MINUTES: On motion by Worthy and seconded by Miller, the Minutes of the Huntington Beach Planning Commission of February 4, 1964, were accepted as transcribed and mailed by the Secretary. TENTATIVE TRACT MAP NO 5331 - Continued - Revised Number of Lots: 327 Subdivider: Aries Homes, Inc._ Total Acreage:. 70 Engineer: Voorheis-Trindle*- Nelson, Inc. Located 660 feet south of Warner Avenue on the west side of Springdale Street and legally described as being a proposed subdivision of a portion of the N2 of Section 28-5-11. The Subdivision Committee Report was read by the Secretary. The hearing was opened to the audience; there being no comment,.the hearing was closed. A MOTION WAS MADE BY CRABB AND SECONDED BY LARKIN TO APPROVE TENTATIVE TRACT MAP NO 5331 WITH THE FOLLOWING CO NDI TI ON S : 1. The Revised Tentative Map dated January 24, 1964, shall be the approved layout. 2. "H" Avenue shall be widened to a 30 foot half street. 3. Located on the easterly side of Springdale Street and on the southerly side of Warner Avenue and legally described as being a proposed subdivision of a portion of the NW4, NW4, Section 27-5-11. The Subdivision Committee Report was read by the Secretary. The hearing was opened to the audience; there being no comment, it was closed. A MOTION WAS MADE BY WORTHY AND SECONDED BY MILIE R TO APPROVE TENTATIVE TRACT MAP NO 5500 WITH THE FOLLOWING CONDITIONS: 1. Disposal of runoff water shall be approved by .the City Engineer. 2. Avenues B and F shall contain an additional lane of paving along the proposed school site. 3. Standard turn-arounds shall be provided At the east ends of the alleys. 4. The dedication and improvement of Warner Avenue and Springdale Street shall include the parcel designated "Not a Part". 5. Located east of Springdale Street and south of Warner Avenue and legally described as being the NW4, NW4, Section 27-5-11-. The hearing was opened to the audience. G. A. Mocilnokar, 1572,Hummingbird Lane, addressed the Commission and suggested that the Commission consider an R-2 Znne rather than the requested R-3. Mr. Bow$,e, president of S.P.I. RESOLUTION NO 413 A Resolution of the City.Planning Commission Recommending Approval of Zone Case No 413 to the City Council. A MOTION WAS MADE BY WORTHY AND SECONDED BY MILLER TO ADOPT RESOLUTION NO 413 RECOMMENDING APPROVAL OF ZONE CASE NO 413 TO THE CITY COUNCIL FOR'THE FOLLOWING REASONS: 1, The proposal is generally within the intent of the Master Plan for this area. 2. The portion of the property requested for R-3 zoning is near an intersection and on a major highway which could adequately serve traffic generated by a high density use. ROLL CALL VOTE: AYES: Crabb, Letson, Bazil, Worthy, Miller, Larkin. NOES: None. ABSENT: ,Kaufman., - THE RESOLUTION WAS ADOPTED. TENTATIVE TRACT MAP NO 5502 Number of Lots: 9 Subdivider: D': N. Located" at the northwest corner of Florida Street and Utica Avenue and legally described as being a proposed subdivision'of a portion of Block 2106, East Side Villa Tract. The Subdivision Committee Report was read by the Secretary. The hearing was opened to -.the audience. Bill Hartge, Deputy Director of Public Works, addressed the Commission and pointed out that drainage and sewer problems would be created by development of the property „as proposed on the tentative -map. He further stated that if a revision were made so that the cul-de-sac street entered from Utica Avenue rather than Florida Street, the drainage and sewer problems would be eliminated. Ron Kendricks, engineer for the subdivider, addressed the Commission and explained proposal to solve the drainage and sewer problems with easements. D. N. Schneider, applicant, addressed the Commission and stated he would prefer that the tract layout stay as originally .submitted. The design of the tract shall be revised -by rotating the plan 90 to have the cul-de-sac street intersecting Utica Street rather than Florida 'Street and the proposed _ Alley shall be located along the west side of the tract and shall be terminated with a standard turn -around. 2. Disposal of runoff water shall meet the -approval of the City Engineer. 3. All Standard Subdivision requirements that are applicable shall ,be complied with. The hearing was opened to the audience; there being no comment, the hearing was closed. The Planning Director informed the Commision that under the present R-2 Zone, the subdivider could build 45 units without subdividing the.22 acres of land. He further pointed out that a total of 35 units is proposed and the reason for the variance is because the lot area per dwelling unit is slightly less than the required 2000 sq. ft. Located at the northeast and southeast corner of Admiralty Drive°and Pacific Coast Highway 101 Alt., and legally described as a portion of Section 19-5-11. The hearing was opened to the audience. Martin Fenton, representing the Hu.ntirigton Harbour Development,' addressed the Commission and gave his reasons for the requested zone change. W. C. Payne, Jr.-, resident of Huntington Harbour, addressed the Commission and vigorously opposed the subject zone change, He further requested that. the hearing be continued for 60 days to give enough time for the homeowners in Huntington Harbour to study the proposal. There being no other comment, the hearing was closed.' The Planning Director informed the Commission that a' large portion -of the subject 'property= was zoned C-2 prior to annexation. He further pointed out that the requested C-3 allows many types of uses which would not - be suitable for the area and required off-street parking in the C-3 zone is not adequate. The Secretary pointed out to the Commission that the reason for revising the adopted Master Plan of Land Use is because the recent changes ift the area south of Atlanta Avenue which was approved by the City Council for multiple family development. Commission discussion was held. It was the concensus to defer the action until after the discussion meeting with the School District, City Council and Planning Commission on February 27,'1964. ZONE CASE N0. 