Worthy. On motion by Kaufman and seconded by Miller, the Minutes of the Huntington Beach Planning Commission meeting of May 15, 1962, were accepted as transcribed and mailed by the Secretary. TENTATIVE TRACT MAP NO 4305 Number of Lots: 249 Subdivider: K. W. Koll Construction Co. Total Acreage: 69 Engineer: Voorheis-Trindle-Nelson Located at the southeast corner of Garfield Avenue and Brookhurst Street and legally described as being a portion of the W2 of the NW-4 of Section 5-6-10 SBB & M. The Secretary read a letter submitted by the Orange County Health Department stating that the problem of irrigation with sewer•effluent has been resolved for this tract and recommending the.approval of the tentative map. The supplemental subdivision committee report was read.by the Secretary. The Planning Director stated that an agreement has been reached between the subdivider and the Talbert Water District to comply with the operating standards established by the Health Department., A MOTION WAS MADE BY KAUFMAN AND SECONDED BY LETSON TO APPROVE TENTATIVE TRACT MAP NO 4305 UPON THE FOLLOWING CONDITIONS: 1. Condition No 5 of the Tract Approval dated September 19, 1961, is hereby deleted. 2. All other applicable conditions of the approval dated September 19, 1961, shall be complied with. 184 age #2 Minutes - H. B. DIVISION OF LAND: DV #169 To allow Division of Land into Applicant - Lloyd A. Mannes three separate parcels. Located at the southeast corner of Edwards Street and Bolsa Avenue and legally described as follows: Being a division of that portion of the NE4 of Section 15-5-11 described as follows: Beginning at the Northwest corner of said Northeast quarter of Section 15, said corner being the center line inter- section of Bolsa Avenue,-80 feet wide, and Edwards Street, 40 feet wide, said center line intersection being the true point of beginning; thence North 8903411311 East -along the center line of Bolsa Avenue, a -distance of 405.43 feet; thence South 063913511 East parallel with the center line of Goldenwest Street, a distance of 429.00 feet; thence South 8903412611 West, a distance of'405.38,feet to a point on the West line of the said Northeast quarter of Section 15; thence North 0040100" West along the West line of said Northeast quarter of Section 15, a distance of 428.98 feet to the true point of beginning. CONZIUNICATION: The Secretary read a legal notice of public hearing from the Plan- ning Commission of the City of Fountain Valley regarding a change of zone at the northwest corner of Cannery Street and Garfield Avenue from R-1 Single Family Residence District to C-1 Local'Business District or more restrictive zone. The Commission held a discussion. It was the opinion of the members of the Commission that the location is suitable for future business use and therefore, there were no objections to the requested change. A MOTION WAS MADE BY MILLER AND SECONDED BY BAZIL TO INSTRUCT THE SECRETARY TO WRITE.A LETTER TO THE CITY OF FOUNTAIN VALLEY PLANNING COMMISSION RECOMMENDING APPROVAL OF ZONE CASE NO Z-13. THE MOTION CARRIED. DISCUSSION: CONCEPT OF`CONDOMINIUM DEVELOPMENT -The-Secretary introduced the Condominium Development Plan to the Commission. A lengthy discussion was held. Mr. E. A. Hartsook, General Manager, Huntington Beach -Company, stated they were happy to have their consultants, Quinton Engineers, assist the City in the study of this new concept for residential development. Mr. Ellis Crow, representing Quinton Engineers, addressed the Commission and explained the concept which they have•been investigating and studying for several months. He spoke on the following subjects: 1. What are the problems we'face in city growth?' 2. Which cities and counties in California now have planned community type districts? 3. What"it will accomplish for the individual and for the city? 4. How are the common areas maintained? He explained how the condominium or "Common Green" type of development offers a good solution to these questions. Mr. Leon Ruderman, representing Hai•C. Tan & Associates, architect, displayed various drawings of a design for the "Common Green" type of development. The plans indicated a standard subdivision layout of a 20 acre parcel and what could be accomplished with the Common Green concept. 3 - 186 Page #4 Minutes - H. B. Planning Commission Thursday, May 31, 1962 Kenneth Carlson, representing Voorheis-Trindle-Nelson, addressed the Commission and stated that time is an important factor to all subdividers, He agreed that the concept is good but emphasized that plans should be processed much in the -same manner as tentative maps are now considered. The Secretary distributed copies of a draft of a proposed zone which follows the con- dominium concept and stated that much study remains to be done. The Commission discussed the concept at great length and it was the concensus that the idea is good. The Staff was authorized to proceed with their studies. STAFF REPORT: ALLOCATION OF RETAIL SPACE. The Secretary introduced the survey prepared by the Planning Department titled -"The . Allocation of,Retail Space." Commission discussion was held at length. The. report set forth the basic principles and methods to determine the quantity and type of commercial development a given area in the City could support. Hypothetical examples were explained and it was emphasized that each individual case meeds to be studied on its own merits. DISCUSSION: INCREASE OF LOT SIZES._ REFERRED BACK TO PLANNING COMMISSION BY THE.CITY COUNCIL FOR FURTHER STUDY. The Commission held a lengthy discussion. Several ideas were advanced which could lead to the goal of encouraging better development for the -City. It' was the express desire•of the -Commission to discuss these many problems and possible solutions with the City Council prior to any definite proposal being considered. Chairman Stang appointed Com- missioners Letson and Bazil as a -committee to meet with a committee of the Council to discuss the matter and instructed the Secretary to so notify the Council. DISCUSSION: SUBDIVISION SIGNS The Secretary informed the Com- mission that the first reading of Ordinance #906 "An Ordinance of the City of Huntington Beach Relating to Temporary Subdivision Directional Signs" has been tabled indef initely,by the City Council at their meeting of May,21, 1962. Lengthy discussion was held. It was the concensus that some type of ordinance is desirable which would eliminate the need for a variance for each and every sign. - 4 - Page #5 Minutes - H. B. Planning Commission Thursday, May 31, 1962 187 It was felt that an ordinance with a minimum of restrictions might be acceptable to the Council. A MOTION WAS MADE BY BAZIL AND SECONDED BY LETSON INSTRUCTING THE SECRETARY TO PREPARE AN ORDINANCE TO ALLOW SUBDIVISION SIGNS IN ANY ZONE WITH A MINIMUM OF CONDITIONS AND RESTRICTIONS.
