TRACT NO 4416 - Revised
The Secretary read the Subdivision
Committee report and the hearing was opened to the audience.
There being no comment, the
hearing was closed.
The motion was made by Kaufman
and seconded by Worthy to approve the Revised Tentative Map
of Tract 4416 upon the following conditions:
1. The revised tentative map shall be the approved layout.
2. All applicable conditions of approval dated December 4,
. 1962, shall be complied with.
ROLL CALL VOTE:
AYES: Crabb, Letson, Bazil, Kaufman, Worthy, Miller,
Chairman Stang.
NOES: None.
ABSENT: None.
THE MOTION CARRIED.
DISCUSSION: Revised "R" Zones
A lengthy discussion was held with
Jim Deane, representing Deane Brothers Construction Company;
Ken Carlson, representing Voorheis-Trindle-Nelson; Warren
Huber, representing Macco Realty; Leon Rudderman, representing
Cluster Housing Consultants; and Jack Rundall, representing
the Home Builders Association, participating. It was the
feeling of the builders that considerable flexibility should
be allowed in the R-1 Zone in -order to encourage freedom of
design and dwelling arrangement. A series of sketches showing
a variety of designs with varying lot sizes, park areas and
densities were displayed by Mr. Deane and Mr. Carlson. It
was also discussed that there are different problems for
individual custom construction and for tract development under
the control of a single developer.
It was the concensus of the
Commission that reasonable flexibility is desirable and that

the comments of the developers would be given serious consideration.
The Staff agreed and will draft suggestions along the lines of the
discussion for consideration as soon as possible.
MASTER PLAN OF LAND USE
STUDY AREA I (TALBERT VALLEY)
The Staff reviewed the re-
port and plan of the -Tentative -Land Use Plan "for Study Area I -
Talbert Valley with the Commission. Commissioner Kaufman
questioned the quantity of multiple family area shown in the
vicinity of Atlanta Avenue,,Brookhurst Street and the proposed
freeway.
It was the concensus that
the plan was acceptable for holding the required public hearing.
THE MOTION OF CRABB WAS
SECONDED BY LETSON TO SET THE MATTER FOR PUBLIC HEARING ON
FEBRUARY 19, 1963.

THE MOTION CARRIED:
PROPOSED DUMP SITE
SUNSET HEIGHTS AREA A letter was read from the
Committee on UV 5081 re-
questing the Commission to further consider UV 5081 referred to
the Commission by the County. The variance has been requested
to establish a dump on the east side of Bolsa Chica Street about
600 feet south of Warner Avenue. The letter requested that in
addition to the previous conditions recommended by the Commission
that they also recommend that the operation be.limited to a
"Class C" dump for inert material only.
After discussion, the
Commission agreed that the additional condition was reasonable
and the Secretary was instructed to so notify the Orange County
Planning Commission.
PROPOSED ZONE CHANGE
SUNSET HEIGHTS AREA A letter was read from
Dick LaRue, owner of
property within the recently completed Huntington Harbour #3
Annexation, requesting the Commission to initiate a change of
zone to R-3 for most of the area and suggesting a study by the

Staff to determine precise boundaries.
The area involved is located be-
tween Warner and Los Patos Avenue and east of the bend in
Warner Avenue. The Commission agreed that a study was in
order and that the Commission could initiate the change since
there are a great many property owners involved. The Staff
was instructed to study the area and report in the near future.
CHANGES OF ZONE
CITY OF FOUNTAIN VALLEY The Planning Director reported
that the City of Fountain Valley
was considering three changes of zone on property adjacent to
the City of Huntington Beach. Zone Case 34 proposes a C-1
Zone at the northwest corner of Cannery and Garfield; Zone
Case 36 proposes 20 acres of C-2 Zone at Brookhurst and
Garfield; Zone Case 40 proposes 20 acres of C-1 Zone at
Brookhurst and Ellis and R-1 Zone on some additional property.
After discussion, it was the
concensus that Zone Case 36 was not objectionable and that
portions of Zone Cases 36 and 40 should be recommended for
denial. It was felt that too much commercial area would
result and that it would amount to strip zoning along Brook-
hurst. The Secretary was instructed to so notify the
Fountain Valley Planning Commission.
CITIZENS COi\IvIITTEE PARK REPORT
Copies of the report "Development
of Parks and Recreation Areas in the City of Huntington Beach"
developed by the Citizens' Advisory Committee on Parks,
Recreation, Cultural Development and Libraries were distributed
to the Commission. The report had been referred to the
Planning Commission by the City Council with the request that
the report be studied and a report be made to the Council at
an early date.
The Commission will study the report
and will consider the matter further in the near future.
