Monday, February 5, 1962
The regular meeting of the City Council of
the City of Huntington Beach was called to order at 7:30 o'clock P.M.
by Mayor Ernest H. Gisler.
The Pledge of Allegiance was given by all
present in the Council Chamber.
The invocation was offered by Richard E.
LeGros, Minister of the First Church of Christ, Huntington Beach.
Councilmen Present: Wells, Lambert, Stewart, Waite, Gisler.
Councilmen Absent: None.

the Council authorized the use of Memorial
Hall and Lake Park Clubhouse by Orange Coast College on April 17th,
1962, with fees waived, for the purpose of conducting an election.

Jay, Charlie A. Jay and Victor A. Jay, was presented by the Clerk.
City Atty. Fjunk(r tt City Attorney Plunkett stated that the
territory included in this annexation was part of territory includ-
ed in an inhabited annexation which was attempted a sort time
before, and requested the Council for additional time to check on
the legality of this petition.

Letter - Paul Henrichs The Clerk presented a letter from Mr. Paul
Dam.une to Violin
H. Henrichs, 11201 Foster Road, Los Alamitos,
California, presenting a claim for damages to a string bass violin
which was damaged when a platform at Memorial Hall fell.

Council denied the claim of Mr. Henrichs
and referred same to the City Attorney and the City's insurance
carrier. Motion carried.

requesting consideration for a contract for the cleaning,of Mem-
orial Hall, and presenting -qualifications for such work.'

4th of July Parade
the Huntington Beach Chamber of Commerce
requesting the Council to authorize approval for the staging of the
Fourth of July Parade for 1962.

Parade be placed on the ballot in the April election for approval or
disapproval by the voters. Councilman Stewart's motion received no
second, therefor the motion failed.

No action was taken by the Council in this
Mr. Edward. R. Haynes, 16772 Ross Lane,
City, addressed the Council and requested
information on action which had been proposed on problems presented
by his group at a previous Council meeting. These problems concern
the painting of a white line on Heil Avenue and Newland Avenue,
street lights at the intersection of Beach Boulevard and Heil Ave-
nue, and action in widening Heil Avenue immediately east of Beach
Boulevard.
The City Engineer informed Mr. Haynes
that, since most of Heil Avenue was in the
City of Westminster, they had agreed to furnish the paint for white
lines on this street and his department would have same painted.
Mr. Wheeler further informed Mr. Haynes, that the Edison Company
had been ordered to install street lights at the intersection of
Beach Boulevard. and Heil Avenue.

addressed the Council and commended them
for creating the civic affairs committee. He,then pointed out to
the Counti_1 that the minutes of March 2nd, 1959, indicated that a
plan had been proposed for a parking district in the City, which
had been tabled because of opposition by downtown merchants. He
requested the Council order a review of District 1 of the parking
measure and cause a further study to be made by the civic affairs

committee. He suggested that a further study of the downtown area
for municipal parking lots could be included and that diagonal parking
on Main Street be discontinued.

for the widening of Heil Avenue just east of Beach Boulevard— Mrs.
Letcher informed the Council that she had been seriously injured in
an accident at this location and felt that the Council should endeav -
or to remedy the situhtion.
Councilman Wells requested that a committee

be appointed to look into the matter of the
possible widening of Heil Avenue at Beach Boulevard.

and inquired whether they had reached any decision regarding his
request for reimbursement on indigent and custody cases, either to

in•the Huntington Beach News, January 18th, 1962, setting the hour
of 7:30 o'clock P.M., or as soon thereafter as possible, on Monday,

Hall, Huntington Beach, California, as the time and place for a
hearing in this matter.
