Miller, the Minutes of the Huntington
Beach. Planning Commission of June 18
and June 25, 1963, were accepted as transcribed and mailed by
the Secretary.
ZONE -CASE NO 346 - Continued Change of Zone from A-1-Y
Substantial Homes LTD General Agricultural District
as adopted by Interim Ordinance
No 672 to R-2 Two Family
Residence District. Located
at the Southeast corner of Yorktown Avenue and Bushard Street
and legally described as the SW-4 of the SE4 of Section 6-6-10;
EXCEPTING The Stly 772 feet. The south. 8 acres of the NW-4 of

and showed slides of the proposed development.
Elias Miller, Secretary of
Substantial Homes, addressed the Commission and explained"the
problems connected with. this project.
Dan Palmer, architect for
the subdivider, addressed the Commission and explained the
floor plans. He further stated that each. unit will be 1300
to 1400 square feet in floor area.
There being no other comment,

It was noted that the Master
Plan of Land Use as adopted by the City Council indicates
this property as low density or essentially a single family
area. It was further pointed out that there are several
other serious problems connected with, th.is project such. as
sewer line capacity, street capacities and traffic and the
overloading of schools.

in April, 1958, He further stated that the Land Use Plan -_
for this area is being revised and studies indicate this
property for medium density development.

SECONDED BY LETSON TO APPROVE USE VARIANCE NO 586 WITH THE -
FOLLOWING CONDITIONS:
1. Provide sufficient public right-of-way and improve to
City Standards at least two travel lanes,from the south,
line of the development to Ellis Avenue.
2. Construct the sewer system within and beyond the develop -
to City Standards.
3. Construct a wetter system within the development to City
Standards meeting with the approval of the City Engineer
and Fire Chief.
4. Maintain a setback from the proposed street of 15 feet
for any building, structure, or fence over 32 feet h.igh,.
5. Provide :not less than two off-street parking spaces for
9 . each. unit, one-half of which. may be unenclosed.
6. Approval of UV 586 shall be null and void unless all of
the site is within the City of Huntington Beach..
7. Make the necessary provisions for solving the drainage
problem in the•area meeting with. the approval of the
City Engineer.

County R-4 Zone, which. is still the zoning of the tract,
requires a 25 ft rear yard. He further pointed out that most
duplex construction takes place under City requirements
which. allows 15 ft rear yards.

to -the audience. Roger Watson, representing Scottco, Inc.,
addressed the Commission and offered to answer questions. He
further displayed various sketches of the proposed development.
There being no other'
comment, the hearing was closed.

was held. It was noted that all of the property in this case
is zoned C-4, thereby, necessitating the Use Permit.

MILLER AND°SECONDED'BY WORTHY TO APPROVE USE PERMIT NO 223
WITH THE FOLLOWING CONDITIONS:
1'. All off-street parking to conform to adopted'standards.
2. Construct a masonry wall at least 4 feet high` along the
parking lot on Florida Street.
3. Install -full street improvements to City Standards on
Beach. Boulevard, Utica and Florida Streets.
4. The proposed construction shall start within one year
from the date of approval.
5. The development shall be substantially the same as the
plans approved by the Planning Commission.

southwest corner of Brunswick Drive and Goldenwest Street.
A lengthy legal description is on file in the Planning Depart-
ment Office.
The Secretary informed
the Commission that a total of 88 apartments are now under
construction, 44 of which, will be on each. parcel. He further
pointed out to the Commission that the dividing line between
the two parcels will split a driveway which, runs between
buildings.
It was the concensus to
continue the matter to July 16, 1963, for further, study of
easements and community driveways across the two parcels.
COMMUNICATION: The Secretary read a
communication submitted
by the Orange County Health, Department regarding Tract 4884,
portion of Tentative Tract 4707, as follows: Due to the

discontinuance of irrigation with. sewer effluents in
th.e..immediate vicinity, the Health Department feels
that this tract will not be adversely affected.

DISCUSSION: The Secretary presented a
rough. draft of a suggested
amendment to Article 941 for parking requirements in the C-3
Zone to the Commission for study. It was the concensus that
the matter should be discussed at a future meeting.
