MINUTES:. On motion by Bazil and seconded by
Letson, the Minutes -of the Huntington
Beach Planning Commission of March 19 and 26,'1963, as corrected,
were acdepted as transcribed and mailed by the Secretary.
TENTATIVE TRACT MAP NO 5050
Number of Lots: 218 Subdivider: Huntington Harbour Corp.
Total Acreage: 63.15 Engineer: Moffatt &'Nichol, Engr.
Located approximately 500 feet north
of Warner Avenue and 2000 feet west of Algonquin Street, and
legally described as being a proposed subdivision of a portion
of Section 20 and Fractional Sect ions'19 and 29, T.5.S., R.11.W.,
and a portion of Fractional Section 30-5-11.
The Subdivision Committee Report was
read by the Secretary.
Commission discussion was held.
A MOTION WAS MADE BY WORTHY AND
SECONDED BY CRiABB TO APPROVE TENTATIVE TRACT MAP NO 5050 UPON
THE FOLLOWING CONDITIONS:
1. The revised tentative map dated March 18, 1963, shall be
the approved tentative map.
2. Approval of this tract shall be subject to approval of
Conditional Exception No UV 553 by the City Council. If
said Exception is not -'so approved, all lot sizes and widths
and all street widths shall comply with City Standards.
3. All waterways shall be deeded in fee to -the city.
4. The tract shall be annexed to the Harbor Maintenance
District now being formed.
5. Extension of waterways surrounding this tentative map
shall be approved by the Orange County Water District.
6. -All applicable standard subdivision requirements shall
be complied with.

single family dwellings and
appurtenant structures on lots when located on waterfront with
minimum area of 5,000 square feet per lot, and --with reduction of
lot frontages and street widths as indicated on Tentative Tract
Map No 5050, being on file in the Planning Department Off ice.
2. To allow front yards on waterfront lots (Lots 1 thru 106)
of 10 feet, except that -the setback shall be 20 feet, where
the garage is entered directly from the street: 3. To allow
rear yards on waterfront lots of 10 feet. 4. To allow rear
yards on non -waterfront lots of 20 feet, except that one wing
of the main building, not wider than 25% of the narrowest width
of the lot, may project to not less than 10 feet from the rear
property line. 5. To allow side yards of 5 feet,'except that

AND SECONDED -BY MILLER TO RECOMMEND APPROVAL OF CONDITIONAL
EXCEPTION UV #553.TO THE CITY COUNCIL.AS FOLLOWS:
1. To allow the development of property for -use for single
family dwellings and appurtenant structures on lots when .

Located west of Edwards Street
and south. of Slater Avenue, and legally described as a portion
of the E z of the E z of Section 28, also a portion of the SW-4
of Section 27-5-11.
The Subdivision Committee Report
was read by the Secretary.
The hearing was opened to the
audience. Wally Nickel, representing the subdivider, addressed
the Commission and spoke at length requesting that the proposed
revision of the tract be granted.
John Horner, representing Aires
Homes, Inc., addressed the Commission and spoke in favor of
the proposed commercial development within the -tract. He
further asked if a revised map could be reconsidered and the
strip zoning approved. -
Chairman Stang informed Mr. Horner
that such action cannot be taken until such time as a report
is submitted by the Subdivision Committee.
There being no further comment,
the hearing was closed.
The Commission held a lengthy
discussion.
A MOTION WAS MADE BY BAZIL AND
SECONDED BY KAUFMAN TO DISSAPPROVE TENTATIVE TRACT MAP NO 4039-
REVISED FOR THE FOLLOWING REASON:
1. The intended use of the parcel, designated as Lot 768,
for commercial purposes would have a detrimental effect
on the future of the general area.

ZONE CASE N0:308 - Continued Change of Zone from A-1-X
Applicant: Chip Chasin General Agricultural District
as adopted by Interim.Ordinance
No 668 and M-1 Light Industrial District to R-5 Professional, Motel
and Trailer Park District. Located at the northeast corner of
Talbert Avenue and Goldenwest Street, and legally described as
.the west 30 acres of the SW4 of the SW4 of Section 26-5-11.
The Staff Report was read by
the Secretary.
The hearing was opened to the
audience. Samuel Salkin, 13016 Euclid Avenue, Garden Grove,
addressed the -Commission and spoke in favor of the subject zone
change.
R. B. Call, 17172 Palmdale
Street, addressed the Commission and opposed the zone case as it
affects the.existing M-1 Zone.
There being no other comment,
the hearing was closed.
It was noted that the subject
zone case was continued from the hearing on February 5, 1963, in
order that studies could -be completed on -the Tentative Land Use
Plan for the area.
The Secretary informed the
Commission that those studies have been completed and the Land
Use Plan is scheduled for -public hearing at the next Commission
meeting. It was further noted that the plan indicates three
potentials for the property. F.irst,, the property lies within the
suggested route of the Huntington Beach Freeway with an interchange
shown with Talbert Avenue. Second, the area west of the freeway
is shown for highway related uses and,third, to the east of the
freeway is the industrial area.
The Secretary further pointed
out to the Commission that the potential land use to the west of
Goldenwest street indicates a park area at the northwest corner
of Goldenwest and Talbert surrounding this medium and high. density
residential development.

arterial highways which could accommodate the traffic
generated by a high density development.'

1. This change would be a further erosion of our -industrial
area which will be vital to the overall economy -of the city.

