A lengthy discussion was
held. It was the concensus that the four acres north of
Yorktown Avenue should be.excluded.from the zone change and
the applicant stated be was agreeable to the deletion.

A MOTION WAS MADE BY LETSON
AND SECONDED BY MILLER TO APPROVE USE VARIANCE NO 537 UPON
THE FOLLOWING CONDITIONS:
1. A soil test report by an approved soils engineer shall
be submitted to the City Engineer and shall include re-
commendations for construction of walls, roadways, buildings,
and utility lines. Any portion of the site not suitable
for such, installations shall not be built upon.
2. Provide a drainage easement and facilities through the
site of a size and in the location suitable to the City
Engineer.,
3. Participate in the drainage assessment district for the
area of approximately $1650 per acre:
4. -Dedicate and fully improve to City Standards the right-of-
way for Gothard Street across the entire site.
5. Construct a 6 foot masonry wall around the entire site,
except for the entrances and the west side of the site,
which shall be designed for the soils encountered.
6. .There shall be no laundry or service buildings, drying
yard, or other service or storage area within 200 feet
of the existing residential area to the west.

7. 'There shall be two off-street parking spaces on each
trailer site.
8. There shall be at least one-half parking space per trailer
site in a separate, readily accessible area for guest
parking. ,
9. There shall be'no access to Ford Drive except for an
emergency gate.
10. Parking shall be prohibited on any driveway less th.anA 2
feet wide and such. prohibition shall be strictly enforced
as a safety,measure. Any violation shall be cause for
immediate revocation of this variance, permit and.closing
of the trailer park.
11. The water and fire protection system shall be approved
by th.e Fire Department and City Engineer.

lines necessitated by this development.
8. Enclose the site with a 6'foot masonry wall designed to
withstand -the soils encountered:
9. There shall be at least one parking space for each two
trailer sites in a separate readily accessible area for
guest parking.
10. There shall be no parking permitted at any time on any
driveway within the development less than 32 feet wide
and such prohibition shall be strictly enforced by the

held. -The Secretary pointed out to the Commission that a
short time -back the Commission considered a request -by the
owner of a nearby convalescent hospital for.expansion and
reduction of required parking. He further stated that it was
determined.at that,time that this particular type of-'us.e did
not need a full 1 to 1 parking requirement and did approve
the request for 2/3 spaces per bed.

FOLLOWING CONDITIONS:
1.--Dedicati6n of Garfield Avenue to Primary Highway Standards.
2. Installation to City specifications of curb, gutter,
sidewalk, and paving to the centerline of Garfield Avenue.
3. The size and arrangement of parking stalls will conform
to'Commission Standards-. '
4. A minimum of 5% of the parking lot shall'be'landscaped
and shall be permanently maintained.

the Commission and vigorously=opposed the subject zone change.
P. C. Torney, representing the
Carpenters Union Association, addressed the"Commission and
also opposed the zone case.

addressed the Commission and spoke in favor.

A lengthy discussion was held
by the Commission. It was noted that a similar rezoning

but overruled by the City Council.

The hearing was . opened 'to the
audience. Richard La Rue, representing the developer,
addressed the,Commission and displayed a sketch of the pro-
posed project.
Henry Bruderlin, developer,
addressed the Commission and stated that the required dedi-
cation and improvements on Heil and Bolsa Chica..will be_made.

Commission and objected to the'zone change. A1so.the-fol
lowing property owners within the area addressed'the Com-
mission and vigorously protested th.e subject zone case: Mr.
Parker, 8091 Ellis Avenue; Roy�Kuhle, 18782 Gregory Lane,
Mrs. Schrader, 18881 Gregory Lane, Mrs. Southworth, 18841
Gregory Lane, Richard Dowd, 8341 Laura Circle, and Virginia
Haskell.
Speaking in favor of the
proposed zone change were the following: Robert' Potter', 18752
Beach Boulevard, Walter Shaffer, and Edward Illig of Pasadena.
There being no other comment,
the hearing was closed.
Commission discussion was
held at length. It was the concensus that the proposal would'
be a step toward solving the street, sewer, water, and drainage
problems of the area and --that the proposed zoning was very
similar to the adopted Master Plan of the°area.
