Beach Planning Commissi,on.of November 5, 1963, were accepted. -as
transcribed and mailed by the Secretary.

The hearing was opened to the
audience and Mr. Jasper, representing the applicant, addressed
tl-e Commission and explained the proposal for landscaping.
There being no further comment,
the hearing was closed.
Commission discussion was held at
length and it was the concensus that the applicant should in-
stall and maintain landscaping within Lot No 1 substantially
as marked on the plot plan of the proposed development.
A MOTION WAS MADE BY CRABB AND
SECONDED BY MILLER TO APPROVE TENTATIVE TRACT MAP NO 5385
UPON THE FOLLOWING CONDITI[ONS :_ "
1. All rights for placement of any structures on Lot 1 other
than are shown on the approved plot plan, shall be dedicated
to the City.
2. Provisions shall be made,.to perpetually,.;guarantee adequate
maintenance of all improvements on Lot 1 and such provisions
shall be approved by the Planning Director and City Attorney.
3. If Conditional Exception No UV 654 is not approved by the
City-`Counci.l,'apptoval of -this tentative map shall be void.
4. Lot 5 shall be provided with, access to Lot 1 to the
southwest.'
5. Any standard subdivision requirements that may be appli-
cable shall be complied with.

The hearing was opened to
the audience. W. N. Dabney, applicant, addressed the Commission
and requested that the proposed R-4 •zone be granted. .

Lengthy discussion was held.
The Planning Director pointed out to the Commission that the
Master Plan of Land Use indicates a medium density for ,the area
and that R-2 Two Fam i-Iy Residence District would be more advisable*
It was further noted that an R-5 Zone is located to.the north
which has been constructed to less than the R-2 density. There
is an R-1 to the east and on the south side -of Garfield directly
across the street.is an:M-1 Zone. ,

Engineer, stated that there will be the requirement of drainage
fees of $930 per acre.

an 88 foot frontage road along the future freeway route.

proposed fourplex.

the Homeowners Association, addressed the Commission"and spoke
in opposition on behalf of the Association.

The Secretary read a communi-
cation submitted by the Orange County Planning Commission
regarding Use Variance No 5243•to allow the establishment of;a
small animal clinic in the AR Agricultural Residential District.
Located on the south side of Warner Avenue approximately 900
feet east of Bolsa Chica Road in the Sunset Heights area.
After c,onsiderable.discussion,
it was the unanimous recommendation to the County Planning
Commission that the request be denied for the following reasons:
1. The adopted, Master Plan of Land,Use for this area indicates
the site of the_ subject case in a future' industrial area.
However, that Master Plan will soon be amended to eliminate'
the industrial classification in favor of a residential
area of medium and,high.-densityq
2. The site is 900 feet from Bolsa Chica which is beyond the
projected commercial area around the intersection of
Bolsa Chica Street and darner Avenue.
3. The City is strongly opposed to the co ncept'of converting
residential buildings to commercial use. Even though it
may be possible to meet the safety requirements of our
Fire Zone ' Code•, conversion of' residences dbes -•not make
for healthy commercial development. '

surrounding the installation,
3. No wastewater be disposed of in the adjoining Flood

annexation in the vicinity of Heil Avenue and Algonquin Street
known as Bolsa Chica No 3 Annexation,
It was the unanimous recommendation
that the City Council proceed with, the annexation because said
area will develop in the future in such way that it will be an
asset to the City.
