Huntington Reach, California Monday, November 4, 1963 Mayor Lambert called the regular meeting of the City Council of the City of Huntington Beach to order at 7:30 o'clock P.M. The Pledge of Allegiance was given by all present in the Council Chamber. The Invocation was given by Rev. Roger G. Betsworth of the Community Methodist Church of Huntington Beach. Councilmen Present: Wells, Gisler, Stewart, Welch, Lambert Councilmen Absent: None Cens- s Report t Mayon Lambert read a letter from Mr. Henry _50,289 10/63 D. Sasser, Supervisor of the Special Census, informing, Council that the preliminary count in the retruns of the Special Census taken as of October 24, 1963, wa.s. 50,289, as compared with 34,143 on October 3, 1962. License Protest Ingersoll -Auctions On :notion by Stewart, seconded by Welch, the revorts of the Building Director, Fire Chief, Lifeguard Chief and Recreation Direc- ordered filed, Motion carried. On motion by Stewart, seconded by Gisler, a communication from Charles E. Bosley, Administrative Assistant to Senator Clair Bureau approval of Standard Metropolitan for Orange County, was received and ordered The Clerk presented a communication from the Citizens' Steering Committee, making recom- mendations for the establishment of a Medi- Committee. On motion by Wells, seconded by Welch, Council directed the City Clerk to request the Citizens' Steering Committee to submit persons to Council for approval. Motion carried. On motion by Gisler, seconded by Welch, the request of the Arthritis and Rheumatism Foundation, Southern California Chapter, to for funds during the week of February 2, 1964, as it is not a local. Tax Compass Rambler - Costa Mesa - $�1,618.34 Plus Tax Merk Williams Motors - Fullerton - $ 1,774.54 Plus Tax Error in The Clerk read a communication from the Pur- Low }aid chasing Agent informin the Council that there was an error of 400 in the low bid of $1618.34, plus sales tax, submitted by Compass Rambler Company of Costa Mesa. He stated that the bid of Main Street Garage in the amount of $1,689.90 plus sales tax was therefore the low bid, and recommended that it be accepted. Low Bidder On motion by Welch, seconded by Gisler, Main St. Gara,;e COl1nC11 authorized the Purchasing Agent to purchase a car for the City Clerk's Depart- ment from the Main Street Garage of Huntington Beach, in the amount of $1,689.90, plus sales tax; and reject all other bids. Motion carried. Final Tract Map The Clerk presented a transmittal from the r5105 Presented City Planning Director submitting final form of Tract Map No. 5105, for adoption: Developer: Hercules Construction, Santa Ana; Engineer: R. G. Kempa & Associates, Inc., Santa Ana; Location: West of Delaware Street and south of 17th Street; Legal Description: Being a subdivision of Block 2604, East Side Villa Tract; Number of Lots: 36; Total Acreage: 2.108; that the map had been certified by the City Engineer and the Planning Director to be true and correct with provisions of the City Subdivision Code. The City Council may accept the offers of dedication as shown on the map and may approve the final mpa, subject to the following conditions: The City Clerk's signature shall be withheld pending completion of: 1. Deposit of fees for water, sewer, inspections. 2. Bond for improvements. 3. Signing of Subdivision Agreement. 4. Certificate of Insurance. 5. Approval from County Surveyor. 6. Granxed Cont. to 11/18/63 The Clerk presented Tract Map No. 5050 - Huntington Harbour Corporation - for acceptance of dedications and final adoption been deferred from the adjourned meeting of The Clerk then read a communication from Huntington Harbour Corporation, requesting that action on Final Tract Map No. 5050 next regular meeting.. Final Tract Map No. 5050 On motion by Stewart, seconded by Gisler,, Council granted the request of Huntington Harbour Corporation and continued action on to the next regular meeting. The motion was withdrawn by Welch, and the second with- drawn by Gisler, when they were informed that the Administrator had a report to make on his recouraendations in this matter, as requested by the Council. Motion carried sraz�t Deed The Clerk presented a grant deed from Mike ;'ortorcrasi Tortomasi, in Trust for Joy Patricia Torto- masi, to the City, for property for storm drain purposes; together with a communication from McBain & Morgan, Attorneys, requesting payment to Mike Tortomasi in,the amount of $900.00, and to the Attorneys in the amount of $100.00, together with Resolutions No. 1.870 and No. 1871 authorizing the expenditure of money. Deed Accepted On motion by Welch, seconded by Stewart, Council accepted the deed from Mike Torto- masi to the City and directed the Clerk to record same with the County Recorder of Orange County. TV Rio-hts The City Administrator requested authorization Surf Contest to proceed in the contacting of various Tele- vision Networks including KHJ-TV, for proposals to be presented to Council in the contracting for television rights for future Surfboard Contests. Reg. Granter' On motion by Gisler, seconded by Stewart, a Committee compoaed of the City- Administrator, City Attorney, Recreation Director, and Lifeguard Chief was established and authorized to contact various Television Networks, including KHJ-TV, and present proposals to Council. Motion carried. Ana. Service Award On motion by Stewart, seconded by Welch, Pro,-,Yaii, to Continue Council authorized the City Administrator to proceed with the Annual Service Award Pro- gram, and further authorized that this program be continued each year. Parks & Recre; tion Mayor Lambert directed the City Administrator LleetinL_ArranLed to arrange a meeting date for the Council and Recreation Commission to study the proposal that a joint Parks and Recreation Commission be established. The City Administrator informed the Council Civic Center SI..tes that he and Councilman Welch would meet with Mr. Ed Hartsook on Tuesday, November 5, 1963, to discuss possible sites for a Civic Center. Gym Jordan and Endsley, Architects, regarding the cost of moving the High School Gym to City property. Agreement On motion by Stewart, seconded by Gisler, A2proved the Agreement for preparation of Plans and Specifications for a new Lifeguard Head- quarters Building, from Jordan and Endsley, was approved subject to the approval of the City Attorney and the Mayor and City Clerk were authorized to execute same on behalf of the City. Barrett, General Contractor for alterations on the Headquarters Fire Station, for approval. James A. Barrett On motion by Stewart, seconded by Gisler, ALreerment Appr. Council approved the agreement between James A. Barrett and the City for alterations on the Headquarters Fire Station; and directed the Mayor and City Clerk to execute same on behalf of the City, subject to the approval of the bonds by the City Attorney.
