COMMISSIONERS PRESENT: Crabb, Letson, Bazil, Kaufman,
Worthy, Miller, Chairman Stang.
COMMISSIONERS ABSENT: None.
MINUTES: On motion by Worthy and seconded by
Letson, the Minutes of the Huntington
Beach Planning Commission of February 26 and March. 5, 1963,
were accepted as transcribed and mailed by the Secretary.
TENTATIVE. TRACT MAP NO 4992
Number of Lots: 88 Subdivider: Buchanan Development Co.
Total Acreage: 18.078 Engineer: Paul Calvo Co.
Located on the west side of Bushard
Street, approximately 660 feet north of Banning Avenue -and
legally described as being a proposed subdivision of the NZ
of the SE4 of the SW4 of Section 18-6-10.
The Subdivision Committee Report was
read by the Secretary.
Commission discussion was held. The
Secretary informed the Commission that due to location of
this tract within the Talbert Water District and the irrigation
with sewer effluent which creates a hazard to the public
'health., complete approval of this tract is not recommended.
It was the concensus-that such time
as the health problem is solved, the tract should be considered
again to complete the tract approval.
A MOTION WAS MADE BY BAZIL AND SECONDED
BY WORTHY TO APPROVE TENTATIVE TRACT MAP NO 4992 upon THE
FOLLOWING CONDITIONS:
1. The layout dated March. 1963 and received March 18, 1963,
shall be the approved map.
2. The Flood Control Channel shall be fenced to Flood Control
District Standards.
3.- Starfire Drive shall be extended to the south.boundary
of the tract.
4. The proposed walkway to the school site shall be improved
to _City Standards including masonry walls along each side.
5. No portion of the tract shall be recorded until such time
as further approval by the Planning Commission is secured
certifying that a solution has been found to the problem
of a health hazard due to irrigation of nearby farm lands
with, sewer effluent.
6. All Standard Subdivision Requirements shall be complied
with..

The hearing was opened to the
audience. William H. Duncan of Huntington Engineering Corp.,
addressed the Commission and spoke in favor of the proposed
multiple residential development.
Fire -Chief Higgins; addressed
the Commission and stated that the proposed street widths
concern the fire department from the point of being a great
hazard, since the fire trucks could not enter the tract. He
further requested that if the proposed development is approved,
the water system should meet the City Water Department.'s-
Standards.
The Secretary informed the
Commission that next on the agenda is a use variance covering
the subject property.
It was the concensus that an
action be deferred until Use Variance No 543 had been considered.

Multiple Family Residence District; and to permit the
following: 1. Waiver of requirement that lots abut a street.
2. Waiver of minimum lot size -requirement.
3. Waiver of all yard requirements.
Located north of Slater Avenue and approximately 300 feet
west of Beach Boulevard and legally described as the W2 of
the E 2 of the S 2 of the SE4 of the NE-4 of Section 26-5-11,
EXCEPT the SIly 330 feet of the Elly 132 feet thereof.
The Staff Report was read by
the Secretary.
The hearing was opened to the

Corporation..addressed the Commission and spoke in favor of
the proposed development.
Mr. Fish, agent for the
developer, addressed the Commission and also spoke in favor.
There being no other comment,
the hearing was closed.
Commission discussion was held.
The Secretary informed the Commission that each lot is to
contain a`fourplex and four attached carports. It was
further noted that the recreation area averages about 71
square feet per person, however, the recommended average for
recreation space is over 250 square feet per person.

FOLLOWING REASONS:
1. Substandard street widths.
2. Lack of drainage from adjoining property.

The Secretary informed
the Commission that the subject variance has been continued

the audience. Bob DeMarco, one'of the' owners, addressed the
Commission and submitted the report on the decibel readings to
the Commission.
The Commission requested
that -the Secretary read the decibel reading to the audience.
Arthur J. Ho,.1451 Solar
Drive, Monterey Park, addressed the Commission and vigorously
opposed the subject variance. Also speaking in opposition
were two land owners adjacent to the subject property.
There being no other
comment, the hearing was closed.
The Commission held a
lengthy discussion.

UPON THE FOLLOWING CONDITIONS:
1. The printing press shall be housed in a concrete block
building constructed with soundproof ceiling and no exterior
windows.

939-1.24, pertaining to the regulations of detached canopies
in the setback area; Use Permit for apartments'in the R-5
Zone; and Use Permit for Hospitals in the C-1, C-2, C-3
and M-2 Zones.
The Secretary presented the
proposed ordinance initiated by the City Council to the
Commission.

addressed the Commission and vigorously opposed the required
Use Permit for hospitals. He further stated that it was
arbitrary, capricious, discriminatory and for the purpose of
obstructing a proposed hospital.
Mr. Gillette requested
that the record show that enactment of this case will not
affect item No 21 on the Agenda, pertaining to Use Permit
No 215 for a proposed hospital.
There being no other
comment, the hearing was closed.

Council.
A MOTION WAS MADE BY WORTHY AND
SECONDED BY LETSON TO ADOPT RESOLUTION NO 319 RECOMMENDING
APPROVAL OF ZONE CASE NO 319 TO THE CITY COUNCIL FOR THE
FOLLOWING REASONS:
1. Several properties in the community are developed with
limited multiple family use.
2. The Master Plan of Land Use studies for the area indicate
a medium density development.

The Secretary read a communication
signed by 17 property owners favoring the proposed zone
change. Also a communication was read by'the Secretary
submitted by H. D. Broughton favoring the proposed multiple
development.
The Staff Report was read by the
Secretary.
Commissioner Bazil stated he
would abstain from participation since one of his business
associates was involved in the case.
The hearing was opened to the
audience. Mrs. Bradford, applicant, addressed the Commission
and spoke -in favor. She further stated that she is an owner
of 10 acres which is involved in the proposed zone change.
Mrs. Pauldtte, 7762 Speer Street,
addressed the Commission stating she was in favor of the
subject zone case.
Frank Doting, 7917 Speer Street,
addressed the Commission stating he was opposed to the

area are several industrial uses. Also the Revised Master
Plan of Land Use, Study Area II, which the Commission has
under consideration recognizes the industrial status of this
area and indicates essentially no change in the zoning of
the subject property.

1. The Revised Master Plan of -Land Use studies for'the
area recognize the industrial status of -this area and
indicates essentially no change in the zoning of the
subject property.
2. Further R._3 zoning in this area would seriously overload
the sewers, water lines, streets and schools in this area.

Commission and opposed the subject variance.
Mr. Tranter, applicant, addressed
the Commission and explained his project at great length.
Dr. Ayers further questioned
the traffic 'flow on Rice Circle.
Pat Myret, adjacent property
owner, addressed the Commission and vigorously opposed the
subject variance.
Mr. John McPherson, next door
neighbor, addressed the Commission and also protested the
child-care center.
There being no further comment,
the hearing was closed.
Fire Chief Higgins:, addressed the
Commission and stated that the building will have to meet
the Fire Marshal Code.
There being no other comment,

The Commission held,a lengthy
