MINUTES: On motion by Kaufman and seconded by
Worthy, the Minutes of the Huntington
Beach. Planning Commission of April 16 and April 23, 19635
were accepted.as transcribed and mailed by the Secretary.
TENTATIVE TRACT MAP NO 5105 - Revised - Continued
Number of Lots: 36 Subdivider: Hercules Construction Co:
Total Acreage: 2 Engineer: R. G. Kempa & Assoc., Inc.
Located on the west side of Delaware
Street, south of 17th Street, and legally described as Block
2604, East Side Villa Tract.
The Secretary informed the Commission
that next on the agenda is -.a Use Variance covering the subject
property, therefore, both items could be considere& under one
open public hearing.
Subdivision Committee Report and the
Staff Report were read by the Secretary.
The hearing on Tentative Tract No 5105
and Use Variance 556 was opened to the audience.
Ralph Jensen, representing the Hercules
Construction Co., and Kermit Dorius, architect for the sub-
divider, addressed the Commission and explained the proposed
project.
Attorp.ey Bill Winky, representing the
-applicant, addressed the Commission and spoke in favor. He
further stated that the intent is to provide an R-2 develop-
ment at less cost which would be a greater insurance to success
of the project.
Mrs. Lorraine,Webb, 2619 - 17th Street,
addressed the Commission and objected to waiving so many
standard requirements.
John Rohrig, 2518 Delaware Street,
addressed the Commission and opposed the multiple development:

Stanley Bell, architect for
the subdivider, addressed the Commission and stated that the
proposed development will be a good project for the area.
Mr. Laute r, 2525 Delaware
Street, addressed the Commission and stated that lots should not
be less than minimum.
There being no further com-
ment, the hearing was closed.
The Commission held a
lengthy discussion.
A MOTION WAS MADE BY KiAUFMAN
AND SECONDED BY WORTHY TO DISAPPROVE TENTATIVE TRACT MAP NO 51055
REVISED, FOR THE FOLLOWING REASONS:
1. The design and layout of the tract does not accomplish the
goals and objectives of a planned development.
2. The space and separation between individual lots are in-
adequate.
3. Provisions for access to individual lots by automobiles,
service vehicles, rubbish trucks and -emergency vehicles
are inadequate.
4. The open space that is usable by th.e occupants and residents
for recreation and leisure time activities is grossly in-
adequate for the intended objectives of this type of,
deve lopme nt .

The Subdivision Committee Report
was read by the Secretary.
Wm. Lyon, representing Pluvious, Inc.,
addressed the Commission and stated that there were no ob-
jections to the conditions contained in the Subdivision
Committee Report.
Keith Froley, 5149 Hilo Circle,
addressed the Commission and opposed the multiple development.
David Wickersham, representing the
Bolsa Chica Homeowners Association, addressed the Commission
and asked for continuance.
There being no further comment, the
hearing was closed.
Commission discussion was held.
It was noted that the subdivider has complied with. all the,
requests of the Commission.
• A MOTION WAS MADE BY BAZIL AND
SECONDED BY KAUFMAN TO APPROVE TENTATIVE TRACT MAP NO 5148
WITH THE FOLLOWING CONDITIONS:
1. The alley north of Kona Drive shall be 20 feet wide.
2. If Zone Case 292 is not adopted by the City Council,
approval of this Tentative Map shall be null and void.
3. Since the lots are only 91 feet deep, which is less than
standard for multiple family use, approval of the Tentative
Map shall be with. the understanding that buildings will be
Aesigned'to fit the lots and yard variances will not be
considered.
4. All standard subdivision requirements shall be complied
with..

to answer questions.

Commission discussion was held.
It was the concensus that it is good to buffer single family resi-
dence areas from commercial areas with some type of limited
multiple family use.

1. Th.ere is an approved subdivision map on the property that has
been designed for multiple family use.
2. The layout is such that it will provide a transition between

Nelson, Inc., addressed the Commission and stated that there were
no objections to the conditions contained in the Subdivision
Committee Report.

