Warner, introduced the reasons for a J oint Planning Com- mission, Recreation Commission, Citizens Advisory Committee on Parks and Recreation, and Chamber of Commerce meeting. The Planning Commission then decided to review, point -by -point, the "Analysis,by the Recreation'Commission," of the Citizens Advisory Committee Report on Parks and Recreation. Complete participation by,all members of -the joint meeting took place throughout the point.by- point review. After considerable deliberation, the Commission decided that they would require -more time to -study the Citizens Advisory Committee Report on Parks and Recreation, therefore-, they deferred action until a later date. The next topic of'joint discussion was on the proposal to purchase a portion of -the former County Disposal Station No. 10 for park purposes. After lengthy;.disdussiori, the Commission agreed that the': former county _ dump would,make a good park site. A MOTION WAS:MADE BY MILLER AND SECONDED BY LETSON TO'RECOMMEND TO THE CITY COUNCIL THAT THE CITY BUY A'PORTION OF THE FORMER COUNTY DISPOSAL STATION NO. 10 FOR PARK AND.RECREATION PURPOSES. Planning Commission Tuesday, May 28, 1963 DISCUSSION OF CONDOMINIUM STANDARDS AND POLICIES Associate Planner, Ken Reynolds, discussed several problems connected with the design of condominium type developments. After extensive discussion, the Commission decided to establish a series of policy statements that would serve as guidelines and govern the design of condominium type,developments. A MOTION WAS MADE BY MILLER AND SECONDED BY BAZIL TO ESTABLISH THE FOLLOWING POLICY ON MINIMUM STANDARDS FOR PRIVATE STREETS: Street Width No Curb & Gutter's Curb & Gutter 1. Parking Both Sided'40 ft 42 ft 2. Parking One Side 32 ft 34 ft When a -.street that has no -curb and gutter is adjacent to the tract property line, add 3 feet to the right-of-way. When a street that has curb and gutter is adjacent to the tract property line, add 2 feet to the right-of-way. 3. The inside radius on turns will be 30 feet.' 4. Construction of base, paving, curbs; and gutters will be to City Standards. ROLL CALL VOTE: AYES: Crabb, Letson, Bazil, Kaufman, Worthy, Miller. NOES: None. ABSENT: Chairman Stang. THE MOTION CARRIED, Y A MOTION WAS MADE BY'BAZIL AND SECONDED BY MILLER TO ESTABLISH THE FOLLOWING POLICY ON MAXIMUM DWELLING UNIT DENSITY FOR CONDOMINIUM TYPE DEVELOPMENTS: Density classifications will be based on the Master Plan of Land Use and the maximum number of condominium dwelling units per acre will be: 1. Low density - 6 units per acre 2. Medium density - 10 units per acre 3. High density - 15 units per acre ROLL CALL VOTE: AYES: Crabb, Letson, Bazil, Kaufman, Worthy, Miller. NOES: None. B.'Plairining Commission Tuesday, May 28, 1963 A -MOTION WAS MADE BY BAZIL AND SECONDED BY LETSON TO ESTABLISH THE FOLLOWING POLICY ON MINIMUM RECREATION AREA FOR CONDOMINIUM DEVELOPMENTS: A minimum of 200 square feet per dwelling unit of designated, usable recreation area or areas will be provided. This space will be exclusive of private patios and areas used primarily for pedestrian,access-ways: ROLL CALL VOTE: AYES: Crabb, Letson, Bazil, Kaufman, Worthy, Miller.' NOES: None . A MOTION WAS MADE BY.LETSON AND SECONDED BY MILLER TO ESTABLISH THE FOLLOWING POLICY ON OFF-STREET PARKING FACILITIES'FOR CONDOMINIUM TYPE DEVELOPMENTS: Each two or more bedroom dwelling unit will have a.parking ratio of two parking spaces per unit. One space will be covered and one space may be open. Each one bedroom dwelling unit will have a parking ratio of 12 parking spaces per unit. One space will be covered -and the fraction of one space.may be open. , ROLL CALL VOTE: ,AYES:, Crabb, Letson, Bazil, Kaufman, Worthy, Miller: NOES: None. ABSENT: Chairman Stang.. THE MOTION CARRIED. A MOTION WAS' MADE BY.. MILLER AND SECONDED BY LETSON TO ESTABLISH T HE'FOLLOWING POLICY STATEMENT ON DEVELOPMENT REVIEW: The developer is encouraged to have a conference with the Planning Department early in his conceptual design stage. This conference is intended to benefit the developer by clarifying various requirements prior to binding commitments or substantial investment in plan preparation. ROLL CALL VOTE: - AYES: Crabb, Letson, Kaufman, Worthy, Bazil, Miller,, NOES: None. ABSENT: Chairman Stang. THE MOTION CARRIED. The Commission then -con-. ,. ducted further discussion on the problems associated with condonimium type developments and they decided that a Use Permit procedure should be established for handling these kinds of developments. Planning Commission Tuesday, May 28, 1963 TENTATIVE LAND USE PLAN, STUDY AREA III Associate Planner, Ken Reynolds, reviewed the proposed revision of the Master Plan of Land Use designated as Study Area III. After discussion by the Commission, it was their determination to delete the proposed manufacturing use and substitute low density use for the area east of Graham Street between Warner Avenue and the Orange County Flood Con- trol District Channel. The Commission.then_decided that Study Area III was ready for a public hearing and the Secretary was instructed to advertise a public hearing for the regular meeting on June 18, 1963, at 7:30 P.M. PROPOSED CODE AMENDMENT: RE: REVOCATION OF CONDITIONAL _... EXCEPTIONS AND USE PERMITS A proposed amendment to Section 9248 and Section 9249 of the Huntington Beach Ordinance Code was presented to the Commission for their consideration. The amendments would add S 9248.1 Time Limit; S 9248.2 Change of District Classification; and S 9248.3 Application After Denial to that section of the Huntington Beach.Ordinance Code dealing with.Conditional Exceptions; also, the amendments would add S 9249.6 Revocation For Delay, and S 9249.7 Time Limit to that section of the Huntington Beach Ordinance Code dealing with Use Permits. A MOTION WAS MADE BY BAZIL AND SECONDED BY MILLER TO RECOMMEND TO THE CITY'COUNCIL APPROVAL OF THE AMENDMENTS TO SECTION 9248 AND SECTION 9249 OF THE HUNTINGTON BEACH ORDINANCE CODE. ROLL CALL VOTE: AYES: Letson, Bazil, Kaufman, Worthy, Miller. NOES: None. ABSENT: Crabb, Chairman Stang. THE MOTION CARRIED. FOUNTAIN VALLEY SCHOOL DISTRICT The Planning Director presented a request from the Fountain Valley School District for approval of School Site No. 20 located north of Yorktown Avenue and east of Cannery Street. It was pointed out by the Planning Director that School Site No 20 was designed into the approved Tentative Map of Tract 4805.
