Located at the southwest corner of Beach Boulevard and Main Street and legally described as Lot 3, Block H,-Tract No 7. The Staff Report was read by the Secretary. The hearing was opened to the audience; there being no comment, the hearing was closed. Commission discussion was held at length. It was pointed out by the Secretary that this application is necessary because the proposed sign is not located on the premises of the business which it is to adVertise. The Commission further noted that the applicant contends the property adjoining his business address is merely a "storage lot" and not part -of the business. It was the applicant's request to so classify the property so that it would not be necessary to install the street improve- ments on Beach Boulevard and Main Street which would be required if it were part of the business. Planning Commission Wednesday, September 5, 1962 Amy Kellogg, adjoining property owner, addressed the Commission and protested to the subject variance* Ray Murrey, 17441 Beach Boulevard addressed the Commission and requested that the'Staff give more study to the area before granting the subject variance. The hearing was opened to the audience. Robert Zinngrabe, applicant, addressed the Commission and stated that he will comply with all the requirements required by the Commission. There being no further comment, the hearing was closed. Commission discussion was held. The Planning Director stated that some few months ago repre- sentatives of the Convalescent Hospital Informally discussed expansion with the Commission and the problems of off-street parking. It was the feeling of the Commission at that time that a reasonable proposal for expansion and some reduction in parking would be considered. He further informed the Commission that later on the agenda Is a Code Amendment which would allow service station car6ples to project into -the setbacks. The Commission defered a decision on this application until the hearing on the Code Amendment later in the meeting. Planning Commission Wednesday, September 5, 1962 is provided for the proposed use. Bill Potts, 7932 Aldrich Street, Huntington Beach, addressed the Commission and stated that the proposed use is not in the right location since there is a school bus stop at the corner. Mrs. Effie May Neiderhiser, 17211 Nichols Streetq Huntington Beach, addressed the Commission and vigorously protested because the proposed beer tavern does not provide sufficient off-street parking. Mr. Morgan Bissey, owner of the proposed establishment, addressed the Commission and spoke In f avor. Rudy Alvarez, 7911 Aldrich, Huntington Beach, addressed the Commission and stated his opposition because there is a school bus stop at the corner. There being no further comment, the hearing was closed. Commission discussion was held at length. The Planning Director pointed out that the property involved Is rather small for comercial use; however, the plan indicates about the best way that the lot can be used. He further stated that the building occupies the rear portion of the lot with all parking in front; however, the parking spaces shown are not up to standard as they are only 9 ft x 18 ft in- stead of 10 ft x 20 ft. DISCUSSION: A lengthy discussion was held by the Commission regarding the in- crease of parking spaces in C-zones pertaining to beer taverns and restaurants. It was the concensus that a study be made by the Staff and presented to the Commission at the next study session. Planning Commission Wednesday, September 5, 1962 STUDY SESSION: Commissioner Crabb suggested that a study session of the Commission would be In order to consider the general planning in the vicinity of the southeast industrial area. He suggested Tuesday, September 25. This suggestion was agreeable with the Commission. The Planning Di rector suggested that a study session be considered for October 30 as this will*be the 5th Tuesday of the month. The Commission agreed with the sug- gestion. LEAGUE OF CITIES: The Planning Director advised the Commission that the City Council had, by resolution, approved attendance at the League of Cities meeting in October by two members of the Commission. After discussion, It was,agreed that reser- vations be made for Commissioners Stang and Bazil and that Commissioner Kaufman would be an alternate.