Assistant City Engineer, Bill
.Hartge, addressed the.Commission and stated if the tentative
tract map No 5128 is approved,_ the following donditions should
be added to the Tentative Map:
1. Retaining walls shall be constructed where there is a
difference in elevation of one foot between adjoining
lots abutting the City -right-of-way.
2. A six foot chain link fence shall be constructed on the
easterly boundary of the tract along the Southern California
Edison R/W.
A MOTION WAS MADE BY WORTHY AND
SECONDED BY CRABB TO APPROVE TENTATIVE TRACT MAP NO 5128,
REVISED, UPON THE FOLLOWING CONDITIONS:
1. The revised layout dated April 22, 1963, shall be the
approved map.
2. Lots 8 through 35'of Block B are not approved for con-
struction of residences until such time as the Planning
Commission gives further consideration of a favorable
report from the Health Department concerning the reservoir
and chlorination facilities of the Talbert Irrigation
District. _
3. Disposal of storm water shall be by pump station and
facilities meeting the approval of the City Engineer.
4. "A" Lane shall be extended�to Adams Avenue and•"B" Lane

legally described as Lots 1, 2, 3, and 4, Block 20, Tract 86.
The Staff Report was read
by the Secretary.
The hearing was opened to
the audience. Mrs. Robert Baker, 17042 Bolsa Chica Road,
addressed the Commission requesting that the zone case be con-
tinued until the County gives a final approval of extending A
Balsa Chica Road as a major highway.
Cap Blackburn, representing
the applicant, addressed the Commission and offered to answer
question.
Elsie Jones, 5102 Pagantry,
Long Beach., addressed the Commission and stated that she is -
owner of one acre parcel across,the street from the proposed
zone change. She further asked if her parcel will be included
in the zone change_. The Secretary informed Mrs. Jones that only
property requested for change of zone will be considered.
There being no further comment,
the hearing was closed.
Commission discussion was held.
It'was noted that an amendment to the Master Plan of Arterial
Highways was approved by the Commission which. included the ex-
tension of Bolsa Chica, Street south. of Warner Avenue as a
major highway.
The Secretary further pointed
out thy. t this will put the property at the intersection of two
major highways which. is an excellent place for commercial develop-
ment and, in addition, -the Staff studies, for the revision of the
Land Use Plan for this area indicates that the vicinity of Bolsa
Chica Street and Warner Avenue will become a vital business
center for the westerly section of the City.

FOLLOWING CONDITIONS:
1. Dedicate and improve to City Standards the right-of-way
for Delaware Street across the site.
2. Maintain drainage across the southeasterly portion of the
site in a manner meeting"with. the approval of the City
Engineer.
3. Construct a 6 ft masonry wall around the site except in the
front ,15 feet where such. wall shall not exceed 32 feet..

addressed the Commission and stated,th.at the subject property
should .be used for a future park site.
Also the following homeowners adjacent
to the -subject property addressed the Commission and vigorously
protested: Manuel LaBella, 16932 Bressel Way, Helen Wensloff,
8672 Viceroy Circle, Mrs, Simon, 8691 Viceroy Circle, and Mr..

Avvlicant: Helen Raddon construction of 12 units on a lot
containing less than the required
area. (2) A 9 ft front yard setback in deviation to the
required 15 ft. (3) A 5 ft rear yard setback in deviation
to the required,10 ft. (4) Detached accessory,structures
on front portion of property. (5) Division of Land into
two separate parcels. Located on the easterly side of 17th
Street about 200 feet - easterly of Huntington Street, and
legally described as Lot B, Block 2603, East Side Villa

the proposed construction.

Commission discussion was held.
-It was noted that this case involves a non -waterfront corner
lot in Huntington Harbour upon which the standard R-1 rear
yard setback applies. It was further noted that the proposed
house, being in•somewh.at'of an "L" shape, does leave consider-
able yard area within the lot.

The hearing was opened to
the audience. Ray Mercado, 13016 Euclid Avenue, Garden Grove,
representing the applicant, addressed the Commission and
explained the proposed project.
There being no further com-
ment, the hearing was closed.
A lengthy discussion was
held by the Commission. It was pointed out that there were
several major problems connected with development of this
property.,
At the applicant's request,
it was the concensus to continue the hearing.to-June 4, 1963,
and the applicant would submit a detailed plan of the proposed
trailer park.
