Monday, June 24, 1963
Mayor Lambert called the regular adjourned
meeting of the City Council of the City of Huntington Beach to
order at 7:30 o'clock P.M. This meeting was adjourned from the
regular meeting of the -Council held Monday, June 17, 1963.
The Pledge of Allegiance was given by all
present in the Council Chamber.
Councilmen Present: Wells, Stewart, Welch, Lambert
Councilmen Absent: Gisler
Councilman Wells - In the absence of Councilman Gisler, Mayor
Finance Committee Lambert appointed Councilman ;dells to serve
on the Finance Committee for the evening.
Nate Goodson Mr. Nate Goodson, 8321 Kiner Avenue, City,
Complaint addressed the Council and registered a
complaint concerning throw -away handbills,
newspapers, etc., which accumulated in his yard. Mr. Goodson re-
quested the Council to consider adoption of an ordinance to prohibit
this kind of advertising.
Ref, to Atty. for On motion by Stewart, seconded by Wells,
Study & Report: the request of Mr. Goodson was referred
to the City Attorney for study and report
back to Council. Motion carried.

Engr. Req. Ord. _ The City Clerk presented a communication from
Dep, Dir. Pub Wrks. the City Engineer re: Assistant City Engineer
Henry E. Hartge, with a recommendation that
Council enact an emergency ordinance creating the position of Deputy
Director of Public Works and Chief Engineer, and that they further
appoint Mr. Hartge to this position, to be effective on the date of
the Ordinance.

Mr. Hartge App't to On motion by Welch, seconded by Stewart,
Dep.Dir. of Pubes Works Council appointed Mr. Henry E. Hartge to
the position of Deputy Director of Public
Works and Chief Engineer, Range 54-A, to be effective on the
effective date of Ordinance No. 985. Motion carried.
Hunt. Driftwood Corp. The Clerk presented a communication from
Parki�n2 Fees _ the Huntington Driftwood Corporation re:
Collection of parking fees on that part
of the City leased land adjacent to the corner of Highways 39 and
101-A.
Permission Granted On motion by Stewart, seconded by Welch,
to Park Cars Council granted permission for the Hunt-
ington Driftwood Corporation to park cars
on land that they lease from the City at the corner of Highway 39
and 101-A, and to charge therefor, during the balance of 1963; and
stipulated that Huntington Driftwood Corporation should procure a
business license for this operation. Motion carried.
Admin. Req. Adj. City Administrator Miller pointed out to
Police Chief Salar the Council that the salary for the Traffic
Engineer had been adjusted to give the
Chief of Police a comparable salary to those granted generally through-
out the City, by appointing him to such position.
Chief Robidoux - On motion by Stewart, seconded by Welch,
Traffic- End ineer Chief of Police Robidoux was appointed`as
-" Traffic Engineer, effective July 1, 1963.
Motion carried.
So. Calif. Edison Co. A transmittal from the City'Clerk of a
Deed Presented grant deed from the Southern California
Edison Company to the City, covering
property recently purchased by the City for Fire Station purposes,
was presented for Council consideration.
Edison Deed to On motion by Stewart, seconded by Welch,
City Acceoted Council accepted the.deed from the Southern
California Edison Company to the City, and
directed the City Clerk to record same with the County Recorder of
Orange County. Motinn Carried.
Promotions Req, The Chief of Police presented a communica-

for Officers Payne, Stinson, Ekstrom and
Akin.

the Personnel Department, and requested
that Council certify this list.

Range 34-A a motion was made by Welch, seconded by
Stewart, that the Chief of Police be
authorized to employ Mr. Andrew Gyrscik in the position of Policeman,
Range 34-A, effective July 1, 1963. Motion carried.

Promotions Auth Council directed the City Attorney to -
prepare a resolution employing two men of
the top four men on the eligibility list in the C Step, and to
promote Policemen Ekstrom, Haslet and Grundy to the C Step, effective
July 19 1963. Motion carried.
P. D. Promotions On motion by Welch, seconded by Stewart,
Authorized Council authorized the promotion of
Policemen to be effective July 1, 1963,
as follows:
Policeman'Grover Payne to Police Seargant
Policemen George Stinson to Police Seargant
Policeman Bertil E. Ekstrom to Detective in the Detective Bureau
Policeman Orva Akin to be assigned to the Detective Bureau with
$25.00 per month extra pay.
City Treasurer
City Treasurer Betty Diekoff addressed
Request Depositories
the Council and stated that a request had
been received both orally and in writing
from the Huntingtnz Valley Bank that they be named a depository for
time and demand deposits.
Deferred to
Mayor Lambert ordered that action on this
July l 1963
matter be deferred to the meeting on
July 1, 1963.
Budgeting Salaries
The City Treasurer then addressed the
License Dept. .R
Council and read a communication regarding
the budgeting of salaries of certain
personnel in the License
Department.
No Action Taken
No action was taken on the matter, but the
Mayor directed that a study be made to see
if adjustments of the
Budget were in order.
C.E.Hurley Constr.
The City. Administrator presented a letter

from C.E. Hurley Construction Company the

contractor doing the work at Highway
and, Adams Street in
connection with signalization, expressing their
appreciation for the
cooperation of the Engineering Department,
Police Department and
various other departments of the City in
performing their work.

Councilman Stewart CouncilmanfStewart reported to the Council
Washington Re ort on the conference which he had recently
attended in Washington in connection with
the Southern California Association of Governments. He stated that
he believed this new organization would be a very worthwhile thing
and that the City should continue to cooperate in every way possible
in its formation.

June 24, N63, on recommendation of the
Finance Committee. Motion Carried,
