COMMISSIONERS ABSENT: None. MINUTES: On motion by Worthy and seconded by Miller, the Minutes of the Huntington Beach Planning Commission of February 6th, 1962, were accepted as transcribed and mailed by the Secretary. TENTATIVE TRACT MAP NO 4324 - REVISED No. of Lots: 170 Subdivider: S. V. Hunsaker Total Acreage: 49.5 Engineer: Millet, King & Assoc. • Located on the east side of Edwards Street between Edinger Avenue and Heil Avenue, and legally described as being a portion of the W z of the NE 4 of Section 22-5-11 SBB & M. The Subdivision Committee Report was read by the Secretary, and Commission discussion was held. Jeff Millet, representing the subdi- vider, addressed the -Commission and questioned the extension of "J"•Drive.to the east boundary of the tract. The Planning Director pointed out that a the extension of "J" Drive is needed for local traffic circu- lation around the proposed school site. Fire Chief Higgins stated that his re- quest is that a 15 foot driveway, as labeled on the tentative map, be shown on the final map as Fire Department Driveway. A MOTION WAS MADE BY LETSON AND SECONDED BY KAUFMAN TO APPROVE TENTATIVE TRACT MAP NO 4324 REVISED UPON THE FOLLOWING CONDITIONS: 1. The Subdivision Committee report L was read by the Secretary. The Chairman opened the public hearing to the audience; there being no comment, the hearing was closed. A MOTION WAS.MADE BY WORTHY AND SECONDED BY MILLER TO APPROVE TENTATIVE TRACT MAP NO 4350 - RE- VISED PORTION UPON THE FOLLOWING CONDITIONS: 1. The revised portion of the layout dated February 6, 1962, shall be the approved map. 2. All applicable conditions of approval of the previous tentative map shall be complied with. Planning Commission Tuesday, February 20, 1962 Located at the northwest corner of Atlanta Avenue and Newland Street and legally described as a portion of the W 2 of Section 12-6-11. The Secretary read a letter submitted by James F. Deane, requesting an additional six months extension of time for the original tentative map for the same area known as Tract 3595. The hearing was opened to the audience. Mr. James Deane, representing Pacific Sands, addressed the Commission and explained that there were no objections from the Orange County Health Department at the time the original Tenta- tive Map No 3595 was approved. Since then, certain restrictions were imposed and the Health Department has adopted a new set of regulations because of the irrigation of farm lands with sewer effluent. The Planning Director explained the procedure being taken in the past. There being no further comment, the hearing was closed. Commission discussion was held at length, and in reply to the question Mr. Deane agreed to a two week continuance on the tentative map. ZONE CASE NO 228 Initiated by Resolution of Intent A Resolution of the City Planning Commission initiating suggested amendments and additions to Article 929 to permit fences, walls, and hedges in the exterior side yard of corner lots and assuring adequate sight distance at street intersections. The hearing was opened to the audience. Mr. Jack Winterhouse,18102 Hartlund Street, Huntington Beach, addressed the Commission and questioned how the height was determined in case*two lots were of different elevations. The Planning Director stated that the average of the difference in -elevation would be the basis where there is a difference of over 2 feet. the hearing was closed. Mrs. Lorraine Webb, 2619 - 17th Street, Huntington Beach, addressed the Commission and requested that a 50 ft setback along all of Beach Blvd. be considered. Mr. Simpson questioned how much area is included in the requested zoning. There being no further comment, the hearing was closed. Commission discussion was held at length. The Planning Director pointed out that this property is the for- mer location of model homes of a nearby tract and is virtually surrounded by commercial property. He further stated that across. the street is a parcel of some 20 acres proposed as a shopping center and adjacent on the south is the first unit of Nordlund Plaza. 'It was further noted that other property to the south is zoned for business. RESOLUTION NO 230 A Resolution of the City Plan- ning Commission Making Recom- mendation of Approval of Zone Case No 230 to the City Council. A MOTION WAS MADE BY BAZIL AND SECONDED BY WORTHY TO ADOPT RESOLUTION NO 230 RECOMMENDING APPROVAL OF ZONE CASE NO 230 TO THE CITY COUNCIL FOR THE FOLLOWING SPECIFIED REASONS: 1. The property is fronting on Beach Blvd., a Main Arterial Highway. 2. The property is surrounded by commercial zoning with some of it being used for commercial purposes. The following parcel of real property as submitted on the applicant's petition is described herewith: Located at the southwest corner of Sugar Avenue and Edwards Street and legally described as Lot 82, Tract 4275. The hearing was opened to the audience; there being no comment, it was closed. Commission discussion was held. Commissioner Bazil pointed out that there was too much com- mercial zone already in the.area, therefore, he opposed the granting of the requested C-4 zone at 'the southwest corner of Sugar and Edwards. -He further stated that it was only one quarter of a mile walking -distance between the existing commer- cial corners. RESOLUTION NO 233 A Resolution of the City Planning Commission Making Recommendation of Denial of Zone Case No 233 to the City Council. A MOTION WAS MADE BY BAZIL AND SECONDED BY KAUFMAN.TO ADOPT RESOLUTION NO 233 RECOMMENDING DENIAL OF ZONE CASE NO 233 TO THE CITY COUNCIL FOR THE FOLLOWING SPECIFIED REASONS: 1. That the proposed zone change is not sound planning in terms of present need. 2. There is adequate area zoned for business in the vicinity to meet the needs of the public. Located 267 feet north of Garfield Street and on the west side of Crystal Street and legally described as Lot 23, Block E, Garfield Street Addition. The hearing was reopened to the audience. The Supplemental Staff Report was read by the Secretary. Mrs. Edna Towers, owner of property fronting Golden - west and Stewart Streets, stated that she was opposing the pro- posed industrial development. Dave Frampton, applicant, addressed the Commission, and expla�.ned the type of building he proposed to construct. He stated that the industrial building would be modernly built to upgrade the area. Mr. Edward Tayloe, Vice - President of the So -Cal Refinery, addressed the Commission and stated that he was in favor of M-Zone in the.area west of Crystal Street. There being no further comment, the hearing was closed. Commission discussion was held at length. It was generally agreed that industrial buildings should not be established by variance but that a general rezoning of the area north of Garfield and east of Goldenwest should be considered. Lorraine Webb, 2619 - 17th Street, Huntington Beach, addressed the Commission and questioned the encroachment of the pump islands,within.the front setback. 66 Page # 12 Minutes - H. B. Planning Commission Tuesday, February 20, 1962 There being no further comment, the hearing was closed. Commission discussion was held. It was pointed out by the Planning Director that the plan indicates 194.7 sq ft of sign over the pump islands plu's a banjo sign of an unspecified size. The frontage of the property -is 180 ft, which would allow a total of 90 sq ft of sign or considerably less than half the amount proposed. A MOTION WAS MADE BY BAZIL AND SECONDED BY LETSON TO APPROVE USE VARIANCE UV #379 WITH THE FOLLOWING CONDITION: 0 1. That the proposed signs shall comply with C-4 Zone sign re- quirements. Commissioner Bazil pointed out that the C-2 Zone allows one sq ft of sign area for each foot of frontage, while the C-4 Zone allows only half as much. He felt that the two zones should be the same as far as sign area is concerned. The Commission agreed unanimously that the C-2 sign provisions should read the same as the C-4. RESOLUTION NO 236 A Resolution of the City Planning Commission of the City of Hunting- ton Beach initiating a suggested amendment to Section 9490.5, Signs, of the Huntington Beach Ordinance Code, regulating the sire cf signs in the C-2 Community Business District. The Planning Director pointed out that the property in question is a reverse corner lot which backs up to the side of the adjoining lot. The proposed six foot block wall does not meet the provisions contained in the proposed Code Amendment regarding fences and walls in exterior side yards. The proposed Code Amendment would require a 10 ft x 10 ft corner cut-off at the rear corner of the lot - abutting the front yard of the adjoining -lot. RESOLUTION OF INTENT NO 237 A Resolution -of Intent of the Planning Commission of the City of Huntington Beach, California, declaring its intention to amend the Huntin-ton Beach Ordinance Code to provide a uniform front yard line along Beach Blvd. A MOTION WAS MADE BY WELCH AND SECONDED BY BAZIL TO ADOPT RESOLUTION OF INTENT NO 237 AND SETTING THE MATTER FOR PUBLIC HEARING ON MARCH 2Oth, 1962. ROLL CALL VOTE: AYES: Welch, Letson, Bazil, Kaufman, Worthy, Miller, Chairman Stang, NOES: None. ABSENT: None. THE RESOLUTION WAS ADOPTED. DISCUSSION: FRONT YARD SETBACK FOR GARAGES ENTERED DIRECTLY FROM STREET IN THE R-2, R-3, R-4 and R-5 ZONES. Discussion was held by the Com- mission on a suggestion that all garages which are entered directly from the street should setback at least 20 feet so that cars parked in the driveways would not block the sidewalk. It was unanimously agreed that the Secretary prepare an amendment to the Huntington Beach Ordinance Code to consider front yard setback for garages in all multiple family residence districts. THE MOTION CARRIED. DISCUSSION: RE: OWNERSHIP 11AP OF BEACH AREA SOUTH OF THE HUNTINGTON BEACH PIER. Chairman Stand stated that the Citizens Committee studying the beach area requested a map of the beach area from the pier'southerly'to the State Park showing the present ownerships. Planning Commission Tuesday, February 20, 1962 The Planning Director pointed out that this application involves three new signs to advertise a tract just starting on the west side of Springdale Street just north of the U. S. Navy Railroad to the Ammunition Depot. He further stated that all three signs do not comply with the pro- posed sign ordinance. Sign No 1, located on the north side of Bolsa Ave. about 300 ft west of Edwards St., is less than 300 ft from another sign and is 41-2 times as big as would be permitted.
