Commission discussion was
held. It was noted that an amendment to the Master Plan of
Arterial Highways was approved by the Commission which included
the extension of Bolsa Chica Street south of Warner Avenue as
a major highway.
The Secretary further
pointed out that this will put the property at the intersection
of two major highways which is an excellent place for commercial
development and, in addition, the Staff studies for the revision
of,the Land Use Plan for this area indicates that the vicinity
of Bolsa Chica Street and Warner Avenue will become,a vital
business center for the westerly section of the -city.
RESOLUTION NO 332 A Resolution of the City Planning Com-
mission Recommending a Portion of
Zone Case 332 to the City Council.
A MOTION WAS MADE BY
KAUFMAN AND SECONDED BY CRABB TO ADOPT RESOLUTION NO 332
RECOMMENDING'APPROVAL OF A PORTION OF ZONE CASE 332 TO THE
CITY COUNCIL FOR THE FOLLOWING REASONS:
1. The proposed amendment to the Master Plan of Arterial
Streets and Highways'has been approved by the Commission
with Bolsa Chica Street extending south of Warner Avenue
as a major highway. This will put the property at the
full intersection of two major highways which is a more
logical location for commercial development. -
2. The adopted Master Plan of Land Use for this area indicates
that the vicinity of Bolsa Chica Street and Warner Avenue
will become a vital business center for the city.

which. is not considered good planning.
2. The increased density in this area m uld aggravate the
problems of seriously overloaded sewers and drainage.

and 35 ft height limit permitted in the C-1 Neighborhood Com-
mercial District. Located on the north side of Adams Avenue,
east of Cannery Street and legally described as being approxi-
mately 350 feet east of the centerline of Cannery Street and
60 feet north of the centerline of Adams Avenue on Lot 85
of Tract 4493.

mission and spoke in favor of the subject variance.
Dr.- Nelson, applicant,
addressed the Commission and'explained why the professional
development is in need of an oversize sign. He further stated
that the proposed sign will serve two professional buildings.

C-3 PARKING REQUIREMENTS The Secretary presented the
third draft of the suggested
amendment to Article 941 regarding parking requirements in the
C-3 Zone.
The Commission discussed
the proposed amendment and it was the concensus that the
proposed ordinance should be set for public hearing on,
October 1, 1963.

A LEGAL NOTICE REGARDING AN AMENDMENT TO ARTICLE'941 -

MEMO TO THE PLANNING COMMISSION The Secretary informed the
Commission that Commissioners
Dr. Henry S. Kaufman, Harry Letson, and C. R. Miller have been
reappointed by the City Council for another four year term.
LEAGUE OF CITIES: The Planning Director advised
the Commission that;the City
Council had, by resolution, approved attendance at the League
of Cities meeting in October by one member of the Commission.
After discussion,, it was agreed.th.at reservation be made for
Commissioner Stang.
MASTER PLAN OF STREETS AND'HIGHWAYS - REVISED
The Secretary presented the
suggested highway plan, as revised, to the Commission. It
was the concensus that the suggested highway plan amendment
will provide for better traffic circulation within and
adjacent to the city.
A MOTION WAS MADE BY KAUFMAN
AND SECONDED BY MILLER TO INSTRUCT THE SECRETARY TO PUBLISH A
LEGAL NOTICE ON SAID PROPOSED REVISION AND SET THE HEARING FOR
OCTOBER 1, 1963.

DISCUSSION:- The Planning Director presented a
proposed ordinance prepared by the
City Attorney regarding pre -zoning of areas outside of the
city prior to their annexation.
The proposed ordinance was discussed
at length by the Commission.
A -MOTION WAS MADE BY KAUFMAN AND
SECONDED BY CRABB TO RECOMMEND APPROVAL OF THE PROPOSED
ORDINANCEFOR PRE -ZONING TO THE CITY COUNCIL.

NOES: None.
