Disposal Company - Mr. Edward Osepian, 302 Huntington Avenue, City,
for a Certificate of Public�::°Weed and Necessity and a business license
to haul trash from the Douglas Aircraft Company - Space and missile
Division in the .3City.
Mr. Paul. Loumena The Mayor then called on Mr. Pa74 ,Loumena,
Rainbow Disposal co-owner of the Rainbow Disposal Company,

2139.S. Breadway, Santa Ana, the contractor
for the pickup of.garbage and trash from residential and commercial
establishments within the City.
--Mr. Phil; Hohnstein" Mr., Loumena introduced his partner, Mr.
Phil Hohnstein, gnd then addressed the
Council to present facts concerning garbage and trash collection in
various other cities in Orange County. Mr. Loumena then requested
that he be permitted to speak further on the subject after the re-
presentative from Douglas had arrived, and Mayor Lambert granted
his request.
Mr. Osej2ian Mr. Osepian of Approved Disposal Company
addressed the Council and again presented
his request for a Certificate of Need and Necessity and business
license to cm duct business in the City.
Recess Called Mayor Lambert called a recess of the Council
at 1:33 P.M. to await the arrival of a re-
presentative of ,the Douglas , Space and Missile Division.
Council.Reconvenetd Council was reconvened at 1;40-P.M. by the
Mayor, who announced that Mr. John Bibe of
the Douglas Company was now in the audience.
Mr. Loumena Mr. Loumena again addressed the gouncil and
gave information concerning the request for
bid for trash collection which had been issued by the Douglas Company.
Mr. Bibe-Douglas Mr. Bibe of the Douglas Space and Missile
Division addressed the Council and stated
that his company had advertised for bids for the collection of trash
from their facility. He stated that the low bidder for the contract
was Mr. Osepian of the Approved Disposal Company, and that it was
later found that he did not have a license to operate in Huntington
Beach. He further stated that his Company hoped that Mr. Osepian
would be granted a business license.
C`uncilahenn Welch Councilman Welch s tated ' that he had no wish':`.
to criticize the service of the Rainbow
Disposal Company as he -felt they were doing a good job in living up
to the terms of their contract with the City. He informed the Council
that he believed the Douglas Company should be permitted to contract
with another disposal company to pick up their trash, if that company
bid lower than others; and furthermore that the company they selected
should be granted a license in the City.
Councilman Gisler Councilman Gisler stated that he believed
that the. bids were 6btained by Douglas in
a le itiimate manner, and that they should -be permitted to use the
services of the lowest bidder. Mr. Gisler further stated that --he
-too, felt that Rainbow Disposal Company had given the .City service
under their contract in a very satisfactory manner.
Councilman Stewart Councilman Stewart stated that implications
had been made in the Council Chamber and
through the press that some of the Council, members may have been in
error in awarding the Cityts contract to Rainbow'Disposal Company.
He informed the Council and those present in the audience that the
Rainbow Company had spent many thousands of dollars in providing modern
equipment to give thefcommunity satisfactory service, and that he
believed this deserves some consideration.

Councilman Gisler Councilman Gisler asked whether the bid call
issued by the Douglas Corporation was for a
specified contract period.
Mr. Loumena Mr. Loumena informed Councilman ;Gisler , that
Demands r�etraci:icn the bids had been requested to serve for a
period of one year. Mr. Loumena then inform-
ed the Council that he and his partner feel that Mr. Osepian had
made certain statements reflecting on the Rainbow Company'and the ser-
vice provided by them, and demanded that a full retraction be made
publicly and through the press.
Mr. Osepian Mr. Osepian addressed the Council and the
Retracts Stmtst press reporters present and made a retract-
ion of any statements which he might have
made at the previous meeting, which could reflect on the Rainbow
Company and their operation, or on any member of the City Council.
Mr. Loumena Mr. Loumena then suggested to the Council
that they would be agreeable to permitting
the Approved Disposal Company to haul the trash from the Douglas
plant under the Certificate of Need and Necessity issued to Rainbow
Disposal Company.
City Attorney_City Attorney.Plunkett ruled that such oper-
ation under another Need and Necessity cer-
tificate would,be illegal.
Osepian Issued On motion by Welch, seconded by Gisler,
One Year License Council directed the Clerk to issue a Cer-
�" tificate of Need and Necessity to Mr. Edward
Osepian, dba Approved Disposal Company, to serve the Dou las Air-
craft Company - Space and Missile Division only, for collection and
disposal of trash during the tenure of the contract issued by the
Douglas Corporation for one year only; and to issue a business litsns
with the same limitations shown thereon. Motion carried.
Mt -A. Adjourned There being no further business to be trans-
acted under the call for special meeting,
a motion was made by Welch, seconded by Lambert, that the meeting
be adjourned. Motion carried.
