Ray Mercado, representing the subdivider, addressed the Com-
mission and stated that there were no objections to the
conditions contained in the Subdivision Committee report.
There being no further comment, the
hearing was closed.
A MOTION WAS MADE BY WORTHY AND
SECONDED BY CRABB TO APPROVE TENTATIVE TRACT MAP NO 5039
UPON THE FOLLOWING CONDITIONS:
1. The cul-de-sac shall be extended to the south boundary of
the tract.
2. All provisions for drainage shall meet with the approval
of the City Engineer.
3. The drainage channel shall be fenced in a manner meeting
with, the approval of the City Engineer.
4. All provisions of Section 9751.21 Park and Recreation Site
requirements shall be complied with.

SECONDED BY WORTHY TO ADOPT RESOLUTION NO 313 RECOMMENDING
APPROVAL OF ZONE CASE NO 313 TO THE CITY COUNCIL FOR THE
FOLLOWING REASONS:
1. Several properties in the community are developed with
limited multiple family use. -
2. The present zoning allows one residence or duplex on
each. parcel.
3. The Master Plan of Land Use studies for the area indicate
a medium density development.

audience. Mr. Paul Schilling, President of Artesia Growers
Association, addressed the Commission and spoke in favor of
the subject variance.

Commission discussion was held at
length. The Secretary informed the Commission that this
application is for an addition of two buildings to the
existing labor camp necessitated by an increased demand for
farm labor. He further stated that the new buildings are to
be the same type as the existing buildings and apparently would
increase the capacity of the camp by some 20-25%.

Mr. William Shannon, 8231 Atlanta Avenue. addressed the Com-
mission and opposed the area variance.

addressed the Commission and questioned the height of the
proposed block wall abutting the alley.
Mr. Victor Brandewie,-applicant,
addressed the Commission and spoke in favor. He further
stated that he would like to construct the patio in the
front yard area.
Mrs. Sh.annon,-8231 Atlanta Avenue,
addressed the Commission and opposed the subject variance.

frequently be an annoyance to neighbors. It was the concensus

The Secretary informed the Com-
mission that earlier on the agenda was a Zone Case requesting
an R-2 Zone for Parcels II and III of this application. He
further pointed out to the Commission that this case is
similar to several others which. have been approved in this
community.

AND SECONDED BY MILLER TO RECOMMEND GRANTING AN EXTENSION
OF TIME FOR ONE YEAR FOR TENTATIVE TRACT NO 4392 TO THE
CITY COUNCIL.

THE MOTION CARRIED.
COZ1,1UNICATION: The Secretary read a letter
submitted by Mr. C. B. Rowland,
requesting an interpretation to allow a pet shop in the C-1
zone.
It was the unanimous concensus
that such. use is not similar to the uses permitted in the C-1
Zone and further that establishement of a pet shop in the
area should be the subject of a public hearing; therefore, it
will be necessary to first apply for a variance.

AND SECONDED BY CRABB THAT"THE COMMISSION FINDS THAT A PET
SHOP IS NOT SIMILAR TO THE USES LISTED IN THE C-1 NEIGHBORHOOD
C3MMERCIAL DISTRICT.

The Secretary read a communi-
cation submitted by the Orange County Planning Commission
regarding Area Variance No 5420 to allow the construction of
a service station in the rear yard and pump islands and
canopy within the required setback in the 100-C2=10,000
General Business District. •
The Commission held a dis-
cussion.
It was the unanimous recom-
mendation that approval of the application be granted upon
the following conditions:

ORDINANCE NO 956 The Secretary presented a
proposed ordinance to allow
detached canopies in setback areas; to require a Use Permit for
apartments, etc. in the R-5 Zone; to require a Use Permit for
hospitals in those zones where hospitals are now permitted.
The Secretary informed the
Commission that the amendments were presented to the Council
and that the Council initiated.the change referring it to the
Commission to proceed with. the necessary hearings.
It was the concensus that the
proposed amendments to the Huntington Beach. Ordinance Code are
acceptable for holding the required public hearing.
A MOTION WAS MADE BY KAUFMAN
AND SECONDED BY CRABB TO SET THE MATTER FOR PUBLIC HEARING ON
MARCH 19, 1963.
