HomeMy WebLinkAbout1963-05-273691 MINUTES Council Chamber, City Hall Huntington Beach, California Monday, May 27, 1963 The regular adjourned meeting of the City Council of the City of Huntington Beach was called to order by Mayor Lambert at 7.30 o'clock P.M. The Pledge of Allegiance was given by all present in the Council Chamber. Councilmen Present: Wells, Gisler, Stewart, Welch, Lambert Councilmen Absent; None Firemen The Clerk read a communication from the 56 Ha- . T7eerk Fireman's Benevolent Association of Hunting- ton Beach presenting a background on the development of working hours in the City Fire Department over the past twenty years, and requesting that Council consider amending the Huntington Beach Ordinance Code to establish a 56 hour week for fire- men instead of the present sixty hour week. Mr. Frank Groover Mr. Frank Groover, Presibnt of the Fireman's Benevolent Association, addressed the Coun- cil and requested that they consider establishing a straight 56 hour week for City Firemen to comply with proposed State legislation being enacted. Mr. Groover stated that all of the men in the Department were behind the Chief, and were very much in favor of the three platoon system which Chief Higgins was presently using. He informed the Council that the men felt that a change to the proposed 56 hour week would be more equitable to all concerned. fir. Ante Mollica Mr, Ange Mollica, an Engineer in the Fire Department, addressed the Council and in- formed them that the men feel that Chief Higgins is doing a fine job, but that they also felt that the matter under discussion needed some clarification. s;,;.= Fire Chief Higgins addressed the Council and presented charts showing various systems now being used by Fire Departments in other cities, based on work weeks of varying lengths. Chief Higgins also presented costs entailed in the use of these different systems, and informed the Council that the additional cost for a system based on a 56 hour week would be $333 per man per year. S. 1451 To Be Following some discussion by the Council, Auiendcd a motion was made by Welch, seconded by Wells, that Section 1451 of the Huntington Beach Ordinance Code be amended to read as follows: "Section 1451. Forty Hour Week emergencies. All employees who are paid on a monthly basis, except part-time employees and uniformed employees of the Fire Department, are re- quired to be on duty forty hours each week except in cases of emer- gency that may be defined by the Council. The working schedule for Fire Department Personnel who are required.to work on a 24 hour shift shall be a three platoon system with an annual average of 56 hours per week," Motion carried, Atty. . On motion by Stewart, seconded by Gisler, 3iaance Council directed the City Attorney to prepare an Ordinance making this amendment to the Ordinance Code, and present it at the regular meeting of the Council to be held on June 3, 1963. Ord. 1968 Read in Fua.1 FINANCE DEPARTMENT AND On motion by Welch, seconded by Gisler, the Clerk was directed to give Ordinance No. 968 as amended, a second reading in full. Motion The Clerk gave Ordinance No. 968 a second reading in full as amended - "AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH ESTABLISHING A CREATING THE OFFICE OF FINANCE DIRECTOR." Ord. f968 On motion by Wells, seconded by Welch, ;vdcRted Ordinance No 968 as read by the Clerk was passed and adopted by the following roll call vote: AYES: Councilmen: Wells, Gisler, Welch NOES: Councilmen: Stewart, Lambert ABSENT: Councilmen: None Res,t1783 On motion by Stewart, seconded by Welch, Adopted Resolution No. 1783 - "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH AUTHORIZING THE EXPENDITURE OF MONEY FROM THE PLANNED LOCAL DRAINAGE AREA #2 FUND" which had heretofore been submitted to the Council and read by them, was passed and adopted by the following roll call vote: AYES: Councilmen: Wells, Gisler, Stewart, Welch, Lambert NOES: Councilmen: None ABSENT: Councilmen: None Res. #1784 On motion by Wells, seconded by Gisler, Adopted Resolution No. 1784 - "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH EXPRESSING APPRECIATION TO THE HUNTINGTON BEACH CHAMBER OF COMMERCE FOR ASSISTING IN PUBLIC RELATIONS IN THE WATER BOND ELECTION OF APRIL 30th, 1963" which bad heretofore been submitted to the Council and read by them, was passed and adopted by the following roll call vote: AYES: Councilmen: Wells, Gisler, Stewart, Welch, Lambert NOES: Councilmen: None ABSENT: Councilmen: None Res. #1785 On motion by Welch, seconded by Stewart, Adopted_ Resolution No. 1785 - "A RESOLUTION OF THE -'� CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH AUTHORIZING FILING OF APPLICATION FOR GRANT TO ACQUIRE OPEN -SPACE LAND", which had heretofore been submitted to the Council and read by them, was passed and adopted by the following roll call vote: AYES; Councilmen: Wells, Gisler, Stewart, Welch, Lambert NOES: Councilmen: None ABSENT: Councilmen: None Troy Cole Rey. The Clerk read a communication from Mr. Troy To Parch. Prap. Cole, 17201 Hague Lane, City, regarding the discussion which had been held with the Council concerning the request to purchase a plot of City owned land lying between Lot 126 in Tract 3862, and the City Flood Control Channel. En�r. Report A communication from the City Engineer making a report on the parcel of property which the City had obtained for Flood Control purposes, and now found to be in excess of needs, was presented for Council consideration. -2- (5-27-63) 371 Page #3 - Minutes, May 27, 1963 Sale Auth. On motion by Wells, seconded by Gisler, IE2.L Cale Council authorized the sale of the City owned property lying between Lot 126 of Tract 3862 and the storm drain channel, to Mr. Troy Cole for the sum of $45.00, and directed the City Attorney to prepare a quit claim deed to be executed and delivered to Mr. Cole upon receipt of pay- ment therefor. Motion carried. Yard Emp. Req. The City Administrator presented a communi- At Water Coni. cation from City Engineer Wheeler transmit- ting the agenda for the Ground Water Manage- ment Conference to be held in Berkeley on June 26th and 27th, 1963; and recommending that attendance by someone from the City would be desirable and of much benefit to the City. City Engineer was authorized to attend or to designate someone to attend the Ground Water Management Conference in Berkeley on June 26th and 27th, 1963, with reasonable expenses for food, lodging and transportation authorized for the person attending. Motion carried. Recess Called Mayor Lambert called a recess of the Council at 8:20 P.M. to await the arrival of Super- visor David Baker. Council Reconvened had failed to arrive.
