Personnel Items Mayor Lambert announced that the personnel C problems of the Police Department would be the main'order of business for this meeting, and requested the City Administrator to present the matter. Promotion Problems City Administrator Miller informed the In P.D. Council that a problem had arisen in the Police Department when promotions had been. authorized by the Council without provision being made to amend the Ordinance Code to provide necessary allocations'for the men promoted, And for additional personnel allowed. Councilman Wells requested the City Legal .Ruling Attorney for a ruling on a section of the City Charter giving the Chief of Police authority to hire and fire personnel subject to approval of the City Council. Excerpt of Minutes Mayor Lambert requested the City Clerk to 8/4/58 - Mead read an excerpt from the minutes of the Council meeting of August 4, 1958, as follows: "On motion by Lambert, seconded by Bryant, in accordance with request of the Chief of Police to adopt the person- nel system of the rules and regulations for the personnel of.the City of Huntington Beach, be approved, by the Council. Motion carried." City Attorney The City Attorney stated that the Chief of Plunkett Police could not give away any power pro- vided him under the Charter, but that he might agree to cooperate in using the rules and regulations provided in the Personnel Resolution of the City; but that the City Council would remain the final approving body. Police Exams - Following considerable discussion by the To be Given Council, a motion was made by Stewart, seconded by Welch, that the Chief of Police and the Personnel Officer conduct examinations for a group of applic- ants for the Police Department to be certified by the Council, and that promotional examinations be conducted in the -same manner. Motion carried. Atty. to Prep. On motion by Stewart, seconded by Welch, Emer&ency Ord. the City Attorney was directed to prepare an emergency Ordinance amending the Ordin- ance Code to increase allocations in the Police Department as follows: Police Lieutenants - 2 additional Police Sergeants - 3 additional Policeman - 3 additional Detectives - 2-additional Intermediate Typist Clerk 1 additional Motion carried. Mr. Vance Cassata Mr. Vance Cassata addressed the Council Protest and protested that the police force had not been increased by any appreciable amount through the action taken at this meeting. He stated that he felt the Police Chief does not have sufficient personnel to adequately police the City. Mayer Lambert Mayor Lambert pointed out to Mr. Cassata that tax revenues are not keeping pace with necessary City expenses, due to the amount of time which must elapse before new homes and new businesses are on the tax roll. Meeting On motion by Stewart, seconded by Welch, Adjourned the Special meeting of the City Council of the City of Huntington Beach adjourned at 8:50 o'clock P.M. Motion carried.
