HomeMy WebLinkAbout1962-06-15MINUTES 363 Council Chamber, City Hall Huntington Beach, California Friday, June 15, 1962 Mayor Lambert called the regular adjourned meeting of the City Council of the City of Huntington Beach to order at 7:30 o'clock P.M. The Pledge of Allegiance was given by all present in the Council Chamber. Councilmen Present: Wells, Gisler, Stewart, Welch, Lambert Councilmen Absent: None Ord. #912 -- lst Read. The Clerk gave Ordinance No. 912 a first reading in full, "AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH AMENDING ORDINANCE NO. 853, ENTITLED 'AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH ADOPTING A BUDGET FOR THE CITY OF HUNTINGTON FOR THE FISCAL YEAR 1,961-19621; DECLARING AN EMERGENCY TO EXIST, AND ADDING ADDITIONAL APPROPRIATIONS TO CERTAIN ITEMS OF SAID BUDGET." Ord. #914 - 1st Read. The Clerk gave Ordinance No. 914 a first reading in full, "AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH AMENDING THE HUNTINGTON BEACH ORDINANCE CODE BY ADDING ARTICLE 815 AND SECTIONS THERETO." 0. C. Cleveland Building Director 0. C. Cleveland discussed Bldg. Inspector with the Council some of the reasons which make this Ordinance necessary. He informed the Council that the City cannot enforce inspections in the construction of walls unless the requirements are stipulated. Easement Claim - Councilman Stewart reported to the Council Report by Councilman Stewart W _ on a meeting held by Councilman Stewart and Councilman Gisler, and Assistant City Attorney Lyen, with Mrs. Gothard concerning an easement which had not been recorded by the City, on which the Gothards had constructed a concrete block wall which later had to be removed. Mr. Stewart stated that their claim of $400.00 damages appeared to be fair and reasonable in exchange for the two foot easement needed by the City. -1- (6/15/62) 364 Page #2 - Minutes, June 15, 1962 Settlement Auth. - On motion by Stewart, seconded by Gisler, Exch. for Ease. Deed the City Attorney and the City Clerk were authorized to accept an offer of settlement of the damage claim pre- sented by the Gothards in the amount of $400.00, in exchange for an easement deed to the City covering the easterly two feet of Lot 18, Block 3752; that the City Clerk be directed to record the deed with the County Recorder when received; and that the City Engineer be auth- orized, if required by the Gothards, to construct an appropriate gate or closure at the southerly end of this two feet passageway. Motion carried. Budget Hearing Mayor Lambert declared the hearing on the Opened_ _ proposed budget for the City of Huntington Beach for the fiscal year 1962-1963, open. Proposed Budget City Administrator Miller then presented the Presented proposed budget for the City for 1962-63. He informed the Council that the proposed budget represented an in- crease of 18.3% over the budget for the fiscal year 1961-1962, and that approximately 5% of this increase had been incurred in the prev- ious year through a general salary increase which had been granted. Proposed Budget On motion by Stewart, seconded by Welch, Accepted Council accepted the budget as proposed and presented by the Administrator, and directed the Clerk to read Ordinance No. 913. Motion carried. Ord. #913 - The Clerk gave Ordinance No. 913 a first First Readingz reading in full, "AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH ADOPTING A BUDGET FOR THE CITY OF HUNTINGTON BEACH FOR THE FISCAL YEAR 1962-1963." Auth. preparation On motion by Stewart, seconded by Welch, "Bookmobile" Specs. Council authorized the Purchasing Agent to prepare specifications for a "Bookmobile" for the Public Library, and to advertise for sealed bids for the purchase of same. Motion carried. Install City On motion by Stewart, seconded by Gisler, Parking Meters Council authorized the Purchasing Agent to have City owned parking meters installed on 3rd Street and 5th Street between Ocean and Olive Ave.; said meters to be five cents per hour. Motion carried. 365 Page #3 - Minutes, June 15, 1962 Fee - Subdivision Building Director Cleveland discussed with Directional Sign the Council the advisability of increasing the fee for subdivision directional signs from Ten Dollars to Fifty Dollars at the time the building permit is issued. Motion to Incr. Following some discussion by the Council, Fee Withdrawn a motion was made by Stewart that the City Attorney be directed to prepare an Ordinance amending the Huntington Beach Ordinance Code to increase the fee for a building permit for the erection of a subdivision directional sign to Fifty Dollars on existing signs upon application for renewal of permit. The motion was then withdrawn by Councilman Stewart. Meeting On motion by Stewart, seconded by Gisler, Adjourned the regular meeting of the City Council of the City of Huntington Beach adjourned.
