COMMISSIONERS ABSENT: None.
ADJOURNED MEETING- 6:30'P.M. - STUDY SESSION
Chairman Stang called the adjourned
meeting of the City Planning Commission to order at 6:30 P.M.
DISCUSSION: INTERIM PARK STUDY:
A lengthy discussion was held by
the Commission on the report entitled "Interim Guide to the
Selection of Park and Playground Sites." The report had been
prepared by the Staff in anticipation of the release of park
acquisition funds early in January.
.-The Secretary pointed out to the
Commission that the report dealt'primarily with.the need for
park and playground sites particularly in the parts of the
city where very little land is available.
The Commission.discussed the ad-
visability of acquiring larger community parks rather than
small neighborhood sites. It was the concensus that a series
of parks next to school sites would better serve the needs of
the residents.
A MOTION WAS MADE BY WORTHY AND
SECONDED BY CRABB TO RECOMMEND ADOPTION OF,THE INTERIM GUIDE TO
THE SELECTION OF PARK AND PLAYGROUND SITES TO THE CITY COUNCIL.

FURTHER A MOTION WAS MADE BY CRABB
AND SECONDED BY LETSON REQUESTING THE CITY COUNCIL TO SEEK THE
COMMISSION'S ADVICE ON SPECIFIC SITES PRIOR TO ACQUISITION.

REVISIONS TO 11R" ZONES: The Secretary informed the Com-
mission that.Mr. Ted Hanson
requested to make various comments
regarding the parking -=requirements particularly for multiple
family use.
Mr. -Hanson addressed the.Com-
mission and.spoke against the proposed parking revisions of
R-3 and R-4'zones.. He further stated that it is impossible for
a land owner to develop his.property to its full use since the
proposed revision requires two parking spaces per each unit.,
The Commission appreciated the
Comments and will consider them in future studies on the re-
vised R zones. -
7:30 P.M. THE CHAIRMAN CALLED THE REGULAR MEETING OF THE

reasons for -denial of zone -case No 267, were accepted as trans-
cribed and mailed,,by the -Secretary. _ ..

was read by the Secretary.
•.•The hearing was opened to the
audience. Ray Mercardo, representing the applicant, -addressed
the Commission and stated that there were no objections to the
conditions contained in the Subdivision Committee Report.

SECONDED'BY-MILLER TO•APPROVE TENTATIVE TRACT MAP NO 4889 UPON
THE FOLLOWING CONDITION:
1. All Standard Subdivision Requirements that are applicable

The subdivision Committee'Report
was read by the Secretary.
The hearing was opened to the "
audience. Ray Mercardo, representing the applicant, addressed
the Commission and stated that the developer concurs with the
Subdivision Committee Report.
A MOTION WAS MADE BY CRABB AND
SECONDED BY LETSON TO APPROVE TENTATIVE TRACT MAP NO 4955 UPON
THE FOLLOWING CONDITIONS:
1. Sewer, :water and drainage easements as necessary shall meet
withthe approval of the City Engineer."

Secretary.
The hearing was opened -to the
audience. B. H. Heenan,Heil Avenue, addressed the Commission
and opposed the zone change.
Roger Teel, 5512 Middlecoff Drive,
protested the subject zone change.
George Boston, representing Pantry
Markets, proposed future tenants, addressed the Commission and
spoke in favor. He further stated that in near future there
will be great need for more stores in the area.

Lane, addressed the Commission and requested that the proposed
zone change be denied.
Mr. Thomas Hamilton, 16421

further stated that -it would increase the traffic .f Low. - _ .
There being no further comment,
the hearing was closed.
Commission discussion was held
at length.. It.was noted that the proposed commercial develop-
mentet the half -mile interval and particularly at the inter-
section of two half -mile streets was not desirable.
RESOLUTION NO 301 A, Resolution of the City Plan-
ning Commission Recommending
Denial of Zone Case No 301 to
the City Council.
A MOTION WAS MADE BY LETSON
AND SECONDED BY CRABB TO ADOPT RESOLUTION NO 301 RECOMMENDING
DENIAL OF ZONE CASE NO 301 TO THE CITY COUNCIL FOR THE FOL-
LOWING REASONS:
1. There is no demonstrated need for additional shopping
facilities in the area.
2. The property'is-situated at a one-half mile intcrsecti'on
which is not the best location for a commercial 'zoning.