Applicant: Shell Oil Co. Family Residence District to
C-2 Community Business District
with setback provisions. Located at the northeast corner of
Warner'Avenue and Bolsa Chita Street and legally described as
follows: That portion of Lot 3, Block 5, Tract No 86, beginning
at the intersection of the center line of Bolsa Chica'Street
and Warner Avenue and running thence Elly along the center line
of Warner Avenue 295.00 feet; thence NIly parallel with the
Elly line of said Lot 3,'330.38 feet; more or less; thence Wily
to the center line of Bolsa Chica Street; thence SIly along
said centerline 330.33 feet to the point of beginning.
The Staff Report was read by the
Secretary.
The hearing was opened to the
audience; there being no comment, the hearing was closed.
Discussion was held by the
Commission. The Secretary informed the'Commission that the
property involved in this case is a portion of the area just
recently annexed to the city. He further stated that under
the Code, all annexed properties join the city as an R-1 Zone
regardless of their zoning prior to annexation.
It was further noted that under
the County zoning, this property was zoned C-2 General Business
District which seems proper for a location at the intersection
of two major highways.

Commission held a discussion.
It was noted that the revision of the, Master Plan of -Land Use
which, was reviewed by the Commission at the last meeting,.
indicates this general area for medium density residential
development.

It was noted that the subject property consists of only one

the concensus that the request seems quite reasonable.

The.Secretary pointed out to the Commission.that the subject
parcel is a typical 50 ft x 117.5 ft lot which has only
enough area for 7_units under the present Code and about 5
under the proposed Code Revisions.

audience; there being no comment, it was closed.
Commission discussion was
held. It was the concensus that the subject lot is larger than
usual, being 65 ft wide, the existing rear yard is about-30 feet
deep rather than'the usual 20 feet, the remaining yard area
after the addition, is still larger in area than usual plus
there is a school ground with several acres of -open space
directly behind the lot.

audience. Mr. Hal Dawson, applicant, addressed the Commission
and explained the proposed development.
Mr. Clyde Benge, 2502 Delaware
Avenue, addressed the Commission and vigorously protested the
subject.variance.
Mr. Lauter, 2525 Del -aware
Avenue, addressed.the Commission and also opposed the variance.

Commission held a lenghty
discussion. It was noted that the subject property is located
at the southeast corner of Delaware and Yorktown which are
both. Secondary Arterial Highways and to which vehicular access
is generally limited..
The Secretary informed the
Commission that the applicant is requesting to divide the
land, therefore, two of the parcels would have to -take access
directly from one or both of these arterials.
A MOTION WAS MADE -BY BAZIL AND
SECONDED BY WORTHY TO DENY USE VARIANCE NO 547 FOR THE
FOLLOWING REASON:
1. The area does not conform to the Code requirements for
the proposed development.

feet east of Bolsa Chica Avenue and approximately 300 feet
north of Heil Avenue, and legally described as portion of
the SW4 of the NW4 of Section 21-5-11. Further legal description
on file in the Planning Department Office.
The Secretary read a petition
signed by 15 property owners requesting that if the subject
variance is granted the applicant be required to construct
a block wall to protect the homeowners from the dirt and
debris this proposed construction will cause.
The Staff Report was read by
the Secretary.
The hearing was opened -to the
audience. Dr. Hubbell, applicant, addressed the Commission
and explained the proposed project. He further stated that
the sales office and mobile homes display.would be on temporary
basis only and should not last more than 18 months.
There being no further comment,
the hearing was closed. .

Commission discussion was held.
It was noted that most of the general area'in Botilevard Gardens
is developed to single family homes and a few -scattered duplexes.
The Secretary pointed out to the Commission that the area was
just recently zoned R-2 which has been some encouragement for
additional building activity.
It was the concensus that most
everything in the area is built within the standards of the
zoning.

The hearing was opened to
the audience. Mrs. Donna Hildebrand, 302 7th. Street, addressed
the Commission and protested the subject variance.
Mrs. Beulah Kanawyer, 17211
Nichols Street, -,addressed the Commission and vigorously opposed
heavy industry.
R. B. Call, 17172 Palmdale
Street, addressed the Commission and stated that he was in favor
of the subject variance if conditions are required. -
Jack Jenssen, applicant,
addressed the Commission and explained the proposed development
of the paper products plant.
H. E. Freeman, representing
the Southern Pacific Railway, addressed the Commission -and spoke in
favor.
"Cap Blackburn, realtor,
addressed the Commission and questioned the fencing around the
property.
There being no other comment,
the hearing was closed.
Commission discussion was
held. The Secretary informed the:Commission that=this application
was filed because the proposed use, a paper products plant, is
listed in the'Code as an M-2 use rather than M-1. It was further
noted that the plot plan indicates one large building adjacent to
a railroad spur and a series of smaller structures around a large
open yard area.

AND SECONDED BY WORTHY TO APPROVE USE VARIANCE NO 552 WITH THE
FOLLOWING CONDITIONS: I. The site shall be enclosed by a solid 8 ft block wall on the
north and west sides and an 8 ft corrugated metal fence on
the south. side which, shall be maintained in good repair and
have no signs painted thereon.
2. The parkway area on Cedar Street shall be landscaped with.
shrubs and ground cover and shall be permanently maintained
in good condition.
3. No storage of material above the height of the fence.
4. Participate in the drainage assessment district.
5. There shall be no paper manufacturing.

convalescent hospital.

and water service. It was -noted that there is a water main
in Heil Avenue which could be tapped and it is the City Engineer's
recommendation that the applicant be required,to extend a -water
main from Heil Avenue to the subject property.- This will
provide both. water service and fire protection tothe site.

least 25 feet wide.
3. "No Parking" signs shall be installed on -the driveways along

4. The road easement along the east side of the site shall be
improved to a width, of at least 34 feet with parking on
one side.
5. The road easement from the site to Garfield Street -shall .-be
