TUESDAY,,SEPTEMBER 24. 1963, ADJOURNED MEETING COMMISSIONERS PRESENT: Letson, Bazil, Kaufman, Miller. COMMISSIONERS ABSENT: Crabb, Worthy, Chairman Stang. USE VARIANCE NO 646 - Continued To allow the reduction in street width requirement from 60 feet to 56 feet in a cul-de-sac which. is in excess of 350 feet long. Located approximately 1000 feet east of Springdale Avenue and 100 feet north. of the P.E. Railroad R/W and le gally'described as being the Wlly.676 + feet of the Elly 1690 + feet of the NIly 254 + feet 6C the SW4 of Section 10-5-11 7. The Secretary reported that the Assistant City Attorney had advised that the Com- missioners may act on the requested variance. After discussion it was the concensus that because of the limited width of the property, the request seemed reasonable. THE MOTION BY MILLER WAS SECONDED BY LETSON TO APPROVE USE VARIANCE 646. ROLL CALL VOTE:.", AYES: Letson, Bazil, Kaufman, Miller. NOES: None, ABSENT: Crabb, Worthy, Chairman Stang. DISCUSSION: Vice -Chairman Kaufman - called for discussion of the proposed floor area requirements as contained in the suggested revisions of the 11R" Zones. The Secretary reminded the Commission that when the proposed "R" Zone revisions were recommended to the City Council in July, the proposed floor area requirements were deleted. It was also pointed out that the proposed revisions were referred back to the Commission by the Council for further study. The Secretary reported that the Chamber of Commerce had sent a communication containing suggested modifications of many of the items contained in the pro posed"R11 Zones revisions, including suggested reductions in floor area requirements. Planning Commission Tuesday, September 24, 1963 their proposed modifications, and also suggested additional study. Warren Huber of the Macco Corporation presented a series of plans of two bedroom homes which were slightly under the proposed minimums and pointed out that the definition of a dwelling should also include a definition of a room. Alan Orsborn, Field Representative of the Home Builders Association reiterated their feeling that. floor area requirements would not guarantee a better home. After lengthy discussion, it was agreed that the Commission would meet with the Chamber of Commerce Committee for further discussion of floor areas at 7:30 P.M., October 3, 1963, at the Chamber of Commerce office. The Staff was also instructed to consider a definition of a room and bring back a suggestion. RE -ZONING STUDY - ADAMS AVENUE - ALABAMA STREET AREA The Planning Director reported the results of a zoning study in the vicinity of Adams Avenue and Alabama Street which is now zoned M-2-0 as requested at the last meeting of.the Commission. Maps showing current land use, present and proposed zoning were explained.,...The recom- mended changes included a strip of R-3 Zone along Adams Avenue from the P.E.R.R. to Florida Street and along the east side of Florida Street south of Utica Street. The remainder of the area up to Yorktown which is zoned M-2-0 was proposed for R=2 zoning. After discussion, it was the concensus that the northeast corner of Adams Avenue and Florida Street should remain in its present C-4 zone and that the rest of the suggested plan was acceptable for public hearing. THE MOTION BY BAZIL WAS SECONDED BY LETSON TO INITIATE THE CHANGE OF ZONE AND SET THE MATTER FOR PUBLIC HEARING ON OCTOBER 15, 1963. ROLL CALL VOTE: AYES: Letsn, Bazil, Kaufman, Miller. NOES: None. Planning Commission Tuesday, September 24, 1963 RE -ZONING STUDY: TALBERT AVENUE -SOUTHERN PACIFIC RAILROAD AREA The Planning Director reported the results of a zoning study requested by the Com- mission for the area in the vicinity of Talbert Avenue and the S.P.R.R. The study was requested as a result of a petition for an R-5 zone on Talbert Avenue just east of the railroad. Two alternate, plans were explained. The first proposed re4oning some of the pro- perty along Taylor Avenue, including the existing school site, to R-1 as a separation between the industrial area and the existing single family tract. The second plan'in addition to the R-1 proposed an R-3 zone between the commercial frontage on the west side of Beach Boulevard and the existing single family tract to the west. After considerable discussion, it was the concensus' of 'the Commission that the area southwest of Talbert Avenue and Beach Boulevard which is now zoned R-4-X should be included in the re -zoning study. The Staff was instructed to include the additional area in the study and bring back'a revised plan at a later date. THERE BEING'NO FURTHER BUSINESS, THE MEETING ADJOURNED.' W. C.
