerk. City Atty. Fjunk(r tt City Attorney Plunkett stated that the territory included in this annexation was part of territory includ- ed in an inhabited annexation which was attempted a sort time before, and requested the Council for additional time to check on the legality of this petition. Motion carried. Letter - Paul Henrichs The Clerk presented a letter from Mr. Paul Dam.une to Violin H. Henrichs, 11201 Foster Road, Los Alamitos, California, presenting a claim for damages to a string bass violin which was damaged when a platform at Memorial Hall fell. �l j..m On motion by Stewart, seconded by Lambert, Council denied the claim of Mr. Henrichs and referred same to the City Attorney and the City's insurance carrier. The Clerk presented a communication from 4th of July Parade the Huntington Beach Chamber of Commerce requesting the Council to authorize approval for the staging of the Fourth of July Parade for 1962. _oL _on to Pla.cc on A motion was made by Stewart that the No sccanc' matter of -holding the annual Fourth of July Parade be placed on the ballot in the April election for approval or disapproval by the voters. Haynes, 16772 Ross Lane, City, addressed the Council and requested information on action which had been proposed on problems presented by his group at a previous Council meeting. These problems concern the painting of a white line on Heil Avenue and Newland Avenue, street lights at the intersection of Beach Boulevard and Heil Ave- nue, and action in widening Heil Avenue immediately east of Beach Boulevard. The City Engineer informed Mr. Haynes that, since most of Heil Avenue was in the City of Westminster, they had agreed to furnish the paint for white lines on this street and his department would have same painted. Mr. Wheeler further informed Mr. Haynes, that the Edison Company had been ordered to install street lights at the intersection of Beach Boulevard. and Heil Avenue. �. ?ac't TB;-.cn - Mr. Jack O'Brien, a realtor in the City, Parking Situat_. addressed the Council and commended them for creating the civic affairs committee. He,then pointed out to the Counti_1 that the minutes of March 2nd, 1959, indicated that a plan had been proposed for a parking district in the City, which had been tabled because of opposition by downtown merchants. He requested the Council order a review of District 1 of the parking measure and cause a further study to be made by the civic affairs -4- (2-5-62) 178 committee. He suggested that a further study of the downtown area for municipal parking lots could be included and that diagonal parking on Main Street be discontinued. ­' ..'_Act. !. caaJ-4 c� f.�e teher - Mrs . Janet Denise Letcher of Santa Ana, re Eeil �_cenin addressed the Council regarding the need for the widening of Heil Avenue just east of Beach Boulevard— Mrs. Letcher informed the Council that she had been seriously injured in an accident at this location and felt that the Council should endeav - or to remedy the situhtion. Councilman Wells requested that a committee `..nDointc.c be appointed to look into the matter of the possible widening of Heil Avenue at Beach Boulevard. Powell, dba C.A.P. Private Patrol, and requested the Clerk to read the legal notice.
