Frank Larkin, the new Planning
Commissioner appointed by the City Council to serve the un-
expired term of Edward Stang, was sworn in by the City Clerk,
Paul Jones.
HEAR'ING': On motion by Worthy and seconded by
Crabb, the minutes of the meeting
of December 17, .1963, were accepted as mailed by the Secretary.

Located approximately 656 feet

mission that he had received a telephone call from the engineer

the Commission and talked at length giving her -reasons -why -the
property should be rezoned'to commercial.
There being no further
comment, the hearing was 'Closed.
The Commission discussed
this case at length. It was recalled that' a previous request,
Zone Case 259, was denied in June, •1962, for this same property.

THE FOLLOWING CONDITIONS:
I-.,. "C" Street -shall be extended to the north boundary of the

2. The intersection of "A" Avenue and Edwards Street shall be
redesigned to -match the existing intersection of Lennox
Drive and a culvert shall be constructed across the
drainage channel in Edwards Street.
3. All Standard Subdivision Requirements shall be complied with.

ZONE. CASE NO 399 Change of Zone from A-1-X
AARplicant: Doyle & Shields General Agricultural
District as adopted by
Interim Ordinance No 668
and from R=1 Single Family Residence District to C-4 Hiehway
Commercial District with setback provisions, R-3 Limited
Multiple Family Residence District and R-1 Single Family
Residence District. Generally located between Edin er Avenue,
and Heil Avenue and between Springdale and Edwards Street.

The he ari ng was opened to
the audience. Richard Hand, 6962 Verlene Circle, speaking in
behalf of the homeowners association in an adjoining area,
opposed the portion of the request for R-3 zoning giving as
reasons that this'wvuld be detrimental to the schools, traffic,
and the single family housing in this area.
,Arlan Bragg, speaking for
another homeowner's association, also objected to the high
density zoning for the same reasons Mr. Hand stated.
Mr. Frank Doyle, applicant,
explained his plans for developing this area to a planned,
development and stated that he needed the R-3 zoning because of
the layout of the development even though he didn't intend to
develop to much more than an R-2 density.
A long discussion was
held by the Commission. It was noted that this area was
designated for -medium density on the Master Plan.
.Also, it. was noted that
a portion of this,request was for C-4 zoning to allow a church
and parochial school but this use should be considered by
Conditional Exception as.a matter of policy of the Commission.
The Commission further
discussed the fact that there were already three corners at
the in ersection of Edinger Avenue and Edwards -Street zoned'
commercially and felt that this was sufficient commercial use
for this area but conceded that a service station site would
be a reasonable use.

Limited Multiple Family Residence
District. Located north of Clay
Avenue and between Delaware and Seventeenth Streets, and
legally described as Lot A, Block 2906, all of Blocks.2905,
3005, and 3006, East Side Villa Tract.
The hearing was opened to the
audience. Hal Smith of La Rue Realty addressed the Commission
and offered to answer any questions.
Russell'Shaw, pastor of the
Methodist Church, addressed the Commission and stated that
their congregation was planning to build'a new church in the
area and as spokesman for the congregation was objecting to
any higher density zoning for the area than was already allowed.
Dick La Rue,, ze altor, stated that
his clients TAD uld be filing a tentative map on this property
in the very near future.
There being no further comment,
the hearing was closed.
The Commission noted that later
on the agenda was another xequest for high density zoning in
this same area and they felt that a study of the area was
needed before action could be taken.

The hearing was opened to
the public. Louis Mattis, Palm Springs, addressed the Com-
-mission saying he was a property owner across Heil Avenue
and thought a medium density and low density zoning was more
in order for'the property in question.
Richard LaRue, applicant,
addressed the Commission and requested that they give this
case their favorable consideration.
Louis Feder, Los Angeles,
addressed the Commission and stated that he was an adjacent
property owner. to Mr. Mattis and was in accord with him.
There being no further
comment, the hearing was, closed;.

which showed ,both medium and high density for the area but
because .of recent studies of the area and . the possibility -
that the freeway would probably swing further, to ,the west

The hearing was opened to the
audience: 'James' Deane, applicant, `spoke it length explaining
the plans for developing the area. He read a letter he had
prepared asking that the 110" or oil designation be put back
into the requestas it had inadvertently been omitted in the
application.
Bud Higgins, Fire Chief, stated
that there would be some safety problems connected with the
oil tanks in the area and that he would be working with the
developer on this matter.
There bang no further comment,
the -hearing was closed. ,
The Commission held a lengthy
discussion on this item and conceded that since this proposal
was not in conformity with, the Master Plan that a further
study of the area would be needed before they,could make a
recommendation.

The hearing was opened to
the public. Russell Shaw, Pastor of the Methodist Church,
spoke against the high density use for this area for the
same reasons as he had stated before during the public hearing
on Zone Case 400.
Ralph Williams agent for
the applicant spoke in favor of the request.
There being no further
comment, the hearing was closed.
Commission discussion
was held and, as before, they agreed that a staff study of the
area was in -order.

The Commission held a
lengthy discussion. It was noted that this request was not
in conformance to the adopted Master Plan and furthe�ti.that
commercial zoning this far from a major intersection was not
desirable and not good planning. The Chairman explained to
the applicants, that a lesser zone could be'recommended if
they so desired, but no answer was'he ard.

Mr. Walbridge of the Edison Company
next introduced two gentlemen who would explain the plans and
construction of the substation.
Mr. Russell A. Tobin, Los
Angeles Edison Company representatives explained that the
amount of noise generated by the substation would be no more
than the existing facilities germ rated and described the details
of the proposed construction, including the landscaping plans
for screening.
Ralph Kiser and Mr. Stevenson,
both of the Edison Company, also explained some of the details
involved and repeated their willingness to dedicate and improve
the adjoining streets to City Standards.
Dave Jones, 206'Crest Avenue,
opposed the variance because he felt that it was an industrial
use and should be located nearer to or in the industrial section
of the city.

Development Corp_,__ The Secretary informed the
Commission that this variance
had been heard,by the Planning Commission and was denied
for tYp- reason that the -Master Plan of Land Use indicates
this area for low density residential zoning'and,this
request was for high density- residential use. He explained
further that the applicant had appealed this decision to the
City Council and at the Council meeting the previous evening,
the applicant presented-a.ne w plot plan. The Council immediately
referred the case back to the Planning Commission in order
for them to consider the new plot plan.
The Commission discussed the
new plot plan and noted that it.still was based on a high
density use.
