Monday, February 25, 1963
Mayor Lambert called the regular adjourned
meeting of the City Council of the City of Huntington Beach to order
at 7:30 o'clock P.M. This meeting was adjourned from the regular
meeting of the Council held February 18, 1963.
The Pledge of Allegiance was given by all
present in the Council Chamber.
Councilmen Present: Wells, Gisler, Stewart, Welch, Lambert
Councilmen Absent: None
DV #175 Pres. A petition for a Division of Land - DV #172 -
H.L. Gleason from H. L. Gleason of orange, to allow a
division of land on property located west of
Florida Street and north of Utica Avenue into three separate parcels
in the R-2 Two Family Residence District, was presented by the Clerk
who informed the Council that the Planning Commission had recommended
denial of this division of land.
Planning Director Planning -Director Warner addressed the
Warner Council and gave them a resume' of the
Planning Commission reasons for recommend-
ing denial of this division of land.
Pub. Hearing Ord. On motion by Wells, seconded by Gisler,
DV #172 Council ordered a public hearing for Monday,
March 18, 1963, at 7:30 o'clock P.M., or as
soon' thereafter as possible, on Division of Land - DV #172, and
directed the Clerk to publish notice of same. Motion carried.
DV #]r85 Pres. A petition for a Division of Land - DV #185 -
James Praggastis from Mr. James Praggastis of Seal Beach, to
,permit_ division of property located at the
northeast corner of Beach Boulevard and Slater Avenue, from two par-
cels into four separate parcels, was presented for Council consider-
ation. The Clerk informed the Council that the Planning Commission
had recommended approval of this division of land.

Approved Council approved the Planning Commissions
recommendation and granted DV #185 to
Mr. Praggastis. Motion carried.
DV #182 Pres. A petition for a Division of Land - DV #182 -
Robert Stellriht from Mr. Robert Stellreht of Huntington Beach,
to allow a division of land on property
located north of Cypress Avenue and between Elm and Ash Streets,
which had been recommended by the Planning Commission subject to
stipulated conditions, was presented for Council consideration.

DV #182 On motion by Stewart, seconded by Gisler,
�_oye!^ Council approved the recommendation of the
Planning Commission and granted Division
of Land - DV #182, with conditions stipulated by the Planning
Commission. Motion carried.
Lamb offer to The City Administrator presented a
Sell Prop. to City communication from Mr. Walter Lamb of
Chino, California, making an offer to sell
the City a piece of property amounting to .925 acres located on
Cannery Street adjacent to a City park site.
Mr. Dorsey Fick - Mr. Dorsey Fick, agent for Mr. Lamb,
Lamb Agent addressed the Council to discuss the
asking price which had been set on the
property.
Under Advisement - Following some discussion by the Council,
Ref, to Adman. a motion was made by Welch, seconded by
Gisler, that Council take this matter
under advisement and refer it to the City Administrator to negotiate
toward the purchase, and report back to the Council. Motion carried.
Agreement Pres. The Clerk presented an agreement between
L.B. Humane Society the City and the Long Beach Humane Society,
dba Huntington Beach Humane Society, for
service as animal control officer for the City, for Council
consideration.
Term of Contract The City Attorney informed the Council that
Five Years the only change which had been in this
renewal contract was an extension of the
term of the contract to five years.
Action Deferred Following some discussion by the Council,

Gisler, that action be deferred on this
agreement until the meeting of March 4, 1963. Motion carried.

present contract between the City and the
Long Beach Humane Society, dba Huntington Beach Humane Society,
until approval of a new agreement. Motion carried.
Revenue Bond Elect -on On motion by Stewart, seconded by Welch,
Sot - April 30, ?.9r,-" Council authorized the Clerk to set
April 30, 1963 as the date for an election
for Revenue Bonds for the Water Department. Motion carried.
Bond Amount Set - On motion by Stewart, seconded by Welch,
§51700;000.000 Council directed the Clerk to set the
amount of bonds to be voted on at the
proposed election at the sum of five million seven hundred thousand
dollars ($5,700,000.00). Motion carried.
Supp. Prol osa,. ,Appr. On motion by Welch, seconded by Gisler,
W-Melven_y & Myers Council approved the supplemental proposal
from O'Melveny and Myers to act as bond
attorneys for the City, based on the amount of $5,700,000.00.
Motion carried.
W.O.C.W.B. Req. Mayor Lambert informed the Council that
Commitment negotiations of the West Orange County
Water Board would require a commitment on
behalf of the City of $720,000.00 as soon as the Board's contract
for the new Feeder Line No. 2 went to bid,.and requested that
Council consider directing the City's representatives onthe Board
in this matter.

Auth. City Pint. On motion by Stewart, seconded by Welch,
West Feeder No. 2 Council authorized the members of the West
Orange County Water Board representing Hunt-
ington Beach to commit the City to payment of $720,000.00 for the
City's share in the construction of the new Feeder No. 2, regardless
of the passage of any bond issue, if the money were needed. Motion
carried.
Geo. Abbond - P.D. The City Administrator presented a letter
Req. 3 nio. Leave from the Chief of Police informing the
Council that Mr. George Abbond, Policeman,
had requested a three month leave of absence beginning March 1, 1963,
because of health reasons.
Geo. Abbond Leave On motion by Stewart, seconded by Gisler,
Auth. 3/1/63 Council authorized Mr. George Abbond,
Policeman, to take a three month leave of
absence beginning March 1, 1963. Motion carried.
Tract Map #38C8 Mayor Lambert informed Mr. Dale H. Heinly,
Appeal to Con&'.tions Attorney representing Holland Homes, Inc.,
who was present in the audience, that the
Council would hear any appeal he might have to make to conditions
imposed by the Planning Commission in their approval of Tentative
Tract Map 43898.
Dale Heinly - Atty. Mr. Heinly addressed the Council, and asked
Holland Homes, Inc. to withdraw protests filed on items 4 and 6
of the conditions imposed, and to continue
their protests on items 3 and 5.
Ref, to Atty. Following some discussion by the Council,
For Studer & Report a motion was made by Wells, seconded by
Gisler, to refer the protest of the Holland
Homes, Inc. to conditions 3 and 5 imposed by the Planning Commission
in their approval of Tentative Tract Map #3898, to the City Attorney
for study, with instructions to report his recommendations in this
matter to the Council on March 18. Motion carried.
Mr. Heinly - Mr. Heinly, on behalf of Holland Homes, Inc.
No Objections addressed the Council, and asked that it be
made a matter of record that the Subdivider
had no objections to the continuance of this matter.
Holland Homes On motion by Wells, seconded by Gisler,
Records No Objections the Clerk was instructed to show in the
minutes that Holland Homes, Inc. had made
it a matter of record that they had no objections to the continuance
of this matter to the meeting of March 18, 1963. Motion carried.
Ord. No. 954 The Clerk gave Ordinance No. 954 a second
Second Reading reading by title - "AN ORDINANCE OF THE CITY
OF HUNTINGTON BEACH AMENDING SECTIONS OF THE
HUNTINGTON BEACH ORDINANCE CODE RELATING TO SALARY CLASSIFICATIONS
AND ALLOCATIONS."

Comm, League ofCal. The City Administrator presented a commun-
Cities Sen. Comm. ication from the League of California
Cities regarding Senate Bill No. 344 -
Hearing by the Senate Committee on Transportation on Tuesday, March
5, Mr. Miller explained to the Council some of the changes which
would come about by the adoption of Senate Bill No. 344, and in-
formed the Council that he believed they should consider the matter
carefully.
Admin. to Inform, Following some discussion by the Council,
Sen.. Collier of Sup2ort the City Administrator was instructed to
prepare a letter to Senator Collier,
Chairman of the Senate Committee on Transportation, to inform him
that the City is in full support of Senate Bill No. 344. The
letter is to be presented to all Councilmen for signing, and copies
are to be sent to all local legislators.
Adjourned Meeting On motion by Wells, seconded by Welch,
Adjourned the regular adjourned meeting of the City
Council of the City of Huntington Beach
