COMMISSIONERS ABSENT: Crabb, Letson MINUTES: TENTATIVE LAND USE PLAN, STUDY AREA II Associate Planner Ken Reynolds thoroughly reviewed. -the, -proposed. revision of a ,p.or�ion of;.the Master Plan of Land -Use designated as Study Area II. This in- cludes the area from Ellis Avenue to Edinger Avenue and east of Goldenwest Street. After considerable discussion by the Commission, it was their concensus that the plan was suitable for holding a public hearing and the Secretary was instructed to advertise a public hearing for the regular meeting of April 16, 1963, at 7:30 P.M. TENTATIVE LAND USE PLAN, STUDY AREA III Associate Planner'Ken Reynolds displayed a map of the preliminary studies for a proposed revision of the Master Plan of Land_Use in the area generally between Ellis Avenue and Bolsa Avenue, west of Goldenwest Street. The Commission had previously instructed the Staff to proceed with this study particularly -•in the vicinity of ,Talbert Avenue and Edwards Street because of a deferred zone case.' - It was explained that the plan was very preliminary, the quantities of area for the various uses had not been calculated and, quite possibly, further refinements in the plan would be necessary. However, the area in which the Commission had requested particular study seemed unlikely to be changed. The Commission agreed that the plan looked quite feasible and requested that the deferred Zone Case 315 be placed on the agenda for the April 2 regular meeting. PROPOSED AMENDMENTS: MASTER PLAN OF ARTERIAL HIGHWAYS The Planning Director reviewed a series of proposed amendments to the Master Plan of Arterial Highways. Many of the amendments are adjacent to the city in Page #2 Minutes - H. B. Planning Commission Tuesday, March 26, 1963 unincorporated area but do affect some of the planned arterials within the city. Some of the proposed amendments involve up- dating the plan in keeping with current developments. After lengthy discussion, the Com- mission felt the amendments were reasonable and instructed the Secretary to advertise the mutter for public hearing at the regular meeting of April 16. TOWN HOUSE DEVELOPMENT STATISTICS The Associate Planner explained statistics which had been received from the developers of Huntington Continental Town Houses at Brookhurst Street and Adams Avenue. The figures were compared to a normal R-1 development covering the same area. Data supplied by the developers indicated that there is an average of .62 children per family which is a much lower average than usual. The ages of the children indicate that about 1/3 are under 6, 1/3 are between 6 and 12, and 1/3 are over 12. The data also indicated that 58% of the families had an income of less than $8000 per year and yet 13% had an income of over $12,000 per year. Additional figures were developed to show the effect of this type of development on sewer and water system capacities and traffic loads on streets. The Commission agreed that care should be taken when considering any future projects of this type. PRECISE PLANS: LOCAL STREET STUDIES Planning Aide Floyd Belsito pre- sented local street studies for two problem areas. First is the area,between Garfield and Ellis and east of Beach Boulevard. This -area -is -complicated by multiple small ownerships, a sub- division and a potential traffic problem resulting from four major churches. Several studies were displayed indicating various ways that streets could be developed to assist in re- lieving traffic and gaining access to many land -locked parcels. The second area is bounded by Talbert Avenue, S.P.R.R., Slater Avenue and Beach Boulevard, a portion of which is known as Liberty Park. About half of the area is developed to residential use and half is zoned for in- dustry with several residential streets dead -ending --.into the industrial area. Several plans were discussed for looping the dead-end streets to aid traffic circulation and to separate the residential and industrial areas. It was the concensus that many.of the alternatives had considerable merit and it was agreed that the affected property owners should be invited to attend a future meeting of the Commission for further informal discussion. -2- ¢8z Page #3 Minutes'- H. Planning Commission Tuesday, March 26, 1963 PROPOSED CODE AMENDMENT: RE: FENCE HEIGHTS A proposed amendment to Section 9296.5 of the Huntington Beach Ordinance Code was pre- sented to allow the normal fence heights to be in addition to the height of any portion thereof used as a retaining wall. The ms.tter will be set for hearing if the City Attorney determines that a hearing is necessary for this type of amendment. COUNTY VARIANCE 5023 The Planning Director pre- sented an amended variance received from the County Planning Commission for a service station at the northwest corner of Bolsa Chica Street and Heil Avenue. After careful review of the plan, it was the concensus that the Commission would re- commend approval and the Secretary was instructed to so notify the County Planning Commission. W. C.