417 Proposed amendment of certain Revision of R-Zones sections of the Huntington, Initiated by Resolution of Inhefit Beach Ordinance Code re- garding the RA, Rl, R2,_R3, and R-4 Zones. The hearing was opened to the audience. Roger Watson, 1708 Beach Boulevard, addressed the Commission.and„stated that the proposed ddnsity in the R-Zones is too great., He further opposed the suggested square footage in the R-3.and R-4 Zones, and recommended that an R-3 zone be,reduced to 1000 sq. ft. instead of the,proposed 1500 sq. ft. and R-4 to 800 sq. ft. instead of the proposed 100 sq. ft. The Vice -Chairman, re,quested that the Secretary explain each R-Zone separately to the audience so there would not be any misinterpretation of the various proposals. R-1 ZONE" -Revised The Secretary gave a resume of the proposed revisions. The hearing on the proposed R-1 Zone was opened to the audience; there being no comment, the hearing .was closed. Planningg Commission Tuesday, February 18, 1964 R-2 ZONE - Revised The Secretary gave a resume of the proposed revision. The hearing _was opened to the audience. George Wood, 15441 Duke Circle, addressed the Commission and,spoke in favor of the proposed revision of all R-Zones. Louis Mattis, 985 Tuxedo Circle, Palm Springs, addressed the Commission and objected to the proposed change in density. Clark Harshfield, owner of a 5 acres parcel north,of Heil Avenue, addressed theCommission and opposed the change of density in the .R-2 zone. Henry Figy, 6001 Royalist Drive, addressed the Commission and spoke in favor of the proposed R-Zone revisions. George Galkin, 305 Main Street, addressed the Commission and questioned,the density in the "old part of town". Don Snyder, Fullerton, Addressed the Commission and requested that an effective date of the proposed ordinance is extended for a period of 3 to 5 months. Cedric Sanders, Newport Beach, addressed the Commission and stated that he is concerned with the proposed lot coverage. He further recommended,that•the. effective date of the ordinance be at least in 6 months. There being no further comment, the hearing.on the R-2 Zone was closed. A MOTION WAS MADE BY MILLER AND SECONDED BY -WORTHY TO RECOMMEND APPROVAL OF THE PROPOSED REVISION OF THE R-2 ZONE TO THE CITY COUNCIL. R-3 ZONE - Revised The Secretary gave a resume of the proposed revision in the R-3 Zone. The hearing was opened to the audience. Fire Chief Higgins addressed the Commission and pointed out the problem of construction of large apartment projects with inadequate. access for emergency equipment. He further stated that it is impossible to get fire equipment' .into areas that are more than 150 feet from the street which will result'in higher insurance rates and greater expense to the City for fire protection. -11- 2/18/64 �2, a e #12 Minutes! Planning'Commission Tuesday, February 18, 1964 Carlos Reeves, 213 Main Street, addressed the Commission and stated that the east side of town is not included -'in the preferential treatment as the west side of town. Harry LeBard, 419 - 9th Street, addressed the Commission and questioned various°proposed revisions. Norman Visca,,15892 Willett Lane, addressed the Commission and spoke in favor of R-3Zone Revisions. There being no further comment, the hearing on the R-3 Zone was closed. A MOTION WAS MADE BY BAZIL AND SECONDED BY CRABB TO RECOMMEND APPROVAL OF THE PROPOSED REVISION OF THE R-3 ZONE TO THE CITY°COUNCIL WITH THE FOLLOWING MODIFICATIONS: 1. The maximum density shall not exceed one dwelling -unit - for each 1250 sq. ft. of lot area. 2. The ground floor area of all roofed structures shall not occupy more than 60% of the lot. area. 3. The minimum rear yard shall be 6 feet where a 20 foot alley is provided and in, all cases the reshall be a -minimum 25 foot turning radius. 4. Twenty or more units may be permitted on any one parcel of land containing sufficient area subject to the approval of a Use Permit. 5. Any development which extends more than 150 feet in depth from a public street shall be subject to the approval of a Use Permit. 6. Stan Orsborn, representing -the Orange County Home Builders Association, addressed the Commission and gave his compliments to the Staff and Commission for the excellent work in preparing the proposed ordinance. Lonny Fraizer, 124 7th St., addressed`,the Commission and objected to the proposed revision of setbacks in the R-4 Zone. There being no other comment, the hearing on the R-4 Zone was closed._ A lengthy discussion was held by the Commission. It was the concensus to modify certain proposed revisions in the R-4 Zone. A MOTION WAS MADE BY CRABB AND SECONDED BY MILLER TO RECOMMEND APPROVAL OF THE PROPOSED REVISION OF THE R-4 ZONE TO THE CITY COUNCIL WITH THE FOLLOWING MODIFICATIONS: 1. The ground floor area of all roofed structures shall not occupy'more than 65 % of the lot area. 2. The minimum front yard shall be 4 feet. 3. The .minimum interior side yard shall be 4 feet. 4. The 25 foot site angle at corners to be maintained. 5. Twenty or more units -may be permitted on any parcel of land containing sufficient area subject to the approval of a Use Permit. 6. Any development which extends more than 150 feet in depth from a public street shall be subject to the approval of a Use Permit. 1. 7. It was the concensus that the overcrowding of lots and the conjestion of the streets should not be encouraged. DISCUSSION: The Commission held a discussion regarding construction of any apartment project consisting of 20 or more units and,also any apartment project which extends more than 150 feet from the public street. It was the unanimous recommendation of the Commission that a recommendation be -made to the City Council to adopt an emergency ordinance that . TAvuld require a Use Permit for construction of any apartment development consisting of 20 or -more units.. It was further noted that such an ordinance' would provide a -means for review of plans for large projects which will result in better development and assure more adequate emergency protection for the residents.
