Huntington Beach, California Tuesday, November 12, 1963 Mayor Lambert called the regular adjourned meeting of the Citv Council of the City of Huntirgton Beach to order at 7.30 o'clock P.M. The Pledge of Allegiance was given by all present in the Council Cbamber. Councilmen Present: Wells, Cisl.er, Stewart, Welch, Lambert Councilmen Absent: None Treas , Or'ice The Council discussed at some length the Hours Discussed ho,irs which had been posted by the City Treasurer for her office to be open'to the public. y Treasurer The City Treasurer addressed the Council and informed them of for .reasons for the estab- lishm.pnt of the hours which she was --sing, stating; that banks and other offices rec- vi.ng money required a perior' of time prior to and following the time in. which money was received, in order to properly account for their receipts and to place them in safekeeping. Mayor Lambert requested the Clerk to read the section of the Audit Report for the year endln-L Tune 30, 1963, which commented on necountinz oroceditr-es used by the City, and included recommendations for im.nrovements to the accounting system. Read by Clerk The Clerk read that portion of the Annual Audit Report for the City for the fiscal year ending ,dune 30, 1963, as prepared by Diehl, Evans & Company, Contractual Audi -tors to the City, which had been requested by the Mayor. Council then held some discussion on the comments, criticisms and recommendations Action Deferred On motion by Gisler, seconded by Wells, 11-1.8-63 Council deferred action on the Annual. Recess Called On motion by Stewart, seconded by Wells, Council deferred the second reading of Ordinance No. 1013 to the next regular meet - Motion carried. Mayor Lambert called a recess of the Council at 8:27 P.M. Council Recon-,.rened The Council was reconvened at 8:43 P.M. by the Mayor.. Capital Outlay The City Administrator presented for con- Bludget Study sideration of the Council, the requests which had been presented by various depart- ments for projects to be included in the Capital Outlay Budget. Mr. Miller informed the Council that the requests exceeded the amount of revenue anticipated for capital outlay expenditures by approximately one hundred percent, and suggested that requirements be reduced to a bare minimum in their review of the requests. -1- (11/W 63) 74= Page ;r2 - ,4inutes, 'vove.,aber 12, 1.9"1 1tenis Reduced No Action Taken $145,000.00. Though Budget as revised, no Council then reviewed the requests item by items, and disallowed and reduced items for an over-all reduction of approximately Council indicated approval of the Capital Outlay action was taken on the matter. LAFC Citizen The Clerk presented a request for Council Mei,7ber Pres. consideration of a proposed citizen member of the Local Agency Formation Commission, (formed to analyze and make recommendations concerning all annexations and incorporations within the County.) Bartlett and Mayor Lambert named Mr. Ted Bartlett and Calliearke LNarned Councilman Welch named Bill Gallienne as proposed nominees to the Local Agency Formation Commission. Ted Bartlett or on motion by Welch, seconded by Gisler, Bill Gallienne Council named Mr. Ted Bartlett as first choice and Mr. Bill Gallienne as alternate choice to represent the City as a proposed nominee to the Local Agency Formation Commission. Motion carried. Mtg. Council. A proposed meeting between the City Council & Rec. Carimi. and the Huntington Beach Recreation Commission concerning a joint Parks and Recreation Com- mission was discussed and Council stated its intention to set a specific meeting date at their next regular meeting, November 18, 1963. Prop. Civic Center The City Administrator informed the Council Mtn.._ Date that a meeting will be Held in the Council Chamber on November 27th or 28th to discuss the proposed Civic Center, and will be composed of the Citizens Steer- ing Conwaittee, the Homeowners Council and the Chamber of Commerce. Council. to Meet After discussion on the matter, Council At Later Date determined that they would meet at a later date with the heads of the above mentioned committees to further discuss the Civic Center proposal.
