COMMISSIONERS PRESENT: Crabb,, Bazil, Kaufman, Worthy, Miller.
COMMISSIONERS ABSENT: Letson, Chairman Stang.
MINUTES: On motion byWorthy and seconded by
Crabb, the Minutes of the Huntington
Beach Planning Commission of July 17, 1962, were accepted as
transcribed and mailed by the Secretary.
TENTATIVE TRACT MAP No 4707 - REVISED - Continued
Number of Lots: 389 Subdivider: Macco Realty Co.
Total Acreage: 116.2 Engineer: Voorheis-Trindle-
Nelson, Inc.
Located at the northeast corner of
Brookhurst and Adams and legally described as a portion of
the Sj of Section 5-6-10.
The Secretary read a letter.submitted
by the Orange County Health Department stating that the said
Department has received letters from both the developer and
the Talbert Water District stating their agreement to all
requirements and standards required by the Health Department.
In addition, the Talbert Water District has agreed to comply
with any.safety requirements relating to the chlorination
unit at the sewage effluent reservoir which may be deemed
necessary by the Health Department. It was further pointed
out, however, no such requirements have been set at this time.
The Subdivision Committee Report was
read by the Secretary.
A lengthy discussion was held by the
Commission.
Robert Stone,'Director of Environ-
mental Sanitation Division., answered various questions and
stated that the Sanitation District has been working with the -
Talbert Water District concerning the safety of the operation
but cannot recommend approval without reservations.
Fire Chief Higgins explained the oper-
.ation of the chlorination process.
Sterling White, Macco Field Engineer,
addressed the Commission and spoke.in favor of the proposed
subdivision. He further stated that the reservoir will be in
operation only four months of the year, therefore, it appears
that every reasonable precaution will be taken by the in-
stallation of safety and alarm devices on the chlorination
facilities and the 600 ft setback of residences.

Frank Richardson, engineer for
the subdivider, addressed the Commission speaking in favor and
pointed out that there would be more hazard to the tract now
under construction on the east side. of the river due to the pre-
vailing winds than there would be to this development.
City Attorney,, Jerry Plunkett,
stated that he feels the City should not approve the map without
a definite recommendation from the Health Department because he
felt that the City would be liable if it approves the tract and
some accidental damage is done.
In reply to a question, Sterling
White requested that action on the Tentative Map be deferred to
August 7, 1962.

Located at the southwest cor-
ner of Garfield and Ward Street and legally described as being
a -portion of the E-2 of the NW34�- of Section 5-6-10.
Assistant City Engineer, Bill
Hartge, stated that he had not yet received a definite answer
from the two property owners of the "Not a Part" parcel at the
northwest corner of the tract regarding their dedication of
right of way for the interior street.
Mr. White, Macco Realty Co.,
addressed the Commission and agreed that the matter should be
studied further and requested that action on the tentative map
be continued -to the next meeting.

Total Acreage: 21.7 Engineer: Moffatt & Nichol
Located on the north -side of Warner
Avenue (Los Patos), approximately 900 feet west of Algonquin
Street and legally described as a portion of the NEk of Section
30-5-11.
The Secretary read a letter submitted
by Lewis L. Douglas, Jr., representing the Huntington Harbour
Corp., requesting a withdrawal of Tentative Tract Map No 4761.
A MOTION WAS MADE BY CRABB AND SECONDED
BY MILLER TO GRANT THE REQUEST OF THE SUBDIVIDER.
ROLL CALL VOTE:
AYES: Crabb, Bazil, Kaufman, Worthy, Miller.
NOES: None.

COMMUNICATION: ORANGE COUNTY PLANNING COMMISSION
The Secretary read a letter submitted
by the Orange County Planning Commission regarding Use Variance
No 5023 to permit the establishement of a service station in
the R-4 Suburban Residential District and A-1 General Agri-
cultural District, located at the northwest corner of Bolsa
Chica Street and,Heil Avenue, -in Sunset Heights.
The Commission discussed the request at
length.
A MOTION WAS MADE BY BAZIL AND SECONDED
BY MILLER TO RECOMMEND APPROVAL OF UV #5023 WITH THE FOLLOWING
CONDITIONS:
1. The thickness of canopies shall not exceed 18 inches.
2. There -shall be 10 ft ground clearance for all signs.
3. Vo obstruction, temporary or permanent, shall be more than
30 inches in height on the corner area.
4. Canopies to have a ground clearance of at least 12 feet.

