COMMISSIONERS PRESENT: Crabb, Letson, Bazil, Kaufman,
Worthy, Miller.
COMMMISSIONERS ABSENT: • Chairman Stang.
MINUTES: Vice Chairman Kaufman called the
meeting to order at 7:30 P.M. and
asked if anyone in the audience had comments for revisions of
R-Zones.
Mr. Warren Huber, Macco Realty
Company, suggested that the City consider adoption of a zoning
classification similar to the County PD (Planned Development)
provisions. He further suggested it would be well to include
provisions for review of preliminary plans in order that the
expense of detailed plans could follow some type of preliminary
approval.
Jim Deane of Deane Brothers supported
the suggestion for some type of provisions for planned develop-
ments allowing for as much flexibility of lot sizes, yard
requirements, etc. as possible.
The Commission discussed at great
length the possibilities of allowing average lot sizes with a
minimum of 40 ft'width and 4000 square feet in area, reduction
of front yards for buildings and fences and elimination of-
side yards for two adjoining lots.
The draft of proposed revision of
the R-1 Zone was reviewed in detail and further revisions were
suggested including: variations in lot sizes with the minimum
of 4000 square feet and an average of 6000 square feet and 65
ft width on corner lots; allowance for 10 ft setbacks for
dwellings and 6 ft fences in the front provided sight distance
at -intersections and driveways is maintained and also provided
that a garage which is entered directly from the street maintain
a 22 ft setback; provisions for reduction of side yards to zero
with use of common wall construction on two adjoining lots
provided the opposite side yards are increased.
The revisions proposed for the R-2
were given detailed study and it was agreed that yard require-
ments could be essentially the same as the R-1 Zone. The

proposed revision contained a section providing for a Use Permit
for construction of more than four units on a parcel and it was
felt that a review committee composed of the Planning, Building
and Engineering Departments could be formed for review of such
plans with a provision for appeal to the Commission.
The proposed revisions of
the R-3 Zone were given detailed study and it was felt that the
front yard could be reduced to five feet but still maintaining
a 22 ft setback for garages. It was also felt that the proposed
departmental review committee could pass upon structures over
two stories in height.
The proposed revised_R-4
Zone was felt to be essentially the same as the R-3 Zone.
The proposal for establishing
minimum floor areas was discussed'at length. Several subdividers
mentioned that they could build acceptable houses with less
square footage than proposed. The Staff was requested to con-
tact other Cities to determine their experience with requiring
minimum floor areas.
It was agreed that the drafts
of the proposed revisions would be further revised and'new drafts
prepared for further consideration at a future meeting.
There being no further
business to come before the Commission, the meeting adjourned.
