Beach Planning Commission of October 15, 1963, were accepted as

petition of protest submitted by property owners within the
area of .the proposed multiple development.
The hearing was opened to
the audience. The following home owners addressed the Com-
mission and spoke ,..'.against granting the variance of a
planned multiple family development: Walter Miller, 6911,
Breeland Drive, Wesley Quinn, 15592 Breeland Drive,
Clifford Thomas, 5951 Wesley Circle and Mrs. Wanda Hopkins,
6771 Shannon Drive.
Bill Asawa, representing,
the applicant, addressed the Commission and explained the
pitposed development. Mr. L'Esperance, architect, addressed.
the Commission and presented various drawings of the proposed
multiple de velopment. Wally Nichol, of S. V. Hunsaker & Sons,
addressed the Commission and stated that he was in favor of
the subject variance with the exception that the proposed two
story apartments be changed to one story only.

Fire Chief Higgins addressed
the Commission and opposed the substandard street widths
within the proposed development.
Peter Wooley, representing the
applicant, addressed the Commission and objected to calling
streets within the proposed development "substandard".
There being no further comment,
the hearing was closed.
The Commission held a lengthy
discussion. -It was the concensus to continue the hearing
on Use Variance No 652 to the next regular meeting and the
applicant to submit revised plans for the proposed development.

Applicant: M-L Company into three separate parcels.
Located north of Talbert Avenue
and west of Beach Boulevard
and legally described as follows: PARCEL I: Containing an
area of 3.8643 acres. PARCEL II:- Containing an area of
1.1515 acres. PARCEL III: Containing an area of 1.151
acres.. Lengthy legal description ,on file in the Planning
Department Office.
The hearing was opened to the
audience; there being no comment, the hearing was closed.
A MOTION WAS MADE BY KAUFMAN
AND SECONDED BY BAZIL TO RECOMMEND APPROVAL OF DIVISION OF
LAND NO 202 to the City Council WITH THE FOLLOWING CONDITIONS:
1. Dedicate and improve to City Standards the rights-of-
way,for Talbert Avenue and Beach Boulevard.
2. Participate in drainage assessment district at a cost of
5930 per acre. I
3. A 10 foot alley right-of-way shall be provided along
the westerly side of Parcel II and Parcel III.

,DISCUSSION:. RE: HUNTINGTON HARBOUR - PARKS &.REACHES
Martin Fenton, representing
the Huntington Harbour Corporation, addressed the Commission
and presented various proposals for location of.parks and,
beaches within the,Huntington Harbour development.,- He noted
that the propo'sed`* location of 'four'or five - small beaches was
tentative and that their development plans were not yet com-
plete. In response to a question, he stated that it was the
position of the Huntington Harbour Corporation that they would
not give beach areas to the City but would negotiate for their
sale.
After considerable discussion,
it was the concensus-of the Commission -that a series..of small
beach sites would not serve the needs of the City as well as a
lesser number of larger sites.
THE MOTION OF BAZI L WAS
SECONDED BY MILLER TO RECOMMEND TO THE CITY COUNCIL THAT
SMALL BEACHES NOT BE ACCEPTED IN HUNTIN GTON HARBOUR BUT TO,
REQUIRE LARGER MORE USABLE SITES..
ROLL CALL VOTE:
