COMMISSIONERS ABSENT: None. TENTATIVE TRACT MAP NO 3274 - Continued Number of Lots: 30 Subdivider: Fernhill Homes Total Acreage: 6.52 Engineer: Paul Calvo Located south of Detroit Street, approximately 130 feet east of Huntington Avenue, and legally described as being a subdivision of a_portion of Lots.S to 10, and all of Lots 1, 2, 3, and 4, Block 203, Vista Del Mar Tract and a portion of the SE4 of Section 11-6-11. was read by the Secretary. The subdivision Committee Report The hearing was opened to the audience. Mr. Roane, subdivider of Tract 32743, addressed the Commission and explained minor changes in the revised map. The Assistant City Engineer, Bill Hartge, pointed out to the Commission the need of extending Delaware Street.' He further stated that Delaware Street is proposed to be a secondary highway and will carry considerable amount of traffic in future. There being no further comment, the - hearing was closed. The Commission felt that the ex- tension of Delaware Street through the tract, as recommended by the Subdivision Committee, was not necessary, therefore, conditions No 1 and 2, contained in the Subdivision Committee report regarding the extension of Delaware Street southerly through the tract as a secondary highway, and the resulting redesign of the tract should be deleted. A MOTION WAS MADE BY MILLER AND SECONDED BY CRABB TO APPROVE TENTATIVE TRACT MAP NO 3274 UPON THE FOLLOWING CONDITIONS: 1. Disposal of runoff water at the southerly boundary of the tract shall meet the approval of the City Engineer. 2. Soil tests by an approved Soils Engineer shall be submitted to the City Engineer for approval, prior to recordation of any portion of the tract, and any portion of the Tract not suitable for building shall be deleted. - 1 - Page #2 Minutes - H. The Subdivision Committee Report was -read by the Secretary. Also a communication submitted by the Orange County Health Department was read by the Secretary. It was noted that the County Health Department has received a statement, jointly signed by the developer and by a qualified representative of the Talbert Water District, to the effect that all the operating standards have been discussed and understood by both parties and will be abided by as a condition for approval of this Tract No-4743. Planning Commission Tuesday, October 16, 1962 Kenneth Carlson, representing the developer, addressed the Commission and mentioned that the requested service road extension on Adams Avenue would pass through a pump station site. He requested that the'size of the lot for the pump station meet the approval of the'City Engineer. A MOTION WAS MADE BY WORTHY AND SECONDED BY CRABB TO APPROVE'TENTATIVE TRACT -MAP NO 4333 - REVISED - UPON THE FOLLOWING CONDITIONS: 1. The Tentative Map designated "First Revised" and -dated September 17, 1962, shall be the approved layout. 2. Disposal of runoff water to be by pump station and facilities or an alternate plan suitable to the City Engineer'. 3. Soil tests by an approved Soils Engineer shall be'submitted for approval of the City -Engineer prior to -recordation of any portion of the tract and any portion of the tract not suitable for building shall be excluded. 4. Located south of Garfield Avenue, east of Cannery Street, and legally described as being a portion of the Wz of the NW-4 of Section 6-6-10 and a portion of the NW4 of the SW4 of Section 6-6-10. The Subdivision Committee Report was read by the Secretary. Kenneth Carlson, representing the developer, addressed the Commission and stated there were no objections to the conditions contained in the Subdivision Committee Report. A MOTION WAS MADE BY LETSON AND SECONDED BY KAUFMAN TO APPROVE TENTATIVE TRACT MAP NO 4805 UPON THE FOLLOWING CONDITIONS: 1. The proposed park site south of Lot 237 shall be included as a lot in the tract. 2. The location of the opening from the service road. -to Gar- field shall meet the approval of the City Engineer. 3. The -improvement of Cannery Street shall include the Edison R/W and the parcels labled "Not a Part". 4. "C" Lane shall be fully improved across the Edison Co.-R/W. 5. Lot.s "A", "B", and "C" shall be at least 11 feet in clear width and shall be fully improved to City Standards including masonry walls on each side and including a pedestrian bridge across the flood control channel. 6. The Secretary informed the Com- mission that the next item on the agenda ties in with the subject case. He further suggested that the Commission with- hold action.until after the.next item is considered. Jack Palmer, representing the Huntington Beach Land Co., addressed the Commission and' -stated that the Huntington Beach Land Co. intends to design more recreational area into the tract; therefore, people living within the development will not require the recreation facilities of the -City. He further spoke in favor of waiving the park fees. Guy -Greene, Chief Land Planner for the Huntington -Beach Land Co:, addressed the Commission and displayed various -sketches of the proposed development and the additional recreation•facilities. - There being no further -comment, the hearing was closed. Commission discussion was held -at length. It was noted that there will be from 4 to•10 lots in a group which will be occupied by one building with•common walls between the individual units. These groups•of lots are in turn surrounded by the area of common ownership which in- cludes the roads and driveways. The Planning' Director- stated that the developers have shown a private recreation facility of a little less than 1/2 acre and -the landscaped area of about 1/4 of the site. The possibility of additional six swimming pools has been discussed but -there was no -definite ' proposal. A MOTION WAS MADE BY•CRABB AND SECONDED BY MILLER TO APPROVE CONDITIONAL EXCEPTION -UV #485 UPON THE FOLLOWING CONDITIONS: 1. Waiver of the requirement that lots abut a street. 2. Lot sizes -as indicated on the map of Tract"4416. 3. Waiver of all yard requirements. 4. Park and recreation fees of $50 per lot based on 6000 square feet lots. Planning Commission Tuesday, October 16, 1962 TENTATIVE TRACT MAP NO 4416 The Tentative Map of Tract No 4416 was presented for reconsideration. - A MOTION WAS MADE BY MILLER AND -SECONDED BY WORTHY TO APPROVE TENTATIVE TRACT MAF NO 4416 UPON THE FOLLOWING CONDITIONS: 1. A service road shall be provided on Adams Avenue. 2. Vehicular access rights to Brookhurst Street, except for the one proposed driveway, shall be dedicated to the City. 3. Disposal of runoff water and any necessary drainage ease- ments to the north shall meet with the approval of the City Engineer. 4. Provisions shall be made for walkways to the proposed school site adjoining on the north. 5. Approval of the tract shall be subject to approval of Variance No 485 by the City Council. 6. The sewer, water,_fire hydrant and street lighting systems throughout the tract shall be approved by the City Engineer. 7. Adequate provisions shall be made to assure perpetual main- tenance of all common areas and the roads and driveways. Such provisions shall be submitted for approval of the Planning Director and City Attorney prior to recordation of any portion of the tract. 8. All rights for -development and construction of any structures not included in the approved development plan shall be dedicated to the City. 9. No portion of this tract shall be recorded until such time as further approval by the Planning Commission is secured certifying that a solution has been found to the problem of a publichealth hazard due to irrigation of nearby farm lands with disinfected sewer effluent. 10. THE MOTION CARRIED. ZONE CASE NO 287 PROPOSED RI-PD5 ZONE The Secretary presented to the Com- mission a draft of,the.proposed R1-PD5 Planned Single Family Development District. He further pointed out* -that the new zone classification is desired to encourage planned single family developments based on the "Common Green!' concept. The Commission discussed the proposed ordinance and,it.was the concensus that the proposed ordinance should be adopted. A lengthy discussion was held by*the Commission. There being no further comment, the hearing was closed. The Planning Director -stated that all of the area is proposed for a C-1 Zone and a strip of land 120 feet wide adjacent`to the'Coast Highway extending from 8th Street to the west City limits is proposed to have'the "0" designation combined with the C-1 to provide for the existing oil producing section.
