ADJOURNED MEETING - STUDY SESSION
Chairman Stang called the adjourned
meeting of the City Planning Commission to order at;7:30
o'clock P.M.
DISCUSSION: Fire Chief Higgins submitted a
report on the .hazard .of :oil storage
at the Edison.plant and the Wilshire tank farm. Also.a map
showing the hazard area, extending approximately 1500 ft in all
directions, was displayed by the Fire Chief.. He further
pointed out that if one of the tanks should catch fire, there
would be no way to control it since the Edison Company doesn't
have adequate fire_prevention facilities. It was his recom-
mendation that there should not be any residential use within
1500 f t of the oil tank facilities.
DISCUSSION: A lengthy discussion was held by
the Commission regarding the industrial zoning in the southeast
part of Huntington Beach. The Planning Director informed the
Commission that approximately 995 acres are zoned for industry
in the southeast district and 208 acres are occupied leaving
787 acres undeveloped. If the area were zoned R-1, these
would hold 3,500 single family dwellings, with a population of
14,000-. Income from the -area including sales tax, property
tax and in -lieu tax would amount to a little over $1,000,000
and the budget of Cities of about this same population usually
runs about -$12 -million.
DISCUSSION: The Planning Director informed the
Commission that the Planning Staff
has looked into the matter of soil conditions for the south-
east industrial area. Generally speaking, the tyRes of soils
found in'this area are similar to those of the southwest Santa
Ana industrial area, located east of the Santa Ana River
between Warner Avenue and Gisler Avenue.
DISCUSSION: WHAT INDUSTRY EXPECTS FROM A COTEUNITY?
The Secretary stated that industry

make a profit. Such industries like to go to communities where
they are wanted and appreciated. They also want to be accepted
by the community and by other enterprises, particularly com-
peting ones, in the community.
The Secretary further
mentioned that the industries employing any considerable
number of people like to go to a community where -there is an
adequate Tabor supply;' not only in numbers but'also-in skills..
Also considered by industry are taxes, good government and
good sites. .........__.:_ : -
...The Planning Director
stated that generally 'industrial districts are tracts of land
equipped with railroad spurs, highway and freeway connections,
power lines, sewage, gas, and water utilities, or have these
facilities -close by, before -they are sold to prospective "
industrial occupants. He further pointed out that planning
and zoning restrictions must protect these areas for industrial
development and against encroachment from other unrelated uses.
SOUTHEAST-AREA'STUDIES: Four series of slides were
projected by the Planning
Director showing population, freeways, highways, and present
and projected land use for the Talbert Valley area.
POPULATION PROJECTION: The Planning -Director in-
formed the Commission
that population studies have been made which show the rate of
increase in population per month is approximately 1043. It
was noted that population as of August 31, 1962, is estimated
at 30,600, an increase of 8347 over January 1, 1962. Pro-
jected population by January 1, 1968, is 97,352, assuming the
same rate of growth.
PROPOSED NETT] ZONE DISTRICT:
The Secretary presented
to the Commission a sixth
rough draft of the proposed RI-PD5 Planned Single Family Develop-
ment District. The primary purpose of this district is to allow
and encourage the creation of superior living environments thru
the use of'modern planning techniques. The Commission dis=
cussed the proposed ordinance and it was the concensus that
the proposed ordinance is desirable and may be applied to areas
deemed suitable for such development.