The Secretary read the Staff
report.
The hearing was opened to the
audience. Mr. Gerald Lance, representing the applicant,
addressed the Commission and stated that the applicant will
' accept the suggested R-3 zone if the Commission feels it is
preferable to the requested R-4 zone.
There being no further comment;'
the hearing was closed.
- Commission discussion was held.
It was noted that as to zoning, everything east of Huntington -
Street, with the exception of the adjoining tract is zoned R-2
and to the west is industrial zoning.
RESOLUTION NO 302 A Resolution of the.City Planning
Commission Recommending Approval
of Zone Case No 302 for an R-3
rather than R-4 zone to the City
Council.
A MOTION WAS MADE BY MILLER -AND
SECONDED BY LETSON TO ADOPT RESOLUTION NO 302 RECOMMENDING
APPROVAL.OF ZONE -CASE NO 302 FOR AN R-3 ZONE RATHER THAN R-4
TO THE CITY COUNCIL FOR THE FOLLOWING REASONS:
1. The present setback requirements in the R-4 zone are
inadequate.
2. An R-3 zone permits the same uses and the same number of
units as the R-4 zone.
3. A -multiple zone such as-R-3 would provide for a transition
between the industrial property and residential property in
the area.

THE RESOLUTION=WAS ADOPTED.
ZONE CASE NO 303 Change of zone from R-2 Two Family

Multiple Family Residence District.
Located at the northwest corner of Utica Avenue and Florida
Street and legally described as Block 2108, East Side Villa Tract.
The Staff report was read by the
Secretary.
The hearing was opened to the
audience. Mr. Howard Maxwell, 800 E. Commonwealth Avenue,
Fullerton, California, agent for the applicant, addressed the
Commission and spoke in favor of the proposed zone change.

Mr. Queyrel, MacDaniel Engineering,
representing the applicant, addressed the Commission and also spoke
in favor -of the'zone case.
There being no other'comment,
the hearing was closed.
Commission discussion was held.
It was noted that most of the area is zoned R-2 with, an area of
M-2 to the south which is expected to be rezoned for residential
use.
The Planning Director informed
the Commission that the investigation of the area indicates that
everything that.has been built in the -'area complies with the R-2
standards.
RESOLUTION -NO 303 A Resolution of -the City Planning
Commission Recommending Denial
of Zone Case No 303 to the City
-Council.
A MOTION WAS MADE BY BAZIL AND
SECONDED BY MILLER TO ADOPT RESOLUTION NO 303 RECOMMENDING DENIAL
OF ZONE CASE NO 303 TO THE CITY COUNCIL -FOR THE FOLLOWING REASONS:
1. Investigation of•the-area indicates that all structures and
uses existing in the area comply with the R-2 Two.Family
Residence District standards for which the property presently
is zoned. ,
2. There is no justification for introducing more.concentrated
uses in the neighborhood.

THE RESOLUTION WAS ADOPTED.
USE VARIANCE: UV r500 To allow the construction of -
Applicant: A. L. Gindling four model homes, complete with.
all street improvements and
landscaping in the R-1 Single Family Residence District. Lo-
cated approximately 100 feet north. of -Bolsa Avenue .and between
Springdale and Edwards Streets and legally described as Lots
No 9, 10, and 23 and 24, Tract No 3849.
The Staff report was read by the
Secretary.
The hearing was opened to the
audience; there being no comment, it was closed.
Commission discussion was held.
The Planning Director pointed out to the Commission that this is
a case where the subdivider wants to construct model homes for
a new tract before -the tract is recorded.

A MOTION WAS MADE BY KAUFMAN AND
SECONDED BY CRABB TO APPROVE USE VARIANCE UV #500 UPON THE
FOLLOWING CONDITION:
1.. There shall be posted a $1000 bond per house to guarantee
conversion to -dwellings after their use as models or their
removal in the event the tract does not materialize.
ROLL CALL VOTE:
