MINUTES: On motion by Miller and seconded by Crabb, the Minutes of the Huntington Beach Planning Commission of December 18, 1962, were accepted as transcribed and mailed by the Secretary. TENTATIVE TRACT MAP No 4954 Number of Lots: 20 Subdivider: Stanley Bell Total Acreage: 5.66 Engineer: Voorheis-Trindle-Nelson, Inc. Located south of Warner Avenue, approxi- mately 1320 feet west of Newland Street, and legally described as being a portion of the NWk of the NWT of Section z5-5-11. The Secretary read a letter from Frank Richardson of Voorheis-Trindle-Nelson, Inc., representing the Subdivider, requesting a continuance of Tentative Tract No 4954 for two weeks, to allow time for staff cnnsideration of a revised Tentative Map. ZONE CASE NO 304 Change of Zone from A-l-X General Applicant: Agricultural District as adopted Frank Cracchiolo by Interim Ordinance No 668 to R-2 Two Family Residence District. Located on the west side of Ash Street and approximately 400 feet south of Cypress Avenue, and legally described as the east half of Lot No 5, Block D. Tract No 436. The Staff report was read by the Secretary. The hearing was opened to the audience. C. L. Warren, 17172 Ash Street, addressed the Commission and opposed the zone change. Frank Cracchiolo, applicant, addressed the Commission and spoke in favor. He further stated that many lots in the community contain homes and that the area is no longer agricultural. Harry R. Hudson, 17191 Ash Street, addressed the Commission and opposed the subject zone change. Mrs. Frank Cracchiolo, 16572 Rhone Lane, addressed the Commission and spoke in favor. Joseph Capocciama,'19233 Beach Boulevard, addressed the Commission and also spoke in favor of the proposed zone change. - 3 - 377 Page #4 Minutes - H. B. Markson, representing the Alpha Beta Acme Markets, Inc., addressed the Commission and stated that the area to the west should be considered since . it is zoned industrial. There being no further comment, the hearing was closed. Commission discussion was held._ It was noted that the general area is presently zoned in the hold -over County A-1 zone which does allow a duplex on each parcel. The Secretary pointed out to the Commission that several properties in the community are developed with limited multiple family use though the majority of lots contain single family homes. USE VARIANCE NO 505 To allow the construction of general Applicant: Huntington uses permitted in C-2 zone plus Harbour Corp. the following marina -related uses: (1) Boat sales, boat building and repair, boat launching, boat storage, boat mooring facilities of any type, including piers, docks, wharves, slips or ramps. (2) Boat fuel and service facilities. (3) Boat and marine stores, supplies, parts and accessory shops. (4) Private boat and/or beach clubs, restaurants, service stations (automobile): Located north of Warner Avenue and approximately 900 feet west of Algonquin Street in the R-1 Single Family Residence District. Legally described as Lot No 174, Tract No 4880, also that portion of fractional Section 29-5-11. The Secretary read a letter sub- mitted by Martin Fenton, Jr., Huntington Harbour Corp., re- questing a -continuance of Use Variance No 505 for two weeks. (1) On waterfront lots (Lots 1 thru 76) a front yard setback of 10 feet except that the setback shall be 20 feet where the garage is entered directly .-from the street. (2) On non -waterfront lots (Lots 77 thru 110) a setback of 15 feet except that the setback shall be 20 feet where the garage is entered directly from the street. (3) On -waterfront lots, a rear yard of 10 feet. (4) On non -waterfront lots a rear yard of 20 feet except that one wing of the main building, not wider than 25% of the narrowest width of the lot may project to not less than 10 feet from the rear property line. (5) Side yards of 5 feet except that fireplaces may project 3 feet into the required side yard for a maximum lineal distance of 10 feet. Located north and east of Channel Lane and legally described as Lots 1 thru 110, Tract No 4677, Huntington Harbour. The Staff report was read by.the Secretary. The Secretary informed the Commission that this case involves all of the second island of Huntington Harbour and apparently the developers wish to continue the same type of development as is taking place on the first island. Mrs. Nolan, applicant, addressed the -Commission and spoke in favor of the subject variance. Fire Chief Higgins, addressed the Commission and stated that there is great need for a Pre - School facility for children in our city. Mrs. Arthur West, 920 California Street, addressed the Commission and opposed the subject variance. A. J. Parker, 1012 Huntington Street, addressed the Commission and spoke in favor. Mrs. Willis, 20861 Catamaran Lane, Huntington Beach, addressed the Commission and also favored the proposed Day Nursery. There being no other comment, the hearing was closed. Commission held a discussion at length. It was noted that the property involved is located in the midst of an area developed exclusively to single family homes. Several blocks away there are a few existing multiple family dwellings which have been built to the R-2 standards. A MOTION WAS MADE BY MILLER AND SECONDED BY LETSON TO APPROVE USE VARIANCE NO 506 UPON THE FOLLOWING CONDITIONS: 1. 'The approval of UV #506 shall expire January 2, 1966. 2. All children shall be confined to the premises. REASONS FOR APPROVAL OF THE APPLICATION: 1. There is a need for Day Nursery or Pre -School facilities for children and the.applicant is qualified. USE VARIANCE NO 508 To allow the construction of two Applicant: John Conley four unit apartments on lots -con- taining less than the required area in the R-2-0 Two Family Residence District combined with oil production. Located west of England Street and•approximately 54 feet north of Lincoln Avenue, and legally described as Lots 3, 4, 5; and 6, Block 1205, Vista Del Mar Tract. Commissioner Letson stated he would withdraw from consideration of this application since he lived across the street. The Secretary read the Staff report. Planningg Commission Wednesday, January 2, 1963 Kenneth Flemming, 1214 Delaware Street, addressed the Commission and vigorously opposed the subject variance. He also submitted a petition with 23 signatures of surrounding property owners recommending denial. John Conley, applicant, addressed the Commission and spoke in favor of the proposed two four unit apartments. Edward Velazquez,'1206 Delaware Street, addressed the Commission and opposed the subject variance. There being no other comment, the hearing was closed. Commission discussion was held. The:.Planning Director informed the Commission that in order to put four units on a lot in the R-2 zone, 8000 square feet would be required which -in this case is 1385 square feet short of enough area. It was also noted that the general area is fairly well developed to single family and multiple family use, all of which was built to the R-2 standards. AREA VARIANCE NO 509 To allow the construction of Applicant: Richard E.'Farrell an attached garage to encroach to within -10 feet from the rear property line in deviation to the required 15 ft rear yard setback in the R-1 Single Family Residence District. Located on the,east side of Pine Street and approximately 100 feet south of Springfield Avenue, and legally described as Lot No 10,-Block 1701, Tract No 12, known as 1734 Pine Street, Huntington Beach. The Staff report -was read by -the Secretary. The hearing was opened to the audience; there being no comment, it was closed. Commission discussion was held. Planning Commission Wednesday, January 2, 1963 C01,1MUNICATION: The Secretary read a communication submitted by the Huntington Beach Recreation Commission to the City Council and referred to the Planning Commission regarding the recent action to pur- chase two park sites adjacent to schools in the northern and eastern areas of the aity, utilizing a portion of the fund width has been set aside for this purpose. In order to bring the per lot fee more into line with the one acre per 100 home choice, the Recreation Commission voted at their last regular meeting December 12, 1962, to recommend to the City Council that the per lot fee be raised to $150 per lot and an ordinance be so enacted. length. Commission discussion was held at It was felt that if the fees were increased too much, the City would be subjected to further law suits and further impounding of funds. The City -Attorney suggested -that there may be other means of raising park funds. COMMUNICATION: -EXTENSION OF TIME .TENTATIVE TRACT MAP NO 4039 The secretary read a letter submitted by George D. Buccola requesting an extension for an additional one year -period on approved Tentative Tract Map No 4039. • The tentative map was originally approved on February 21, 1961, and a one year extension of time for recording was approved a year ago. The Planning Director informed the Commission that under the Section 11554 of the State Subdivision Map Act a maximum of one extension of time may be granted and, thereafter, a new tentative map must be filed. A MOTION WAS MADE BY KAUFMAN AND SECONDED BY MILLER TO RECOMMEND DENIAL OF AN ADDITIONAL ONE YEAR EXTENSION OF TIME FOR TRACT NO 4039 TO THE CITY COUNCIL. Planning Commission Wednesday, January 2, 1963 DISCUSSION: Assistant Building Director Samuel Ferguson displayed preliminary.plans for. the Methodist Church proposed for the corner of -17th Street -and Delaware Street. A condition of the variance granted for.the church was that the building plans be submitted for approval.by the Planning Commission. Since the plans are only preliminary the Commission -could not give formal approval, however, it was the concensus that the layout appeared satis- factory.• It was noted that the parking arrangement does not meet adopted standards and the Sanctuary exceeds the height limit. = THERE BEING NO FURTHER BUSINESS THE MEETING WAS ADJOURNED TO JANUARY 8, 1963, AT 7:30 P.M.
