MINUTES: On motion by Worthy and seconded by Letson
the minutes of the Huntington Beach Plan-
ning Commission of April 17, 1962, were accepted as transcribed
and mailed by the Secretary.
REVISED TENTATIVE TRACT NO 4380 - CONTINUED
Number of Lots: 168 Subdivider: Mar -Jan Corp.
Total Acreage: 35 Engineer: Millet, King & Assoc.
Located south of Edinger Avenue
and west of Goldenwest Street and legally described as being a
proposed subdivision of a portion of the E2 of the NE4 of Section
22-5-11 SBB,.& M.
Jeff Millet, of Millet and King,
engineer for the subdivider, addressed the Commission, and ob-
jected to the requirement of the improvements along Goldenwest
Street and Edinger Avenue along the proposed commercial property.
Commission discussion was held.

SECONDED BY LETSON TO APPROVE TENTATIVE TRACT MAP NO 4380 WITH
THE FOLLOWING CONDITIONS:
1. All applicable conditions of approval of the previous tenta-
tive map shall be complied with.
2. The right-of-way for Goldenwest Street and Edinger Avenue
along the proposed commercial property shall be dedicated
but need not be improved at the time the tract is developed.

The Subdivision Committee report
Jack Hall,,Engineer for the
Subdivider, addressed the Commission and objected to condition #4
which stipulates that at least the S'1y 100 ft of the tract shall
be left undeveloped to provide for natural drainage.
Bill Hartge, Assistant City
Engineer, stated that the reason for the required 100 ft of un-
developed property is to provide for natural drainage and a ,
possible cul-de-sac at the south end of the tract. Commission
discussion was held at length.
A MOTION WAS MADE BY WORTHY AND
SECONDED BY-LETSON TO APPROVE TENTATIVE MAP NO 4663 UPON THE
FOLLOWING CONDITIONS:
1. Only that portion of the tract shall be recorded which does not
contribute more storm runoff to the existing drainage area to
the south and west than the property now does based on a ten
year storm frequency;
2. All portions of the tract shall be constructed at least one
foot above the maximum ponding level of the natural water-
course to the south as determined by the City Engineer.
3. All provisions for disposal of runoff water shall meet the
approval of the City Engineer.
4. A cul-de-sac shall be provided at the south end of the pro-
posed street and spreading of runoff water shall meet the
_, approval of the City Engineer.
5. A street shall be provided to the east boundary of the tract
at Lot 34.
6. All of the Standard Subdivision Requirements that are appli-
cable shall be complied with.

Lewis Douglas, Jr., President
of Huntington Harbour Corp., addressed the Commission and
explained their proposed re -location of the public beach
shown on the adopted Master Plan. He also displayed a map
showing their revised Master Plan.
Commission discussion was held..
A MOTION WAS MADE -BY MILLER AND
SECONDED BY BAZIL TO APPROVE TENTATIVE TRACT MAP NO 4677
WITH THE FOLLOWING CONDITIONS:
1. The revised Tentative Map dated April 30, 1962; shall be
the approved map.
2. All waterways shall be designated alphabetically as a lot
or lots on the final map and shall be deeded in fee to
the City. Pierhead lines may be established a maximum of
30 ft from bulkhead lines except at the ends of basins
where such lines may be 60 ft'from bulkhead lines.
3. The tract shall be annexed to the Harbor Maintenance
District now being formed.
4. Vehicular access rights from Lots 84 to 94 and 96 to 106
to the perimeter street shall be dedicated to the City

560 ft north of Yorktown and east of Delaware Street and legally
described as the north 66 ft of Block 2605, East Side Villa Tract.
The Secretary informed the
Commission that a revised plot plan has been submitted and read
a letter submitted by the applicant. '
The hearing was reopened to the
audience. Wm. Folsum, representing the applicant, addressed the
Commission and offered to answer any questions.
Mrs. Belle Keel, resident of
Whittier, addressed the Commission and stated that'she will be
the future manager of the rest home and spoke in favor of the
proposed variance.
There being no further comment,
the hearing was closed-. Commission held a lengthy discussion.

SECONDED BY LETSON TO APPROVE USE -VARIANCE -NO. 409 FOR THE
FOLLOWING REASONS AND CONDITION:
1. That the size and shape of the lot is extra deep.
2. That the proposal is a small limited use..
3. That the use of the lot is not over extending the development.
4. That -the proposed use is not objectionable to the neighbor-
hood.
CONDITION:
1. The driveway to the parking area in the rear shall be at
least 12 ft wide.

SUGGESTED STANDARD CONDITIONS

The Secretary read a suggested
list of four standard conditions for approval of subdivision
signs.
1. Approval of this application shall be for one year from the
date of approval.
2. The sign shall be removed by the owner on or before the
expiration of the approval and a $250 bond shall be posted
guaranteeing such removal. If the sign is not removed as
required, the City retains the right of entry for removal
of the sign and the bond shall be forfeited and -the full
amount paid to the City Treasury.
3. The bottom of the sign face shall be at least 10 feet above
the centerline grade of any street within 50 feet of the sign
and the area under the sign shall remain unobstructed except
for -the necessary structural members..
4. The sign shall be removed at the owners expense, upon 30
days notice, if such is necessary because of street widening.

addressed the Commission and requested that the sign be granted.
Max Wiset, attorney representing
the Genser Sign Co., addressed the Commission and stated that'it
was not quite fair to grant one sign and deny,another.
Mrs. Velma Thomas, owner of
the property, addressed the Commission and stated that at this time
the subject property is leased for farming purposes.
There being no further comment,
the hearing was closed.. Commission discussion was held.

directional sign in the R-5 Professional Business District.
Located approximately 500 ft south of Indianapolis Avenue and
on the west side of Beach Blvd.,.and legally described as the
N2 of the N2 of the SE4 of the SE4 of Section 11-6-11.
The Staff report was read by
the Secretary.
The hearing was opened to the
audience. Louis Stabile addressed the Commission and stated
that he did not have objections to the proposed standard
conditions.
There being no further comment,
the hearing was closed. Commission discussion was held. The
Planning Director pointed out that this is another big tract
sign in an area where there are very few signs at present.
The subject sign will be about 100 ft north of one of the two
existing signs.

pointed out that this tract is just starting_construction and
the models will be ready for the spring sales season. It was
further noted that the signs range in size from 10 ft x 20 ft
to 15 ft x 125 ft and will all be quite close to the model homes.

and offered to answer any questions by the Commissioners.

The Planning,Director pointed out that the application also
requests approval of dividing the front 130 ft of the property
for loan purposes. The property is presently used as a home for
the owner and greenhouse for raising orchids. He further pointed
out that the present zoning is R-4-X and the nearest commercial
zone is almost.1/4.mile north at "Five Points."
It was further noted that a change
of zone was initiated proposing a C-4 zone for both sides of Beach
Blvd. between Ellis and Garfield. The hearing on this proposal
will be at the next meeting on May 15, 1962.

addressed the Commission and stated that he gives the consent to
the application.
George Goodwin, 18431 Beach
Blvd., addressed the Commission and stated that the location
for the sign is not desirable since it would create a traffic
hazard.

The Secretary read a letter submitted
by the.Huntington Beach Home -Owners Association #1 informing.
the Commission of the newly formed organization. The purpose
of this organization is to unite the neighborhood for'we1£are
and social activities and make the neighborhood a better place
to live. The area -represented is bounded by Highway 39, Heil
Avenue, Cannery Street and Warner Avenue.
The Commission was unanimous in their
