MINUTES: On motion by Worthy and seconded by
Letson, the Minutes of the Huntington
Beach Planning Commission of July 31, 1962, were accepted as'
transcribed and mailed by the Secretary.
TENTATIVE TRACT MAP NO 4707 - REVISED - Continued
Number of Lots: 389 Subdivider: Macco Realty Co.

The-Secretary informed the Com-
mission that the Orange County Health Department has sub-
mitted a letter stating that they recommend approval of the
portion of the tract described as follows: That portion of
Tract 4707 lying south of Yorktown Avenue and WIly.of a
line projected along the rear property line of the lots be-
tween "J" Lane and 11K" Lane from Yorktown Avenue south to
Lot 371, then WIly to the property line between Lot 371 and
Lot,372, then south to Lot 360, then WIly to the property
line between Lot 360 and Lot 359, then SIly between Lot 359
and Lot'360 and between Lot 398 and Lot 399, and between Lot
398 and Lot 400 to the north property line of the proposed
commercial site, then WIly to Brookhurst Street, then NIly
to Yorktown Avenue.
The Subdivision Committee Report
was read by the Secretary.
John Parker, representing Macco
Realty Co., addressed the Commission and stated that they
concur with the Health Department and the Fire Department
fully and agree with the Subdivision Committee Report. He
further stated that the developer will take all Aecessary
precautions to prevent any hazard to the proposed subdivision.
Commission discussion was held at
length.

A MOTION WAS MADE BY BAZIL AND
SECONbED BY MILLER TO APPROVE TENTATIVE TRACT MAP NO 4707 UPON
THE FOLLOWING CONDITIONS:
1. The layout dated July 27, 1962, shall be the approved map.
2. Only that portion of the tract including and west of Lots
139� 156 to 171, 359,:372, and 398 shall be approved for
recording. The remainder of the tract is approved as to
design and layout but may not be recorded until further
approval by the Planning Commission is secured.
3. *Lots 31 to 40-shall be included in the proposed school site.
4. A masonry wall shall be constructed at the rear and exterior
sides of all reverse corner lots in accordance with City
Standards.
5. All Standard Subdivision requirements shall be complied with.
6. All provisions of the park and recreation site requirements
as set forth in Section 9751.21 of the Huntington Beach
Ordinance Code shall be complied with.

Sterling White, field engineer
for Macco Realty Co., addressed the Commission, and opposed the
requirement of improvements of Lot "An. He stated that it
should be the school responsibility to improve Lot "All including
masonry walls.
Fire Chief Higgins stated that
it was the State requirement to provide two entrances to a
school site for fire apparatus.
Commission discussion was held.

A MOTION WAS MADE BY WORTHY AND
SECONDED BY CRABB TO APPROVE TENTATIVE TRACT MAP NO 4708
UPON THE FOLLOWING CONDITIONS:
1. The revised layout dated August 6, 1962, shall be the
approved map.
2. The walkway to the school site, designated Lot "All shall
be fully improved.and shall be bounded on each side by
a masonry wall. not less than 6 ft high except adjoining
the front yard of abutting lots, the wall shall not
exceed 4211 in height.
3. The walkways adjacent to the Edison Co. R/W shall be
designated alphabetically as lots on the final map and
shall be fully improved including masonry walls similar
to that required on Lot "A".
4. The dedication and improvement of "Ll' Lane and Garfield
Avenue shall include the parcellabled "Not a Part".
5. A masonry wall to City Standards shall be constructed
along the north side of Lot 305 adjacent to the west
half of the "Not a Part" parcel.
6. That port -ion of "B" Lane between Maikai Drive and Pua
Drive shall be moved west approximately to Lots 295 and 300.
7. Ward Street shall be improved across the Edison Co. R/W.-
S. The rear and exterior side of all reverse corner lots
shall be fenced with a 6 ft masonry wall to Planning
Commission standards.
9. All Standard Subdivision requirements shall be complied
with.
10. All provisions of the park and recreation site require-
ments as set forth in Section 9751.21 of the Huntington

port was read by the Secretary.
The Secretary informed the
Commission that this was a reapproval of the same tentative map
filed approximately one year ago.
Mr. Jacobson, representing the
developer, addressed the Commission and offered to answer any
questions.
The Chairman called the sub -
divider's particular attention to the fact he may appeal any
requirement or condition made by the Planning Commission to the
City Council pursuant to Section 9771 of the Code and also that
the applicant may apply for an exception, pursuant to Section
9761, to any of the conditions -required on the tract.
Specifically.noted was that

2. A street stub to the north boundary of the tract shall be
proVided a lot depth from the west boundary of the tract
north of Yorktown Avenue.
3. The rear and exterior side of all reverse corner lots shall
be fenced with a 6 ft masonry wall in accordance with
Planning Commission Standards.
4. No portion of this tract shall be recorded until such time
as further approval by the Planning Commission is secured
certifying that a solution has been found to the problem
of a public health hazard due to irrigation of nearby farm
lands with sewer effluent.
5. All Standard Subdivision Requirements shall be complied with.
6. All provisions of the park and recreation site requirements

