MINUTES: On motion by Letson and seconded by Crabb, the Minutes of the Huntington Beach Planning Commission of August 75- 1962, were accepted as transcribed and mailed by the Secretary. TENTATIVE TRACT MAP NO 3274 Number of Lots: 30 Subdivider: -Fernhill Homes Total Acreage: 6.52 Engineer: Paul Calvo Co. -Located south of Detroit Street, approximately 130 feet east of Huntington Avenue and legally described as being a subdivision of a portion of Lots 5 to 10 and all of Lots 1, 2� 3, and 4, Block 203, Vista Del Mar Tract, and a'portion of the SE34- of Section 11-6-11. Kenneth Carlson-i representing the. subdivider, addressed the Commission and stated that Macco Realty Co. agrees to continue the hearing on the subject tract map to September 5, 1962. Located south of Heil Avenue, east of Springdale Street, west of Edwards Street, and legally described as being a subdivision of a,portion of the SWk of Section 22-5-11. The Secretary read the Subdivision Committee Report. Kenneth Carlson, representing the subdivider, addressed the Commission and stated that there were no objections to the conditions of the Subdivision Committee Report. The subdivider was given written notice that he has a right to appeal any requirements or con- ditions made by the Planning Commission to the City Countil pursuant to Article 977, section 9771 of the Huntington Beach Ordinance Code and that -he may also apply for an exception to any of -the conditions stated Ln the approval of the tentative map by the Planning Commission under Section 9761 of the Huntington Beach Ordinance Code. Failure to utilize these remedies may be deemed as a failure to exhaust administrative remedies by the applicant. Located on the south sido'of Heil Avenue and on the east side of Edwards Street, and legally described as Lots No 8, 10, 12, 37, 38, 51, and 52-, all a part of Tract No 4746,'Huntingt-on Beach. .-The Secretary read the Staff report. The hearing was opened to the audience; there being no comment, the hearing was closed. Commission discussion was held. The Planning Director pointed out that the property involved is anew tract at the southeast c6rner of Heil and Edwards upon which work is just beginning. - 4 - 267 Pa,,e #5 0 Minutes - H. B. Planning Commission Tuesday, August 21, 1962 The seven lots involved are at the ends of cul-de-sacs where the lots are quite shallow. It was noted that in most cases, there will be slightly over 20 ft of rear yard remaining but not enough to allow a 20 ft front yard also. It was further noted that the applicant is trying to preserve as much rear yard as possible. The -Planning Director stated that since the Commission has recommended to the City Council that front yard -requirements throughout the City be reduced to 15 ft, the request seemed to be quite reasonable. THE MOTION CARRIED. USE VARIANCE: UV #461 To allow the erection of a 15 Applicant Melven Censer Inc. ft x 60 ft subdivision directional sign in the A-1-Y General Agri- cultural District. Located approximately 800 ft south of Garfield Avenue and -approximately 50 ft west of Brookhurst Street, and legally described as being'located in the portion of the Eli of the NEk of Section 6-6-10. The Staff report--was-read by the Secretary. The hearing was opened to the audience. Sterling White, Staff Engineer for Macco Realty Co., addressed the Commission and stated that the subject sign is an existing sign merely to be moved to a new location for the purpose of advertising a new subdivision. There being no other comment,* the hearing was closed. Commission discussion was held at length. It was noted that the proposed sign,is to be 15 ft x 60 ft or 900 square feet. The Planning Director pointed out to the Commission that the subdivision sign ordinance adopted by the City Council will not be in effect until.September 5, 1962, and already variances are being requested.,,In this case, the sign does not comply with the ordinance because of its size. The Planning Directo r pointed out that the subject property is,one of,the remaining parcels along Beach Boulevard that is not zoned for commercial. The Commission noted that -Practically all -of Beach Boulevard.in this area is now zoned commerciallly. RESOLUTION NO 266 A Resolution of the City Planning Commission.Re-_ commending Approval of Zone Case No 266 to the City Council. A MOTION WAS MADE.BY MILLER AND SECONDED BY CRABB TO ADOPT RESOLUTION NO 266 RECOMMENDING XPROVAL OF ZONE CASE NO 266 FOR THE FOLLOWING REASONS: 1. The property is situated at the intersection of a secondary and a major arterial highway. 2. The property to the north is presently'zoned C-4 Highway Commercial. The following parcel of real property assubmitted on the applicant's petition is described herewith. 'Located -approximately 660 ft north of Banning Avenue and west of Bushard Street, and legally described as the N11 of the SEk of the SW14 of Section 18-6-10. The Secretary read a communication submitted by the Citizens Steering Committee of Huntington Beach, requesting.that action be delayed on Zone Case No 267 until the October 2, 1962, Planning Commission meeting.