Monday, June 25, 1962
Mayor Lambert called the regular adjourned
meeting of the City Council of the City of Huntington Beach to
order at 7:30 o'clock P.M.
The Pledge of Allegiance was given by all
present in the Council Chamber.
Councilmen Present: Wells, Gisler, Stewart, Welch, Lambert
Councilmen Absent: None
Parcel A-100 - Deed Acc. On motion by Stewart, seconded by Welch,
Patent Authorized
Council accepted a deed from Miss Cecile
Hindman to the City, covering Parcel No. A-100 in the proposed
Murdy Park site, and authorized the Clerk to return it to Land
Acquisition Service for recording; and authorized payment of
$450.00 to Miss Hindman, when approved by Land Acquisition Service.
Motion carried.
Parcel A-9 - Deed On'motion by Stewart, seconded by Welch,
Acc. - Pmt. Auth.
Council accepted a grant deed from Milas
E. McBride and Marian F. McBride to the City, covering Parcel No.
A--9 in the proposed Murdy Park site, and authorized the Clerk to
return it to Land Acquisition Service for recording; and authorized
payment of $1700.00 to Milas E. and Marian F. McBride, when approved
by Land Acquisition Service. Motion carried.
Parcel B-120 - Deed On motion by Stewart, seconded by Welch,
Acc. - Pmt. Auth.
Council accepted a grant deed from Julius
H. and Gertrude M. Trion to the City, covering Parcel No. B-120 in
the proposed Murdy Park site, and authorized the Clerk to return it
to Land Acquisition Service for recording; and authorized payment of
$450.00 to Julius H. and Gertrude M. Irion, when approved by. Land
Acquisition Service. Motion carried.
Parcel B-103 - On motion by Stewart, seconded by Welch,
Payment Authorized

Council authorized payment of $450.00 to
A. F. and Dolly Shropshire, when approved by Land Acquisition
Service, for Parcel No. A-124 in the proposed Murdy Park site.

Parcels B-153 & B-154 On motion by Stewart, seconded by Welch,
Pmt. Auth.
Council authorized payment of $900.00
to C. M. and Rebecca Archibald, when approved by Land Acquisition
Service, for Parcels No. B-153 and No. B-154 in'the proposed Murdy
Park site. Motion carried.
Parcels A-86 & A-87 - On motion by Stewart, seconded by Welch,
Pmt. Auth.
Council authorized payment of $500.00 to
John C. and Phila L. Norton, and payment of $400.00 to Frank P.
and Kathryn Norton, when approved by Land Acquisition Service, for
Parcels No. A-86 and No. A-87 in the proposed Murdy Park site.

Parcel A-117 - On motion by Stewart, seconded by Welch,
Pmt. Auth.
Council authorized payment of $450.00 to
Frank P. and Alice K. Goss, when approved by Land Acquisition Service,
for Parcel No. A-117 in the Murdy Park site. Motion carried.
Renewal Contract - The Clerk presented for Council considera-

tion, a renewal contract for services of
the California State Personnel Board for 1962-63, providing that costs
for this service will only be incurred if it is used.

1962-63 on behalf of the City. Motion carried:
Agreement -
City & OCMWD The Clerk presented an agreement between the
Orange County Municipal Water District and
the City, giving Huntington Beach a capacity of 5 c.f.s. in the
East Orange County Feeder No. 2.
Agreement On motion by Welch, seconded by Gisler,

Council approved the agreement and
authorized the Mayor and City Clerk to execute same on behalf of
the City. Motion carried.

Withhold On motion by Gisler, seconded by Welch,

Council authorized the Clerk to withhold
the issuance of a renewal of this license and permit Mr. Courmier
to operate until August 7, 1962, with license fee due in the full
amount as of July 1st, 1962, if and when issued. Motion carried.
Renewal. Agreement - The Clerk presented for Council considera-

tion a renewal agreement between the County
of Orange and the City, extending agreements for, (a) Mutual Fire
Protection, (b) Communication Services, and (c) Soil and Material
Control Tests, through June 30th, 1963.
Renewal Agreement - On motion by Stewart, seconded by Welch,
Accepted '
Council accepted the renewal agreement
between the County and the City, and authorized the Mayor and City
Clerk to execute same on behalf of the City. Motion carried.

