On motion by'Worthy and seconded
by Mille, the Minutes of the
Huntington Beach Planning Commission of June 4, 1963, were
accepted as transcribed and mailed by the Secretary.
TENTATIVE TRACT MAP NO 5206 - Continued
Number of Lots: 278 Subdivider: Oakhurst Land Co.
Total Acreage: 17.4 Engineer: R. G. Kempa & Assoc.
Located on the north side of
Adams Avenue, approximately 615 feet east of Brookhurst Street,
and legally described as being a subdivision of•a portion of
the SW4 of the SW-4 of Section 5-6-10.
The Subdivision Committee Report
was read by the Secretary.
The hearing was opened to the
audience; there being no comment, the hearing was closed.
The Secretary informed the Com-
mission that it is the intent of this proposed subdivision to
create a development based on the condominium concept of a
planned community. He further pointed out that it is pro-
posed to form some type of a property ownerls association
with provisions for maintenance of the areas of common
ownership by the association.
A MOTION WAS MADE BY KAUFMAN AND
SECONDED BY WORTHY TO APPROVE TENTATIVE TRACT MAP NO 5206 WITH
THE FOLLOWING CONDITIONS:
1. The revised Tentative Map dated June 3, 1963, shall be
the approved map.
2. Disposal of runoff water including participation in
drainage assessments shall meet with the approval of the
City Engineer.
3. Approval of the tract shall be subject to approval of
Conditional Exception No UV 597 by the City Council.
4. Sewer, water, fire hydrant and street lighting systems
shall be installed throughout the tract and shall be
approved by the City Engineer.
5. Adequate provisions shall be made to assure perpetual
maintenance of all common areas and the roads and driveways.
Such provisions shall be submitted for approval of the
Planning Director and City Attorney prior to recordation
of any portion of the tract.

6. All provisions of the park and recreation site requirements
as set forth. in Section 9751.21 of the Huntington Beach,

complied with.

A MOTION WAS MADE BY
BAZIL AND SECONDED BY KAUFMAN TO RECOMMEND APPROVAL OF CONDITIONAL
EXCEPTION UV 597 TO THE CITY COUNCIL WITH THE FOLLOWING CONDITIONS:
1. The total area of all residential lots shall not exceed 40%
of the site excluding all streets, drives, and parking areas.
2. There shall be at least 200 square feet of land area per
dwelling unit in the one designated recreation area measured
at least 25 feet from any building.
3. There shall be at least two off-street parking spaces for
each dwelling unit, one-half of which, may be open and
unenclosed. e '
4. All recreation facilities and landscaping shall be installed -
substantially, or more than, as shown on the approved site
plan.

Commission and spoke in favor of the proposed development.

SECONDED BY MILLER TO APPROVE TENTATIVE TRACT''MAP NO 5213
WITH THE FOLLOWING CONDITIONS:
1. All provisions for drainage shall meet with the approval
of.the City Engineer including participation in the
assessment district.
2. All streets shown as one-half width, except Speer Street,
shall be dedicated and improved to a 60 foot width.
3.. The tract shall not be approved for multiple family use
unless the property is rezoned to an appropriate zone.
4. All provisions of Section 9751.21 Park and Recreation
Site Requirements of the Huntington Beach Ordinance
Code shall be complied with.
5. All standard subdivision requirements shall be complied
with.

FOLLOWING REASONS AND WITH THE FOLLOWING CONDITION:
REASONS: 1. There is an approved tentative tract map on the
.property which, has been designed and -intended for
multiple family use.
2. This proposed zone change will act as a buffer be-
tween the existing residential use on the east
side and the proposed industrial use on the west
side of the tract.
CONDITION: 1. The City Council be requested to defer the second

stated that the developer does not own approximately 25 to

A lengthy discussion was held by
the Commission. It was pointed out that there were several major
problems connected with development of this property.
It was the concensus to continue
the hearing for 60 days or sooner, as agreed to by the applicant, and
the applicant to submit a detailed plan of the proposed trailer park
and work out the final grades of park and adjoining 'streets.

The Secretary informed the
Commission that after the application was filed and th.e legal
notice was published and notices were mailed to adjoining
property owners, the Staffs routine processing turned up the
fact that the wrong property was described in the application.
It was the concensus that
the subject zone case be re -scheduled for July 2, 1963, and
new application and fees be submitted.

held. Commissioner Crabb-stated that the area at the northeast
corner of Springdale Street and Warner Avenue -and at the

be changed from high. density to medium density.

3. The turning radius for the parking at the rear of the
building is completely inadequate and is on an easement
over property not zoned for business.
4. If a masonry wall were constructed as required°between
the commercial property and abutting residential property,
the parking at the rear would be inaccessible.
