stating that he was in favor of the proposed C-4 Highway Com-
mercial because it would be beneficial to the whole area.
Also a written communication was
read by the Secretary submitted by Mrs. Effie Neiderhiser,
stating that she was opposed to the C-4 Zone and that she would
prefer that a C-2 Community Business District be granted since
the property was purchased for a small business.
The hearing was reopened to the
audience. Mr. Bill Potts, 7932 Aldrich Street, Huntington
Beach, addressed the Commission and opposed the letter submitteii
by Mrs. Effie Neiderhiser, stating that the surrounding property
owners wished that the C-4 Zone be approved.
Mr. Nagle, 794Z Aldrich Street,
Huntington Beach, addressed the Commission and also spoke in
favor of the proposed C-4 Highway Commercial District.
There being no further comment, the
hearing was closed, Commission discussion was held.at length.
RESOLUTION NO. 224 A Resolution of the City Planning Commis-
sion Making Recommendation of Approval of
Zone Case No. 224 to the City Council.
X'MOTION WAS MADE BY BAZIL AND
SECONDED BY WORTHY TO ADOPT RESOLUTION NO. 22.4 RECOMMENDING
APPROVAL OF ZONE CASE NO. 224 TO THE CITY COUNCIL FOR THE
FOLLOWING SPECIFIED REASONS:
1. The present use of much of the property is being used as
it is proposed in the zone change.
2. The proposed change is necessary for the growth and pros- •
perity of the area.
3. The proposal will provide protection against uses that
would be incompatible with the present uses of the property.

pointed out that the northeast corner of the intersection is
now zoned C-1. At the northwest corner is County area and is
essentially vacant.. The southwest corner, also County area is
occupied by a dairy for which a variance was recently granted
for.the retail sales of dairy products.
The Planning Director fur-
ther pointed out that by virtue of existing uses and zoning, it
would appear that the pattern has been set for commercial use.

Secretary. The hearing was opened to the audience; there being
no comment, the hearing was closed.
The Planning Director pointed
out that this application is for a tract sign at the southeast
corner of Beach Blvd. and Terry'Drive being about 1/4 mile
north of Warner Avenue.
Upon investigation, it was deter-
mined that the sign had to be moved about four months ago from
the northeast corner of Beach Blvd. and Terry Drive to the
southeast corner due to construction of a service station. In
any event, it is the same sign approved about a year ago, but
is now located about 100 feet farther south.

2. A $250 bond for the requested sign shall be required to be
posted guaranteeing removal of the sign within one year of
the Use Variance. In the event the specified sign is not
removed in accordance with this use variance, the applicant
shall forfeit bond and permit the appointed agents of the
City to enter the property and remove all structures per-
mitted under this use variance.

Beach, addressed the Commission and stated that there will be
adequate off street parking provided -for the proposed -industrial

tend to indicate that industry is the only future for the area.
However, a careful study of the overall picture makes1zhis highly
questionable. There is considerable oil production in the area.
Directly across the street is a small oil refinery; about one
half mile north is a black -top plant and tile -plant.

for a two year period, but the sign for only one year. This

ZONE STUDY: The Commission discussed a
suggestion to rezone the area
generally between Quincy and C1ay.Streets and between the Southern
Pacific Railroad and Florida Avenue.
A study was submitted by the
Planning Department which indicated most of the area now zoned
M-2-0 proposed for R-2-0 with the exception of property -along
Quincy Avenue which was proposed for R-3-0.
It was agreed that the matter
be held over until the next meeting for further study.
STUDY OF REZONING AREA FOR 17th STREET Discussion was held
regarding a sug-
gestion to rezone the area from 17th Street to 23rd Street and
Palm Avenue to Ocean Avenue to eliminate the existing M-2-0 Zone.
The Staff submitted a study
for consideration to the Commission. The study proposed a business
zone for properties fronting on both sides of 17th Street, R-2-0
between Palm and Magnolia; R-3-0 between Magnolia and Olive, and
R-4-0 between Olive and the alley near Ocean Avenue. The Com-
mission felt that the proposed business zone along 17th Street
should be C-2.