Report - The Clerk presented a communication from

the Lot Size Committee to Mayor Lambert,
making a report on their second study session, concerning residential l
development in the City, and setting forth points which they consider l
would create more desirable minimum standards for new subdivision
development.

to place the matter on the agenda for Monday, July 2nd, 1962.
Craft Shows - Assistant City Attorney Lyen reported on
Insurance
the insurance which had been provided by
Crafts Shows, who were granted permission to conduct a carnival on
the beach on June 30th, July 1st, 2nd, 3rd and 4th. Mr. Lyen in-
formed the Council that the limits of the insurance provided was
$100,000.00 per single occurance, and $300,000.00 for any one
accident, with $50,000.00 property damage, and stated that this was
in line with limits of insurance required by the City from Beach
Concessioners, pier concessioners, etc.

interview several architects -who have responded to an invitation to
bid on planning for proposed fire stations.

Defense, that Council consider the negotiation of an agreement with
the General Telephone Company for use of their substation located at
17552 Gothard Street, as an alternate Civil Defense Control Center
in case of extreme emergency or major disaster.

authorized to negotiate an agreement with the General Telephone
Company for use of the substation on Gothard Street as an alternate
Civil Defense Control Center. Motion carried.
C.D. Req. - Mr. Castle then presented to the Council a

request from the Assistant Director of Civil
Defense, regarding the establishment of fallout shelters in various
areas within the City. Mr. Castle informed the Council that Mr. Jones
had made a study of the situation and had established that the base-
ment at the Groth Chevrolet agency, the Huntington Beach Elks Club,
the Huntington Beach High School, and the Huntington Beach Elementary
School would provide sufficient shelter for emergency purposes. He
recommended that Council authorize the negotiation of agreements with
the owners of these establishments to use these quarters on::Ya temp-
orary basis, and that the government would inspect them and if
approved, they would stock them with food.

to negotiate contracts with each building owner of a suitable build-
ing available for use as an emergency fallout shelter. Motion carried.

Con=. Fire Chief The Clerk presented a communication from

Fire Chief Higgins advising that Mr. Vernon
Wentworth, whose employment as Auto -Fireman had been authorized by
the Council at their last meeting, would be unable to accept the
appointment at this time.
Trans. Req. Mr. Higgins requested that Council approve
Hennessey to F.D.
the transfer of Mr. Michael Hennessey,
full-time Lifeguard, to the Fire Department as Auto -Fireman in
Range 35-A.
Lgd. Chief Approves - A communication from Chief Lifeguard
Reg. Trans. Chew
Moorhouse giving his approval to such
transfer, if allowed by Council, was presented with a request that
the transfer.become effective June 26, 1962. Mr. Moorhouse also
requested that if a transfer was granted, the promotion of Mr.
Steve Chew to Lifeguard Lieutenant Seasonal, Range 33-E be allowed,
to become effective June 26, 1962, td fill the vacancy created by
Mr. Hennesseys transfer.

Council approved the transfer of Mr.
Hennessey to the Fire Department as Auto -Fireman in Range 35-A,
and approved the promotion of Mr. Steve Chew to Lifeguard Lieutenant

in Range 33-E, effective June 26, 1962. Motion carried.

Service addressed the Council and requested

Req. to Hire Mr. Castle presented the matter of the
Appraiser Bowdle
"' — employment of Mr. Ralph S. Bowdle as an
additional appraiser in the disposition of land to be acquired as
a result of the removal of the Pacific Electric Railway tracks. He
informed the Council that the other entities involved had all
approved Mr. Bowdle as a second appraiser in the case, and stated
that the City's share of the cost to employ Mr. Bowdle would be
approximately $600.00.
Employment On motion by Stewart, seconded by Gisler,

Railway. Motion carried.
