as being a proposed subdivision of Lots 5 to 10 and all of

The hearing was opened to the
audience; there being no comment, the hearing was closed.
Commission discussion was held.
There was considerable discussion regarding the amount'of
space between buildings and it was felt that the space as
"shown on the map was inadequate.
A MOTION WAS MADE BY LETSON AND
SECONDED BY WORTHY TO APPROVE TENTATIVE TRACT NO 3274, REVISED,
UPON THE FOLLOWING CONDITIONS:
1.. The Revised Tentative Map received August 14, 1963, shall
be the approved map.
2. Vehicular access rights to Delaware Street, except for the
two proposed driveways, shall be dedicated to the City.
3. All of that portion of Delaware Street within the boundaries
of the Tentative Map shall be dedicated and at least one-
half of the right-of-way shall be improved to City Standards.
4. All private streets.shall be at least 32 feet in paved
width'with.in a 34 ft R/W and shall be improved with the
curb, gutter, and paving to City Standards. The one
passageway shown as 25 feet wide shall be at least 26
feet in paved width.
5: Disposal'of runoff water and any necessary easements shall
meet the approval of the City Engineer and the tract shall
participate in the drainage district assessment of $1250
per acre.
6. Sewer, water, fire hydrant and street lighting systems
shall be installed throughout the tract and shall be ap-
proved by the City Engineer.
7. Adequate provisions shall be made to assure perpetual
maintenance of all'common areas and the roads and driveways.
Such provisions shall be submitted to and be approved by
the Planning Director and City Attorney prior to recordation
of any portion of the tract.

8. All rights for development and construction of any structures
within the common area not included in the approved develop-
ment plan shall be dedicated to the City.

and it was the concensus that the 50 ft setback should be main-
tained.

ZONE CASE NO 361 - Continued Change of"Zone from A-1-X
Applicant: Bertus T. Hombs General Agricultural District
as adopted by Interim Ordinance
No 668 to R-3 Limited Multiple
Family Residence District. Located on the east side of A
Street and approximately 100 feet north of Blaylock Avenue and
legally described as Lot 30, Tract 360.
The Secretary reported that this
case had been continued from the meeting of August 6 in order
for the Staff to make a report on the water situation as -it
relates to fire protection in the neighborhood. TheFire
Department investigated the situation and reported that there"
are adequate mains and hydrants in the area.
The hearing was opened to the
au -.fence: Mrs. Hombs addressed the Commission and explained
that Mr. Hombs was unable to attend the meeting and asked the
Commission to recommend approval of this application.
There being no,further comment,
the hearing was closed.

mission Recommending Approval of Zone
Case 361 to the City Council.

Commission and explained that since his wife is an invalid and
his daughter was taking care of her, he needed a place for his
daughter to live, thus the reason for this variance. He further
stated that he intended to move in a house.

the Secretary. It was pointed out that a variance was needed
on this case because the applicant intends to run a tool rental
business and a majority of his activities will be conducted
outside of a building. In addition, h.e intends to,retain an
existing building and use it as part of the business.

case at length..
A MOTION WAS MADE BY KA UFMAN
AND SECONDED BY CRABB TO APPROVE USE VARIANCE NO 640 UPON THE
FOLLOWING CONDITONS:
1. The existing building shall meet all pertinent Building
Code requirements.
2. Beach. Boulevard -frontage shall be improved with. curb,
gutter, sidewalk and paving.
3. Except 'for the front 50 feet, a 6 foot masonry wall shall
be constructed along theside and rear lot lines.
4. ' The front 185 feet of the ' lot shall be paved and a minimum, of
,nine -parking spades shall ;be striped to Planning Commission
standards in the front 50 foot setback.
5. There shall be no display of merchandise or storage of any
equipment in the front 50 foot -setback.

AREA VARIANCE NO 641 To allow the construction of
Applicant: Paul E'. Stronp a 5 ft high fence to encroach
to within 13 feet of the front
property line in deviation
to the required 20 foot front yard setback in the R-1 Single
Family Residence District. Located on the_ east side of Catalina
Circle and approximately 100 feet north. of Molakai Drive and
legally described as Lot 15, Tract 3903, 22042 Catalina Circle.
The Staff . Report .was ; read
by the Secretary. It was noted that the applicant wants to
constuct two redwood board fences in the front yard and that
the Planning Commission has, in the past,;granted similar,
requests only when the fence is constructed -of slump stone,,
wrought iron, or vista block materials and where detailed land-
scape glans were submitted.
The hearing was Iopened to
the audience. Mr. Strong, applicant, addressed the Commission
and explained the plans for the fence. Upon questioning,by the
Commission, he agreed to submit detailed landscape plans and
further, at the request of the Commission, agreed to continue
the hearing to the next regular meeting of September 17,'1963.

The Staff Report wasp; read
by the Secretary. It was noted,that this case and the next
item on the agenda both pertain to the same property. In the
next item,k,th.e applicant is requesting a variance for a conva-
lescent hospital and 24 apartments in order to avoid the time
delay involved fora change of zone. Further, the proposed
use of the site as a°convalescent hospital is a high, density
use, whereas -the Master Plan of Land Use delineates the area
for medium density us°e
The hearing was opened to
the audience. Mr. James Woods, applicant, addressed the
Commission and explained his plan for the site; also., he spoke
of the need for convalescent hospitals in the area.

Mr. Bill Wood of the Chamber
of Commerce Citizens -Advisory Committee addressed the Commission
and reaffirmed the Chambers opposition to the erosion of in-
dustrial property.
There being no further comment,
the hearing was closed.
The Commission held a lengthy
discussion and it was the concensus that there should be a study
of the area as to the need for convalescent hospitals.
A MOTION WAS MADE BY BAZIL AND
SECONDED BY MILLER TO CONTINUE ZONE CASE NO 373 FOR SIXTY DAYS,
WITH THE CONSENT OF THE APPLICANT, IN ORDER FOR THE STAFF TO
MAKE A STUDY OF THE NEED FOR CONVALESCENT HOSPITALS AND THE
ZONING IN THE AREA.

C-3 Parking Requirements
The Commission continued
their discussion on th.e need for parking in the C-3 zone and
the immediate urgency in requiring such. Various ideas were•
presented and it was the consensus that the Staff should
prepare a revised draft of the Amendment to Article 941 of
the Huntington Beach Ordinance Code and have it ready for
presentation to the Commission at their next regular meeting
of September 17, 1963. - "
THERE BEING NO FURTHER BUSINESS,