COMMUNICATION: ORANGE COUNTY PLANNING COMMISSION
The Secretary read a letter submitted
by the Orange County Planning Commission regarding Use Variance
#5025 to permit the location of a tiailer for dwelling purposes
in the R-4 Suburban Residential District. Located on the east
side of Algonquin Street and 180 feet north of Pearce Street in
Sunset Heights.

The Commission held a discussion.
The Planning Director pointed out that the trailer presumably
will be located on the premises while a proposed dwelling is
being constructed.

ORANGE COUNTY PLANNING COMMISSION WITH THE FOLLOWING CONDITIONS:
1. Approval of this application shall be for one year only.
2. No extension of time beyond one year to be granted.

TRANSITIONAL ZONING Associate PlannerKen Reynolds
displayed a map showing the exfsting zoning in'the vicinity of
Beach Boulevard which shows several good examples of transitional
zoning. Transitional zoning is gradation of zones from intense
use, such as commercial or industrial use, to less intense use,
such as multiple family zones and on into single family areas.
There are also many -places of potential conflict bewteen uses
allowed in a adjoining zones. Also noted were several places
where good transitional zoning can be accomplished.
After discussion, the Com-
mission agreed that transitional zoning was desirable and felt
this should be given more consideration in future zone change
requests throughout the City.
DISCUSSION: SERVICE STATION CANOPIES
The Commission held a discussion
of service station canopies in the front setback area.
The Planning Director presented
to the Commission nuterous.pictures of various service stations,
some of which have canopies and some not. It was noted that
generally it is not the canopy which creates problems but the
numerous miscellaneous signs that are later erected.and the
display of merchandise and automobiles.
A lengthy discussion was held
by the Commission and it was generally agreed that most of the
problem is a matter of policing existing regulations.,
The Secretary was instructed
to prepare a draft of a code amendment to clarify the require-
ments and to allow canopies o n any business building to project
into the required front yard on the following conditions:
1. The thickness of canopies shall not exceed 18 inches.
2. All signs to have a ground clearance of 10 feet.

3. No obstructions, temporary or permanent, to be allowed
within the corner area.
4. Canopies, marquees, etc, to have a ground clearance of at
least 12 feet.
LAND USE MAPS Examples of the maps of the land use
inventory now being prepared by the
Staff were displayed for the Commissioners' information.
Each property in the City is being checked and its use de-
termined and indicated on the maps. This inventory is one
of the basic parts of the necessary research in making studies
for revisions in the Master Plan of Land Use.
After discussion, the Commission felt
the maps would also be of value when considering variances
and zone changes.
DISCUSSION: The City Attorney reviewed the liti-
gation concerning park fees and the
trial that was held last Friday, July 27. It was felt that
the City's prospects are good. In order to fully clarify the
problem, the City Attorney suggested that when approving a
tentative map, the park requirements should be specifically
mentioned and the appeal provisions called to the subdivider's
attention. This could be accomplished by appropriate conditions
of approval on each tentative map.
It was the concensus that the suggested
conditions be indicated on all future tentative maps and the
City Attorney was requested to work out the necessary wording.
Also discussed was the question of
zone change petitions being filed for the areas covered by
new tracts. It was agreed that as a condition of approval of
a tentative map, the subdivider should file for the zoning
comensurate with the proposed use. This could be accomplished
near the time of recording the final map when zone boundaries
can be definitely established.
DISCUSSION: The Planning Director presented sug-
gested recommendations as a guide for
the establishement of ground level heliports and ground level
helistops, noting that the report would be helpful to the
Commission in considering requests to establish these facilities.
A lengthy discussion was held by the
Commission.
It was the concensus that since the
Ordinance Code makes no provision for heliports and helistops,
that an appropriate amendment should be prepared for -future
consideration.