* The reason being so that the committee would ha ve more time to analyze the proposed zone change. Also a written communication was submitted by the Huntington Beach Chamber of Commerce stating their request for delay of action on the subject -zone case until further study and research -has been made and time given for the committee to make a recommendation.- The'Staff report was read by the Secretary. audience. George Gillette, 62nd Street, Newport Beach, The hearing was opened to the attorney for the applicant, 412 addressed the Commission and re- quested continuance 6f the subject Zone Case to the October 2, 1962, regular Planning Commission Meeting. Attorney Dale Heinly, representing Nova Homes, Inc;, addressed the Commission and spoke in favor of the proposed zone change. He further stated t hat the area is only suitable for an R-1 district and the general public wants a residential area. There being no further comment, the hearing'was closed. Commission discussion was held at length. It was noted tha� all property adjoining and within-con'side'rable distance is zoned for industry and furthermore, the subject property lies in the heart of the southeast industrial district. The following parcel of real property.as submitted -on the applicant's petition is described herewith: Located north of Adams Avenue and west of Brookhurst Street, and legally described as the SE-4 of the SE-4, except the SIly 517 feet (more or less) of the Elly 1041 feet (more or less) of Section 6-6-10. The Staff report was read by the Secretary,. The hearing was opened to the audience. Lewis L. Douglas, Jr., Huntington Harbour Corp., addressed the Commission and introduced the principals of the Huntington Beach Land Co. He further spoke in favor of the proposed zone change., -La!sky,' 18 , 01 Newport Mr. Byron Boulevard, Costa Mesa, addressed the Commission and offe�ed to answer any questions. He dxplained that the proposeddevelop- ment would be a Town House project which would have a ' density of about one unit for each 1800 sq ft of land. He definitely stated that they have no intention of building the maximum number of units allowed by R-3., He further stated that they are planning a density of about 20 dwelling units per acre which is approximately equal to the density allowed in an R-2 zone. - -Mr. Guy Green, planning consultant, displayed.the proposed plot plans stating that the development will have its own private clubhouse, swimming -pool and a recreation area. Mr. Phill Reilly, Attorney of Santa Ana, representing the developers, addressed the Commission and spoke in favor of the proposed project. There being no further.comment, the hearing was closed. Commission discussion was held at length. RESOLUTION No 268 A Resolution of the City 'Planning Commission Recommending Approval of Zone Case No 268 to the City Council. A MOTION WAS MADE BY KAUFMAN AND SECONDED BY MILLER TO ADOPT RESOLUTION NO 268 RECOMMENDING APPROVAL OF ZONE CASE NO 268 FOR THE FOLLOWING REASONS: 271 Page #9 Minutes - H. B. Planning Commission Tuesday, August 21, 1962 CD 1. The change will provide a goodtransition between the proposed commercial development on Brookhurst Street and Adams Avenue and the Single Family Residential d6velopment taking place in the area. 2. RESOLUTION OF INTENT NO 270 A Resolution of the Planning Com- mission of the City of Huntington Beach initiating an Amendment to the Huntington Beach Ordinance Code to not Prohibit Certain Structures in the Setback Area of Commercial or Industrial Developments. A MOTION WAS MADE BY WORTHY AND SECONDED BY LETSON TO ADOPT RESOLUTION OF INTENT NO 270 AND THE SECRETARY WAS INSTRUCTED TO ADVERTISE THE HEARING FOR SEPTEMBER 5th, 1962. ROLL CALL VOTE: AYES: Crabb, Letson, Kaufman, Worthy, Miller, Chairman Stang. NOES: None. ABSENT: Bazil. THE RESOLUTION WAS ADOPTED. COMMUNICATION: ORANGE COAST COLLEGE The Secretary read a communication submitted by Orange Coast College offering an evening course in Community Planning. He informed the Commission that the course covers reasons for planning, responsibilities of planners, function of the Planning Department and the Planning Commission, the State Planning Act, Land Use Surveys, new commercial concepts, industry's place in the community, and transitional zoning. He further pointed out to the Commission that the course is intended primarily for those employed in the field of community planning but has been found to be very helpful to Planning Commissioners. COMMUNICATION: The Secretary read a communication submitted by Voorheis-Trindle-Nelson, Inc., requesting an ex- tension of one year to enable the subdivider to develop Tentative Tracts 4339, 4740, 4741, and 4742. The Planning Director informed the Commission that Final Tracts 4740, 4741, and 4742, all portion of Tentative Tract Map No 4339, have been accepted by the City Council for final adoption. The Tentative Map of Tract No 4339 was approved by the Planning Commission on September 19, 1961, 272 Paae #10 0 Minutes - H. B.
