whereby if parking is not provided along withnew construction,
an assessment of $1500 per required parking space is paid
into a parking fund. All parking.meter revenue is also
deposited in this fund and as sufficient money is accumu-
lated, the City acquires parking lots.
As a result of lengthy discussion,
the Staff was instructed to draft an amendment to the C-3
Zone to require the same off-street parking as is now required
in the C-2 Zone but with theprovision that such. parking could
be provided up to 300 feet from the business it is to serve.
DISCUSSION: USE VARIANCE'NO 537,'SALEM DEVELOPMENT CO.
Commissioner Miller questioned
the action of the Commission at the June 18 meeting when the
motion to approve UV 537 was lost by a tie vote. Commissioner
Bazil mentioned that he had voted against the motion by
mistake.
After considerable discussion,
A MOTION WAS MADE BY LETSON AND
SECONDED BY WORTHY TO REQUEST THE CITY COUNCIL TO REFER
UV 537 BACK TO THE PLANNING COMMISSION FOR FURTHER CONSIDERATION.
ROLL CALL VOTE:
AYES: Letson, Bazil, Worthy, Miller, -Chairman Stang.
NOES: Kaufman' .
ABSENT: Crabb.
THE MOTION CARRIED.
DISCUSSION: BUSINESS LICENSES
The Secretary presented a pro-
posed ordinance to amend the Business License Ordinance which
had been drafted by the City Attorney. The Commission agreed
that the proposal would be a step toward correcting present
inequities.
A MOTION WAS MADE BY KAUFMAN
AND SECONDED BY BAZIL TO RECOMMEND ADOPTION OF THE PROPOSED
ORDINANCE TO THE CITY COUNCIL.
ROLL CALL VOTE:
AYES: Letson, Bazil, Kaufman, Worthy, Miller, Chairman Stang.
NOES: None.
ABSENT: Crabb.
THE MOTION CARRIED.

REVISED MASTER PLAN - STUDY AREA I
The Planning Director re-
viewed the revisions of the adopted Master Plan of Land Use,
Study Area I which were necessitated by the adoption of the
route` of the Coast Freeway. It was noted that no great change
was proposed and that the various land use relationships were
very similar to the adopted plan. ,
A MOTION WAS MADE BY BAZIL
AND SECONDED BY MILLER TO INSTRUCT THE SECRETARY TO ADVERTISE
A PUBLIC HEARING FOR THE REGULAR MEETING OF JULY 16, ;r;1963.

COMMUNICATION:
HEALTH DEPAI:TMENT REPORT
TENTATIVE TRACT NO 4992
The Secretary read a letter
submitted by the Orange County Health.Department stating that
the Department.has received �; letters from the Directors of
the Talbert Water District and the developer agreeing to comply
with the required standards for irrigation of farmlands in
the vicinity of the tract with. the sewer effluent.
A MOTION WAS MADE ,BY WORTHY
AND SECONDED BY LETSON TO APPROVE TENTATIVE TRACT MAP.NO 4992
WITH THE FOLLOWING CONDITIONS:
1. The layout dated March., 1963, and received March. 18, 1963,
shall be th.e approved map.
2. The Flood Control dhannel shall be fenced to Flood Control
District Standards.
3. Starfire Drive shall be extended to the south. boundary of
the tract.
4. The proposed walkway to the school site shall be improved
to City Standards including masonry walls along each side.
5. All Standard Subdivision Requirements shall be complied with.

HUNTINGTON HARBOUR LAWYERS OPINION
[' E : WATElUAYS AND ACCESS
A brief discussion was held
on the opinion.of an attorney for Huntington Harbour re-"
garding the status of waterways in the project and the
responsibilities for access to navigable waterways. The
opinion stated that four means of access were to. be.provided
but with no mention of the size or location.
.It was the opinion of their
attorney that this fulfilled Huntington Harbour's duty
to the State and that this is the only duty it has to any
governmental agency to create or dedicate public access to
navigable waters.
TALBERT VALLEY ZONE CHANGE
REFERRED BACK TO PLANNING COMMISSION
The Secretary reported that he
has yet to discover why the matter was referred back t'o the
Commission.
.It was the concensus to take
no action for 'the present.
