Monday, January 20, 1964
Mayor Lambert called the regular meeting of
the City Council of the City of Huntington
Beach to order at 7:30 o'clock P.M.
The Pledge of Allegiance was given by all
present in the Council Chamber.
The Invocation was given by Rev. Edward
Drake, Community Assembly of God Church of Huntington Beach.
Councilmen Present: Gisler, Stewart, Welch, Lambert
Councilmen Absent: Wells
Dept. Report On motion by Welch, seconded by Stewart, the
Rec'd & Filed reports of the Chief of Police, City
Treasurer, City Collector and Chamber of
Commerce Manager for December, 1963, were received and ordered"
faded. Motion carried.
O. C . Crippled Can motion by Welch, seconded by Gisler,
Childrens Society Council granted the Orange County Society
r for Crippled Children and Adults, Inc
permission to place coin containers in business establishments in
the City during March, 1964 as part of the Easter Seal Campaign,
and to sell lilies made by handicapped workers on the sidewalk in
front of business establishments on March 13th and 14th, 1964.
Motion carried,
City of Hope On motion by Stewart, seconded by Gisler,
'Hope Sunday`; Council granted the City of Hope permission
to conduct house -to -house solicitation in the
City for funds on Hope Sunday, June 7, 1964. Motion carried.
Nat'l Conference On motion by Stewart, seconded by Gisler,
Christian2 & Jews Council granted the request from the
National Conference of Christians and
Jews, Inc. and proclaimed February 16th thru 23rd, 1964 as Brotherhood
Week in the City. Motion carried.
Steve R. Morgan On motion by Stewart, seconded by Gisler,
Adventist Lituratur_e Council referred the request from Mr. Steve
R. Morgan, 310 South Hurley, Santa Ana,
to sell religious books door--to-door in the City, for the Seventh
Day Adventists Church, to the Chief of Police for study and report
to Council. Motion carried.
Trash Containers On motion by Welch, seconded by Stewart,
Downtown Place-ment Council directed the Director of Public Works
to cooperate with the Chamber of Commerce in
the placement of litterand trash containers in the downtown business
area. Motion carried,
A enda Publication On motion by Stewart, seconded by Gisler,
Req. Rec. & Filed the letter from Mrs, Orville E. Kafer,
6962 Dresden Circle, City, and other property
owners in the City, requesting that Council consider publishing the
City Council Agenda prior to Council meetings, and to publish action
taken on all items resulting from the meeting, was received and
ordered filed. Motion carried.
Citizens Cormaittee The Clerk presented a communication from the
Medical Fac. Adv. Citizens' Steering Committee submitting
candidates for the Medical Facilities Advisory
Committee which would screen proposed hospital and health facility
projects and advise Council on their merits.

study the report of the Citizens' Municipal Administration Committee.

Walt Moorhuuse Under Oral Communications, Mr. Walt
Br�c!^e DanLer Moorhouse, 7342 Hyannis Port Drive, City,
addressed the Council to inform them of
unsafe conditions existing at the bridge crossing the Flood Control
Channel near the Wardlow School. He stated that children climb
the chain link fences to precarious heights and requested that
Council cooperate with the P.T.A. in seeking a remedy to the problem.

son, 3018 Fernheath Lane, Costa Mesa, covering property located at
the northwesterly corner of 15th Street and Acacia Avenue, and
directed the Clerk to read the legal notice.
The Clerk read notice of public hearing on
Use Variance - i)V #667, as published in the Huntington Beach News
on January 9, 1964, setting the hour of 7:30 o'clock P.M., or as
soon thereafter as possible on Monday, the 20th day of January,
1964, in the Council Chamber of the City Hall, Huntington Beach,
California, as the time and place for a public hearing for the
purpose of considering an appeal to the denial by the City Planning
Commission of Use Variance - UV #667, to regulations of the
Districting Ordinance.
Appeal Filed- The Clerk informed the Council that the
Notices Mailed appeal of Mr. Ben Steverson had been
properly filed, and that notices had been
mailed to all property owners within 300' of the property involved
in the Use Variance.

Xr. Ben, Steverson Mr. Ben Steverson addressed the Council to
appeal the denial by the Planning Commission,
and requested that Council grant the Variance.
Mrs. Helen Dri_.e-ti Mrs. Helen Driver, 1225 West Cruces, Wilming-
ton, addressed the Council for information
and stated that she had no objection to the Use Variance.
John Few-celte' Mr. John Felhoelter, 605 14th Street, City,
addressed the Council and stated that he
was an adjacent property owner. He informed the Council that he
believed the zoning should remain R-2 and would set a precedent if
changed.

tion No. 395 of the City Planning Commission,
recommending approval of Zone Case No. 395 on property situated on
the west side of Edwards Street, south of Heil Avenue, and directed
the Clerk to read the legal notice.

Zone Case No. 395, as published in the Huntington Beach News on
January 9, 1964, setting the hour of 7:30 o'clock P.M., or as soon
thereafter as possible, on Monday, the 20th day of January, 1964,
in the Council. Chamber of the City Hall, Huntington Beach, California,
as the time and place for a public hearing for the purpose of con-
sidering a petition for a change of zone to regulations of the
Districting Ordinance from: A-1-X General Agricultural District, as
adopted by Interim Ordinance No. 668, to: R-1 Single Family Residence

Mayor Lambert announced that this was the

an appeal to a recommendation of denial
by the City Planning Commission of a petition for a change of zone
in Zone Case No. 406, on property located south of Pearce Street
and west of Bolsa Chica-Street. This request was for pre -zoning on
property presently being annexed to the City, was filed by J.
Stanley Fuller and Stanford W. Atwood. The Clerk was directed to
read the legal notice.

Public Hearing Mayor Lambert announced that this was the
Zone Ca_.E_ „`404 day and hour set for a public hearing on an
appeal to the decision of the City Planning
Commission in postponing action on Zone Case No. 404, on property
located between Beach Boulevard and Cannery Street, south of Atlanta
Avenue, filed by James F. Deane, and directed the Clerk to read the
legal notice.
The Clerk read notice of public hearing on
an appeal on Zone Case No. 404, as published in the Huntington Beach
News on the 9th day of January, 1964, setting the hour of 7:30 o'clock
P`.'M., or as soon thereafter as possible, on Monday, the 20th day of
January, 1964 as the time and place for the purpose of considering
the appeal to the decision of the City Planning Commission in post-
poning action on Zone Case No. 404, for a change of zone from:
A-1-Y General Agricultural District, as adopted by Interim Ordinance
No. 672, M-1-0 Light Industrial District, combined with oil production
and M-1-A-0 Restricted Manufacturing District, combined with oil
production, to: C-2 Community Business District, with setback pro-
visions, R-3 Limited Multiple Family Residence District and R-5
Professional, Motel and Trailer Park District.
Appeal Filed The Clerk informed the Council that they

He further stated that the appeal of Mr. Deane had been properly

change, and that no further protests had been received.

Portions Approvej On motion by Welch, seconded by Gisler,
Zone Case 'N o . 4,�)4 Council approved the C-2 and R-3 portions,
with conditions as stipulated by the City
Planning Commission, and denied the R-5 portion recommended for denial
by the Planning Commission, and directed the City Attorney to prepare
an Ordinance effecting the C-2 and R-3 zones in a portion of Zone
Case No. 404. Motion carried.

Glen Falls Insurance Company, and directed the Clerk to file same;
and accepted the Subdivision Agreement for Tract No. 5251, and
authorized the Mayor and City Clerk to execute same on behalf of

postponement granted would permit the payment of sewer and water
fees within one year after the final payment of the Assessment
District installment, if such District is formed.