District. Located approximately 200 ft north of Heil Avenue
and west of Springdale Street, and legally described as Lot 85,
Tract No 3647 (Huntington Village).
The Secretary read a com-
munication submitted by Doyle & Shields requesting that the
subject variance be given consideration. -
The Staff Report was read
by the Secretary.
The hearing was opened to
the audience. Mr. Charles Foisy, 5701 Venturi Lane, Huntington
Beach, addressed the Commission and vigorously opposed the
variance.
Mr. Friedman, 15174
Hummingbird Lane, Bolsa Chica Homeowners Association, addressed
the Commission and stated that he would like to review the sub-
mitted'c-ommunication by Doyle & Shields and also review the
proposed project.
Enzio Scallo, adjacent
property owner, stated that he was opposed to the two story
buildings being built next to the single family homes.
Mr. Anderson, homeowner
in Huntington Village, also -opposed the granting of the sub-
ject variance.
-Mrs. Mosilnicar, Bolsa
Chica Homeowners Association. -addressed the Commission and
stated that a single family development should remain as such
and she very strongly opposed the granting of the variance.
Leon Ruderman, design
engineer for the subdivider, addressed the Commission and spoke
in favor of the proposed garden type apartments.
Ted Abraham, Mangrum Drive,
addressed -the Commission and stated that apartment occupants
do not have an interest in the'community;-,therefbre, he very
strongly opposed the proposal.
There being no further
comment, the hearing was closed.

held by the Commission.

The Planning Director stated
several months ago, there was a change of zone request on this
property to R-4. This was denied by the Commission and the
Council. He further stated that later the subject variance was
filed for this specific project. It was further noted that there
will soon be a,service station at the immediate corner of Heil
and Springdale, which,is.zoned for business. Adjacent thereto
on Heil Avenue, a variance for a medical center was approved.
It was felt that the 64 units
proposed is a fairly dense apartment development. It was
further noted that the buildings proposed contain 4 and 6 units
each which under Code definition would be multiple family
dwellings. However, the number of units is midway between
that which would be -permitted under R-2 and R-1. An R-2 zone
would allow 102 units on the property and R-1 would allow 41
units if they were.separate detached dwellings. The request is
for 64 units.

SECONDED BY CRABB TO DENY USE VARIANCE UV #438 FOR THE FOL-
LOWING REASON:
1. Too many units proposed in the area for proper -planning.

The Staff report was read by the
Secretary.
The hearing was opened to the
audience; there being no comment, the hearing was closed.
The Planning Director pointed
out that this application is for renewal of an existing tract
sign which does not comply with the proposed sign ordinance as
to size and setback and perhaps.ground clearance.
The Planning Director further
informed the Commission that the Council has adopted Ordinance
922 concerning these tract signs and it will be effective
September 5, 1962.

The Planning Director pointed out
that this application is the first request to establish a
heliport in the City and in this case it is to be used ex-
clusi vely by the Signal Oil and -Gas Company for their operations
connected with the proposed off -shore drilling platform'. He
further informed the Commission that the applicant has stated
that they have approval from both State and Federal agencies.
The Commission felt that it would
appear that, because of the restricted nature of�the operation
and the present surroun�ing conditions, the request is reasonable.
A MOTION WAS MADE BY MILLER AND
SECONDED BY C'RABB_T0 APPROVE USE VARIANCE UV #457 UPON THE
FOLLOWING CONDITIONS:
1. The application shall expire 5 years from the date of
approval and may be brought up for review by the Planning
Commission at any time upon 10 days notice to the ' applicant.
2. A glide slope of 8:1 shall be maintained within the
approach and take -off zones.
3. A telephone for emergency use shall be available on the site
at all times.

4. Emergency fire fighting equipment -suitable to the Fire Chief
shall be installed and maintained.
5. All operations shall be in accordance with the City Fire
Prevention Code.
6. Any lights for night operations'shall be shielded so as not
to shine in the pilot's eyes.
7. Adequate and effective noise suppressors shall be used at all
times on all helicopters using the facility. . �
8. Approval of the heliport shall be secured from the Federal
Aviation Agency and California Aeronautics Commission and
all operations shall conform to all applicable safety rules,
regulations, manuals and directives of the F.A.A. and C.A.C.
9. The permittee shall hold the ' Ci ' ty harmless -from -any and all
liabilities that might be incurred and shall file with the
City Clerk certificates of liability insurance in the amounts
.of $500,000-per person,_$1,000,000 per accident and $100,000
property damage and naming the City as an additional insured.

Tract 4051, on the subject property that has been designed
to meet the requirements of the R-1 zone.
2. The rezoning of the area will eliminate any uses that are
not compatible with single family residential development.

described herewith: Located at the SW corner of Heil Avenue
and Goldenwest Street and legally described as Lots I thru 84,
Tract No 4381 (Huntington Development Co.).

The Secretary stated that this is
merely a routine rezoning of a new tract to the R-1 zone which
conforms to the use for which the tract is being built.
