It was noted that an amendment to the Master Plan of Arterial Highways was approved by the Commission which included the extension of Bolsa Chica Street south of Warner Avenue as a major highway. The Secretary further pointed out that this will put the property at the intersection of two major highways which is an excellent place for commercial development and, in addition, the Staff studies for the revision of,the Land Use Plan for this area indicates that the vicinity of Bolsa Chica Street and Warner Avenue will become,a vital business center for the westerly section of the -city. RESOLUTION NO 332 A Resolution of the City Planning Com- mission Recommending a Portion of Zone Case 332 to the City Council. A MOTION WAS MADE BY KAUFMAN AND SECONDED BY CRABB TO ADOPT RESOLUTION NO 332 RECOMMENDING'APPROVAL OF A PORTION OF ZONE CASE 332 TO THE CITY COUNCIL FOR THE FOLLOWING REASONS: 1. The proposed amendment to the Master Plan of Arterial Streets and Highways'has been approved by the Commission with Bolsa Chica Street extending south of Warner Avenue as a major highway. This will put the property at the full intersection of two major highways which is a more logical location for commercial development. - 2. Mr. Ben Gautier, the Commission and stated that The hearing was opened to, 18812 Gregory Lane, addressed there should be a buffer zone established and firmly opposed the subject zone change. A spokesman for the Home- owners Association addressed the Commission and vigorously opposed the multiple dwellings. the 'hearing was closed. There being no other comment, The Commission held a lengthy discussion. It was,the concensus to recommend approval for a R-3 zone only and delete the proposed R-2 zone. Located at the SWIly corner of Hill Street and Frankfort Avenue, and legally described as Lots 20, 21, aAd 22, Block 606, Valley View Tract. The Secretary read - three separate petitions opposing the subject zone change and one petition favoring the proposed R-3. The hearing -was opened to the audience. Mr. Gallienne, 617 Frankfort Street, addressed the Commission and opposed the subject zone case. He further stated that the sewer and drainage problems are'very serious in the area. Mr. Schwager.,''architect for the applicant, addressed the Commission and explained the proposed development. There being no other comment, the hearing was closed. Commission discussion was. held. It was the concensus that rezoning of such a small parcel constitutes "spot zoning" which is not considered good planning. RESOLUTION NO 374 A Resolution of the City Planning Com- mission Recommending Denial of Zone Case 374 to the City Council. - 'A MOTION WAS MADE BY LETSON AND SECONDED BY BAZIL TO ADOPT RESOLUTION NO 374 RECOMMENDING DENIAL OF ZONE CASE NO 374 TO THE CITY COUNCIL FOR THE FOL- LOWING REASONS: 1. Rezoning of such a small parcel constitutes "spot zoning" which. is not considered good planning. 2. Noble Waite, 1718 Park St, addressed the Com- mission and spoke in favor of the subject variance. Dr.- Nelson, applicant, addressed the Commission and'explained why the professional development is in need of an oversize sign. He further stated that the proposed sign will serve two professional buildings. There being no other comment, the hearing was closed. Planning Commission Tuesday, September 17, 1963 C-3 PARKING REQUIREMENTS The Secretary presented the third draft of the suggested amendment to Article 941 regarding parking requirements in the C-3 Zone. The Commission discussed the proposed amendment and it was the concensus that the proposed ordinance should be set for public hearing on, October 1, 1963. A MOTION WAS MADE BY CRABB, AND SECONDED BY KAUFMAN TO INSTRUCT THE SECRETARY TO PUBLISH A LEGAL NOTICE REGARDING AN AMENDMENT TO ARTICLE'941 - PARKING REQUIREMENTS IN C-3 ZONE. ROLL CALL VOTE: - AYES: Crabb, Letson, Bazi1, Kaufman, Miller, Chairman Stang. NOES: None. ABSENT: Worthy. THE MOTION CARRIED. MEMO TO THE PLANNING COMMISSION The Secretary informed the Commission that Commissioners Dr. Henry S. Kaufman, Harry Letson, and C. R. Miller have been reappointed by the City Council for another four year term. LEAGUE OF CITIES: The Planning Director advised the Commission that;the City Council had, by resolution, approved attendance at the League of Cities meeting in October by one member of the Commission. After discussion,, it was agreed.th.at reservation be made for Commissioner Stang. MASTER PLAN OF STREETS AND'HIGHWAYS - REVISED The Secretary presented the suggested highway plan, as revised, to the Commission. It was the concensus that the suggested highway plan amendment will provide for better traffic circulation within and adjacent to the city. Planning Commission Tuesday, September 17, 1963 DISCUSSION:- The Planning Director presented a proposed ordinance prepared by the City Attorney regarding pre -zoning of areas outside of the city prior to their annexation. The proposed ordinance was discussed at length by the Commission. A -MOTION WAS MADE BY KAUFMAN AND SECONDED BY CRABB TO RECOMMEND APPROVAL OF THE PROPOSED ORDINANCEFOR PRE -ZONING TO THE CITY COUNCIL. ROLL CALL VOTE: AYES: Crabb, Letson, Bazil, Kaufman, Miller, Chairman Stang. NOES: None. ABSENT: Worthy. THE MOTION CARRIED.
